Earlier today, June 1, 2026, Mr. Roy Guarin of DA-BSWM visited the Office of the City Agriculturist to discuss the monitoring of the Composting Facility for Biodegradable Wastes (CFBW) and the validation of proposed Small Scale Composting Facility (SSCF) beneficiaries.

The Department of Agriculture–Bureau of Soils and Water Management (DA-BSWM), through the Compost Production Implementation Team (CPIT), is implementing the Establishment of Composting Facility for Biodegradable Wastes (CFBW) in coordination with the DA Regional Field Offices (RFOs). The initiative is funded under the DA National Organic Agriculture Program (NOAP) for CY 2026.

In line with DA Memorandum Circular No. 93, Series of 2024, which provides the Harmonized Guidelines on the Establishment of Small Scale Composting Facility (SSCF), DA-BSWM CPIT and DA-RFO personnel will conduct site validation activities for the evaluation and selection of SSCF beneficiaries.

The validation activities will cover the SGF Loving Mothers Association, La Guerta De Abuanan, and Kalipunang Liping Pilipina Association.

Monitoring activities were also conducted for the Composting Facility for Biodegradable Wastes (CFBW) established in 2024 under the National Rice Program, particularly for the Amicus Agrarian Reform Association, Farmers Association of Balingasag, and MBA Forest Technical School.

KOICA Courtesy Visit and On-Site Inspection

May 29, 2026

Prior to the courtesy call with City Mayor Hon. Marina C. Javellana-Yao, the KOICA PMC and DA PMU Team conducted an on-site visit and inspection of the proposed VEHCSA Project Site located in Brgy. Napoles, Bago City.

This was followed by a short program held at the CEMO Training Center, which formally opened with the Welcome Remarks delivered by City Agriculturist Marvin John Blance. A brief overview of the LGU’s plans and initiatives was then presented by Bienvenido T. Villanueva, Agricultural Technologist.

Messages of support and commitment were delivered by Ms. PYUN Eunhye, Assistant Country Director of KOICA, and Maria Teresa Solis, Regional Technical Director for Operations and Extension of DA RFO VI. Representatives of the two partner farmers’ associations, namely the Mailum Organic Village Association and Napoles SWISA, expressed their gratitude for being selected as partners in the project.

The activity concluded with the ceremonial turnover of a refrigerated van donated by KOICA, further strengthening support for agricultural development, post-harvest management, and value chain enhancement in Bago City. The proposed Village-Level Enterprise for Value Chain Enhancement of High-Value Crops through Smart Agriculture (VEHCSA) Project, with an estimated investment of ₱61 million, is expected to significantly enhance agricultural infrastructure, improve post-harvest facilities, and create greater market opportunities for local farmers and farmers’ associations in the city.
