Sa aming mga minamahal na commuters at sa publiko mas lalo na sa Paliparan, Dasmariรฑas Cavite to PITX via CAVITEX, Roxas Blvd. (Baclaran), Mall of Asia.

Magalang po naming ipinapaalam na ang UNITED TRANSPORT 86% CONSOLIDATED ENTITIES OF THE PHILIPPINES isang samahan ng mga transport cooperative at corporation sa buong bansa ay mag-oobserba ng isang Malawakang Transport Holiday Nationwide sa darating na Lunes, Marso 23, 2026.

Ang hakbang na ito ay isang kolektibong aksyon bilang tugon sa patuloy na pagtaas ng presyo ng petrolyo na lubhang nakaapekto sa aming pang-araw-araw na operasyon. Ang bawat paggalaw ng presyo ng krudo ay direktang nararamdaman ng aming mga driver at operator, na patuloy na nagsusumikap na makapagbigay ng serbisyo sa kabila ng mga hamon.

Dahil dito, ipinaaalam po namin na sa nasabing araw, mananatili muna sa garahe ang aming mga yunit bilang pakikiisa sa panawagan ng sektor ng transportasyon para sa agarang aksyon at konkretong solusyon mula sa kinauukulan.

Kami po ay taos-pusong humihingi ng paumanhin sa abalang maaaring maidulot nito. Hinihiling po namin ang inyong pang-unawa at suporta habang ipinaglalaban ang kapakanan hindi lamang ng aming hanapbuhay, kundi pati na rin ng patuloy na maayos at ligtas na serbisyong pampubliko para sa lahat.

Pinapayuhan din po namin ang aming mga commuters na planuhin nang maaga ang kanilang mga biyahe at maghanap ng alternatibong transportasyon para sa nasabing araw.

Maaari nang bumiyahe ang mga pampublikong sasakyan gamit ang online provisional authority.
Batay sa Board Resolution No. 388, papayagan ng Land Transportation Franchising and Regulatory Board na pumasada ang mga PUV kapag na-upload na ang kopya ng kanilang provisional authority sa online verifier ng ahensya.
Dati kasi, kailangan pa ang pisikal na kopya ng dokumento bago makabiyahe ang mga PUV.
Saklaw ng patakaran ang mga jeep, bus, at transport network vehicle services.
Layon nitong pabilisin ang proseso, bawasan ang backlog ng aplikasyon, at madagdagan ang mga PUV ngayong holid

In line with the instruction of President Ferdinand โ€œBongbongโ€ Marcos, Jr. to implement measures aligned to the Ease of Doing Business in the country, the Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of Department of Transportation (DOTr) Acting Secretary Giovanni Z. Lopez, removed audited financial statements or annual income tax returns as a requirement in operating and renewal of franchise for public utility vehicles (PUVs).

LTFRB Chairperson Atty. Vigor D. Mendoza II said the decision will be of big help to small players in the public transportation sector that are struggling to keep up with documents for the issuance of Certificate of Public Conveyance.

โ€œMarami po sa mga kasamahan natin sa transport sector ang inirereklamo ang filing ng audited financial statements and the annual income tax returns at naiintindihan po natin sila kaya po ipinangako natin sa kanila na titingnan natin ito,โ€ said Chairperson Mendoza.

โ€œAnd based on our review, the filing of audited financial statements and annual income tax returns is not necessary for the operation of public utility vehicles,โ€ he stressed, adding that they have already issued a Board Resolution in relation to the matter.

In August last year, the LTFRB issued revised guidelines on the filing of Annual Audited Financial Statement/Income Tax Return of operators including those covered by Industry Consolidation under the Public Transportation Modernization Program (PTMP).

But during the recent deliberation, the LTFRB Board agreed that the mandatory annual Audited Financial Statement and Income Tax Return are not utilized in the daily functions of the Board, and is therefore, โ€œan unnecessary document.โ€

Chairperson Mendoza also argued that making Annual Audited Financial Statement/Income Tax Return as a requirement for the issuance of Certificate of Public Conveyance goes against the instruction of President Marcos on ensuring the ease of doing business in the country.

It is also embodied under Republic Act 11032 or the "Ease of Doing Act".

โ€œIn line with the Board's commitment to continuously improve the agency's efficiency in providing service to the public through streamlined processes and documentary requirements, the Board deems it proper to dispense the filing/ submission of Audited Financial Statement and/or Annual Income Tax Return In lieu of Annual Report,โ€ the LTFRB Resolution dated October 30, 2025 read.

โ€œAdditionally, the annual filing of Audited Financial Statement and/or Annual Income Tax Report or Annual Report as required under MC Nos. 2018-002 and 2024-030 shall no longer be required.โ€
But the same Board Resolution emphasized that it may require a PUV operator to submit the same document when necessary. #

In the consolidated reports he received, Chairman Mendoza said he was surprised to learn that there are around 33,000 motions and petitions before the LTFRB Board, some of them dating back more than two years ago.
Aside from the 33,000 pending in LTFRB Board, Chairman Mendoza also found out that there are around 4,000 more pending motions and petitions in various divisions of the LTFRB.
โ€œWe have to put this problem to rest because by doing so, this will certainly lead to easing the burden by both the commuters and those from the transport sector, particularly operators and drivers of public utility vehicles,โ€ said Chairman Mendoza.
In order to expedite addressing the backlog, Chairman Mendoza said all divisions chiefs were ordered to solve the 4,000 pending motions and petitions in 30 days.
โ€œOn the part of the LTFRB Board, we will employ all means to sign off all the orders and decisions on or before December 15 (2025),โ€ said Chairman Mendoza.
And in order not to add more on the thousands of backlog, Chairman Mendoza, under the guidance of Secretary Lopez, issued a policy to resolve newly-filed motions and petitions within 15 days after the date of filing.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of Department of Transportation (DOTr) Acting Secretary Giovanni Z. Lopez, ordered all division chiefs of the agency to resolve within 30 days all the pending motions and petitions that could be traced as far as more than two years ago.

LTFRB Chairman Atty. Vigor D. Mendoza II said the order was based on the instruction of Secretary Lopez after being informed of the thousands of backlogs based on the report submitted to his office.

The report stemmed from the accounting of all the pending motions and petitions ordered by Chairman Mendoza when he assumed the top LTFRB post early this month.

โ€œSecretary Lopez was bothered by this report and he immediately ordered us to solve the backlog in the soonest possible time since this may have something to do with the public transportation problems not only in Metro Manila but also in other parts of the country,โ€ said Chairman Mendoza.

Secretary Lopez earlier ordered all top executives of the DOTr to commute as part of the measures to identify the problems and come up with solutions to the worsening problems of commuters.

Chairman Mendoza, for his part, vowed to address the concerns of transport groups which were raised during the series of consultations with them immediately after he took over the LTFRB.

And one of them is the pending motions and petitions which prompted Chairman Mendoza to order an immediate accounting.
