The Cordillera Regional Project Advisory Board (RPAB) has approved 12 agricultural infrastructure subprojects in Kalinga and Ifugao for funding under the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) Scale-Up during its meeting on October 9, 2026 in Baguio City.

The approved subprojects include the construction of 11 agricultural tramlines in Banaue, Ifugao, with a combined estimated cost of Php89.02 million, and the improvement/rehabilitation of the Saod-Sucnib-Ambinjong-Ladog Communal Irrigation System (CIS) in Lubuagan, Kalinga, estimated at Php46.50 million.

Proposed by the municipal government of Banaue and the provincial government of Kalinga, respectively, the subprojects aim to support the production of two of the Cordillera regionโ€™s key commodities: heirloom rice and highland vegetables.

RPAB Chair and DA-CAR Regional Executive Director Atty. Jennilyn M. Dawayan commended the LGUs for their sustained efforts in advancing their proposed subprojects and complying with the necessary requirements, underscoring their commitment to bringing these infrastructure investments to their respective communities.

In Barangay Mabongtot, Lubuagan, the proposed CIS subproject will rehabilitate an existing irrigation system that has long served the community. Sourced from natural creeks, the system uses earthen canals and pipes that have deteriorated and developed leaks over time. Once improved, it is expected to provide irrigation to 43.49 hectares of agricultural land and benefit 114 households, comprising 264 male and 191 female beneficiaries.

During the deliberations, Kalinga Governor James Edduba expressed hope that the irrigation project would help strengthen food security and contribute to peace and order in the community.

โ€œWith our efforts heavily concentrated on maintaining peace and order, I hope this subproject will help make the community of Mabongtot food-sufficient and contribute to sustaining peace and order in Lubuagan. We believe that without peace and order, awan ti progress nga maaramid (no progress can be achieved),โ€ he said.

Meanwhile, the 11 proposed tramlines in Banaue are expected to reduce hauling time and costs, minimize transport losses, and improve access to agricultural areas, as well as facilitate operations and maintenance.

Banaue Vice Mayor Atty. Kendall Immolia shared that Civil Society Organizations (CSOs) in the municipality are being reorganized and will be capacitated to strengthen their knowledge and skills in tramline operations and maintenance.

Kalinga Provincial Agriculturist and PRDP Provincial Project Management and Implementing Unit (PPMIU) Head Nancy G. Aowat and Banaue Mayor Donald Mongolnon presented the respective proposals, outlining the objectives, service areas, demand, and technical details of the subprojects. Hard copies of the proposals were also distributed to RPAB members for review and reference during the deliberations.

In his closing message, DA-PRDP Regional Deputy Project Director Danilo P. Daguio congratulated the LGUs on successfully presenting and defending their proposals.

โ€œThese subprojects will support heirloom rice. It will strengthen our desire to promote Cordillera Heirloom Rice,โ€ he said, noting that the next challenge will begin once the No Objection Letter (NOL) is issued and implementation commences.

The RPAB plays a key role in guiding the DA-PRDP Regional Project Coordination Office (RPCO) in reviewing and ensuring effective implementation of policies for project ex*****on. Current RPAB members include representatives from the regional offices of the Department of Interior and Local Government (DILG), Department of Agrarian Reform (DAR), National Commission on Indigenous Peoples (NCIP), DA-Regional Agricultural and Fisheries Council (RAFC), Department of Environment and Natural Resources (DENR), Department of Trade and Industry (DTI), and Department of Public Works and Highways (DPWH). # # # Elvy T. | To promote priority investments in agriculture and fisheries and connect them with potential investors and development partners, the Department of Agriculture (DA) will gather local government officials, agriculture stakeholders, and development partners on October 7โ€“10, 2026, for the launch of the Regional Agriculture and Fisheries Investment Portfolio (RAFIP) at Quest Hotel, Clark, Pampanga.

Dubbed โ€œRAFIP Launch 2026: Catalyzing Priority Investments in Agriculture and Fisheries,โ€ the four-day activity will feature the completed RAFIPs, regional investment priorities, and strategies to promote and support their implementation.

The DA has completed 17 RAFIPs to date, consolidating priority commodities, value chain constraints, and packaged investment opportunities across the regions. The portfolios identify areas where investments and interventions are needed to address gaps and strengthen agricultural value chains.

