Strengthening Local Skills Development and Employment Partnerships 🤝🇵🇭

The City Government of Bais, led by Mayor Luigi Marcel T. Goñi, in partnership with the TESDA NIR – Negros Oriental Provincial Office, successfully hosted the 3rd Quarter Meeting of the Negros Oriental Association of Community Training and Employment Coordinators (CTEC) on October 1, 2026 at the Bais Training Center.

The gathering brought together Community Training and Employment Coordinators from across Negros Oriental to discuss important matters concerning technical-vocational education and training (TVET), community-based training, employment facilitation, skills development, and strengthened coordination among local government units and TESDA.

The meeting was honored by the presence of:

🎓 EMPOWERING CAREER GUIDANCE ADVOCATES FOR EFFECTIVE CAREER DEVELOPMENT SUPPORT

The City Government of Bais, Under the Leadership of Mayor Luigi Marcel T. Goñi, in partnership with the Department of Education (DepEd), DOLE and TESDA successfully conducted the “Empowering Career Guidance Advocates in the Implementation of the Career Development Support Program (CDSP)”.

📚 The activity was anchored on the findings and recommendations of the doctoral dissertation of Bemar D Torres, City PESO Manager, which examined the compliance, competence, and challenges of Career Guidance Advocates in the implementation of the Career Development Support Program in the City Schools Division of Bais.

The research findings provide a valuable basis for strengthening capacity-building interventions, improving program implementation, enhancing stakeholder engagement, and promoting more effective career guidance services for learners.
Through this initiative, the City Government of Bais and DepEd reaffirm their commitment to empowering teachers, strengthening career guidance systems, and helping learners make informed career and life decisions aligned with their interests, abilities, and the evolving demands of the labor market.

🤝 BENCHMARKING & LEARNING VISIT | SAGAY CITY × BAIS CITY

The City of Sagay, Negros Occidental conducted a Benchmarking and Learning Visit to the City of Bais to gain insights into Bais City’s experience in the integration of Population and Development (POPDEV) in local governance and development planning.

The visit provided an opportunity for both local government units to share experiences, innovations, strategies, and good practices in mainstreaming population and development concerns into local plans, programs, projects, and decision-making processes.

During the learning engagement, Bais City shared its initiatives on POPDEV integration, gender-responsive governance, data-driven planning, and the use of population data in local development programming—demonstrating how reliable data can support more responsive and inclusive public service.

Beyond benchmarking, the activity strengthened inter-LGU collaboration and knowledge exchange, recognizing that good governance becomes more meaningful when experiences and innovations are shared for the benefit of communities.
