Please be informed that work at the Human Settlements Adjudication Commission – Regional Adjudication Branch Cordillera Administrative Region will be suspended starting at 12:00 PM on 30 October 2026 (Friday), pursuant to Baguio City Mayor’s Office Executive Order No. 172, s. 2026. The suspension will allow government employees in Baguio City sufficient time to prepare for the observance of All Saints’ Day and All Souls’ Day.

Regular operations will resume on 3 November 2026 (Tuesday).

HSAC RAB-CAR PROMOTES WORKFORCE WELL-BEING THROUGH “NATURE AND NURTURE” WELLNESS ACTIVITY

Recognizing the importance of holistic well-being and work-life balance, the Human Settlements Adjudication Commission – Regional Adjudication Branch Cordillera Administrative Region (HSAC RAB-CAR) conducted an employee wellness activity titled “Nature and Nurture: A Journey Towards Employee Wellness” on October 22, 2026, at Camp John Hay, Baguio City.

As part of the activity, personnel explored the Camp John Hay Yellow Trail at their own pace, offering them an opportunity to unwind and reconnect with nature. The initiative aimed to promote employee welfare, raise awareness of mental health, and foster a supportive workplace environment for personnel performing the agency’s regional adjudication functions.

Through this initiative, HSAC RAB-CAR reaffirms its commitment to making employee wellness an integral part of effective public service. By encouraging meaningful engagement with nature and promoting personal well-being, the agency seeks to nurture a positive workplace culture and a healthier, more resilient, and motivated workforce dedicated to delivering quality public service.

HSAC RAB-CAR AT THE HOUSING SERBISYO FAIR 2026!

As part of the celebration of National Shelter Month 2026, the HSAC Regional Adjudication Branch - Cordillera Administrative Region (RAB-CAR), headed by Chief Regional Adjudicator Atty. Ligaya G. Liclican-Haban, actively joined the Housing Serbisyo Fair 2026 at Malcolm Square, Baguio City, on October 14–15.

Together with Key Shelter Agencies, partner government agencies and other organizations, RAB-CAR provided vital housing-related information, legal assistance, and consultations to citizens across the Cordillera Region.

The fair aimed to raise public awareness of government housing programs and services available to the public. It was one of the major highlights of National Shelter Month 2026, celebrated under the theme “Tahanan, Pamayanan, Kinabukasan.”

HSAC RAB CAR PARTICIPATES IN COMPREHENSIVE LAND USE & LOCAL SHELTER PLAN ACTIVITY

Representatives from the Human Settlements Adjudication Commission Regional Adjudication Branch - Cordillera Administrative Region (HSAC RAB CAR) actively participated in the Comprehensive Land Use Plan cm Local Shelter Plan activity held on October 13–14, 2026 in Baguio City.

During the event, RAB CAR representatives provided key updates on real estate laws and presented the ongoing mandates and programs of the HSAC.

The two-day activity was attended by local planning officers and employees from various Local Government Units (LGUs) across the Cordillera Administrative Region. Sponsored by the Department of Human Settlements and Urban Development (DHSUD-CAR), the event was organized as part of the nationwide celebration of National Shelter Month 2026.

ICYMI | Key shelter agencies as well as partners from the other government offices and the private sector in the Cordillera Administrative Region presented their various programs and update from their institutions during the Kapihan sa Baguio media forum in Baguio City on Oct. 12, 2026.

The activity is part of the National Shelter Month celebration spearheaded by the Department of Human Settlements and Urban Development (DHSUD)-CAR.

Present during the Kapihan were DHSUD-CAR Regional Director Antonette Anaban, Regional Director Charita Rasay National Housing Authority, Social Housing Finance Corporation Vice President Jones Tomas, Human Settlements Adjudication Commission lawyer Erwin Lehi Gacadan, PAGIBIG Baguio Head Philip Raymund Salem, with reps from the National Home Mortgage Finance Corporation.

Also present were Chamber of Real Estate and Builders’ Association, Inc. National Director Fernando Tiong and President Ramon Tagle.

The discussion highlighted the importance of adequate housing and suitable human settlements as a shared responsibility among the government, communities, and the private sector, pursuant to Presidential Proclamation No. 662 series of 1995.

RAB-CAR PARTICIPATES IN THE WELLNESS AND FELLOWSHIP ACTIVITY FOR NATIONAL SHELTER MONTH 2026

In celebration of National Shelter Month (NSM) 2026 with the theme “Tahanan. Pamayanan. Kinabukasan”, the Regional Arbitration Branch - Cordillera Administrative Region (RAB-CAR) participated in the Wellness and Fellowship Activity on October 7, 2026, in Baguio City.

Joined by Key Shelter Agencies—including the Home Development Mutual Fund (Pag-IBIG Fund), Human Settlements Adjudication Commission (HSAC), Department of Human Settlements and Urban Development (DHSUD), and National Housing Authority (NHA)—along with the Chamber of Real Estate and Builders' Associations, Inc. (CREBA), participants enthusiastically took part in a bowling tournament aimed at promoting physical wellness and camaraderie.

The event contributed to a more engaging and meaningful NSM celebration while strengthening partnerships among key stakeholders across the shelter sector.

HSAC RAB CAR CONDUCTS COURTESY CALL TO THE OFFICE OF THE REGIONAL PROSECUTOR – CORDILLERA ADMINISTRATIVE REGION (ORP-CAR)

The Human Settlements Adjudication Commission – Regional Adjudication Branch Cordillera Administrative Region (HSAC RAB-CAR), led by Chief Regional Adjudicator Atty. Ligaya G. Liclican-Haban, paid an official courtesy call to the Office of the Regional Prosecutor – Cordillera Administrative Region (ORP-CAR), headed by Regional Prosecutor Joy Marie Frances Cortes, on September 29, 2026.

The courtesy visit focused on establishing strong communication, cooperation, and partnership between the two offices on shared initiatives. Among the key topics discussed were potential joint activities in line with the upcoming National Shelter Month, celebrated annually every October.

BUILDING DIGITAL COMPETENCE IN PUBLIC SERVICE 💻

In celebration of the 126th Philippine Civil Service Anniversary with the theme “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan,” the Human Settlements Adjudication Commission – Regional Adjudication Branch Cordillera Administrative Region (HSAC-RAB CAR) successfully conducted a learning session on the proper and effective utilization of Google Workspace for its personnel on September 17, 2026 in Baguio City.

With resource persons from the Department of Information and Communications Technology – Benguet Provincial Office (DICT-Benguet), the activity aimed to enhance the digital skills of employees in using Google Workspace. The session also highlighted the transformative potential of cutting-edge AI technologies, specifically introducing Google Gemini and Google Notebook as powerful tools to streamline information processing, elevate research, and boost everyday administrative and content-generation tasks.

This initiative reflects true "puso, dangal, at galing" in action, reinforcing HSAC RAB-CAR's commitment to leveraging technology for a more efficient, responsive, secure, and quality delivery of government services to the public.