As the RAFIPs move toward implementation, the launch will give local government units, potential investors, development partners, and other stakeholders an opportunity to learn about the identified investment priorities and explore possible areas of support.

Participants include representatives from the League of Municipal Agricultural Officers and Agriculturists of the Philippines (LeMMCAP), DA operating units, bureaus, and attached agencies, IPLAN Component Heads, local government units, academe, and other stakeholders.

Sessions will focus on regional priority commodities, value chain constraints, and packaged investments. Participants will also develop communication approaches for presenting RAFIP opportunities to specific audiences and reaching potential partners.

The activity will also focus on developing a strategic communication framework and action plan for RAFIP promotion at the local and regional levels. Stakeholders will discuss possible areas of collaboration and commitments toward implementation, including a Memorandum of Agreement signing.

RAFIP advocacy will also be linked with existing institutional platforms and agriculture events, including Agrilink and agriculture summits. These platforms can help reach local government officials, potential investors, academic institutions, grantees, scholars, and other stakeholders.

A separate session will engage youth and students in discussions on the agri-food system and the role of agriculture and fisheries in sustainable development and economic growth.

The activity will conclude with a guided visit to the Agrilink exhibition, where participants can explore agricultural enterprises, technologies, products, and potential investment opportunities.

Through RAFIP, the DA presents regional investment priorities to stakeholders who can provide resources, partnerships, and support for their implementation. # # # (Julie Ace Brandon R. Barao/InfoACE NPCO)

The climate-resilient, agro-industry-oriented value chain analysis (I-VCA) for heirloom rice in CAR moved closer to completion following the validation of key findings by industry stakeholders during a consultation held on August 27, 2026, in Banaue, Ifugao.

Spearheaded by the Department of Agricultureโ€“Philippine Rural Development Project (DA-PRDP) Regional Project Coordination Office (RPCO) CAR through its I-PLAN Component, the consultation brought together heirloom rice farmers, farmersโ€™ cooperatives and associations, and provincial and municipal agri-fishery council (P/MAFC) representatives from across the region, as well as representatives from concerned provincial and municipal local government units (LGUs) in Ifugao and Mountain Province.

While the consultation primarily aimed to validate the findings of the I-VCA, which assessed the current state of the heirloom rice industry, RPCO CAR I-PLAN Component Head Dr. Susan D. Balanza emphasized that the activity also marks an initial step toward the formulation of the Cordillera Heirloom Rice Roadmap.

โ€œAll proposed interventions and projects must be grounded in evidence and directly address identified value chain bottlenecks,โ€ Dr. Balanza said, urging participants to prioritize key constraints and interventions while identifying potential institutional partners and support mechanisms to address them.

Balanza presented the I-VCA report, highlighting key areas requiring stakeholder validation, including the value chain map, geographical flow, market structure, and cost and return analysis, among others.

She emphasized that the I-VCA serves as the foundation for developing a comprehensive roadmap that will provide a shared direction for the protection, promotion, and sustainability of heirloom rice across the region.

โ€œThe I-VCA allows us to look at the industry as a system, where a weakness in one part directly impacts the rest. Consequently, the Roadmap must address the value chain as a fully interconnected system to achieve sustainable development,โ€ she added.

Prior to the workshop activities, major constraints and proposed interventions across the different stages of the value chain were presented. These included the rehabilitation of irrigation and rice terrace infrastructure; deployment of terrain-adapted micro-machineries; establishment of community seed banks and municipal processing hubs; standardization of premium pricing; strengthening of quality standards; and provision of credit and insurance, among others.

Through the workshop, participants identified and prioritized key constraints and strategic interventions and assessed their alignment with potential implementing agencies and available support mechanisms. Their inputs and the workshop results will be consolidated into the updated regional Heirloom Rice I-VCA, which will serve as a key reference in developing the industry roadmap.

โ€œThis roadmap will eventually serve as a foundational guide for funding agencies to target key interventions,โ€ said Planning Specialist Ramon G. Bag-eo.

Bag-eo thanked the participants for their active engagement and encouraged them to sustain the same level of participation and commitment in succeeding consultations and workshops for the development of the Cordillera Heirloom Rice Roadmap. # # # Elvy T.
