The Balanga City Justice Zone proudly welcomed the Zanzibar Delegates to The Bunker as part of their official study tour in the Philippines.
This leg of the visit highlighted the Justice Zoneโs commitment to fostering a responsive and collaborative justice system. During the program, the Balanga City Justice Zone presented its notable accomplishments, ongoing projects, and best practicesโunderscoring the importance of communication, coordination, and collaboration among justice sector stakeholders.
A key feature of the exchange was the in-depth presentation on Bataan CARES (Collaborative Action for Rehabilitation, Empowerment, and Support), the Justice Zoneโs flagship program focused on rehabilitation and reintegration.
The activity was attended by representatives from the Department of Justice, the Office of Justice Filomena Singh, member agencies of the Balanga City Justice Zone, and the City Health Office of Balanga, representing Hon. Francis Anthony S. Garcia. Most importantly, it was enriched by the presence and engagement of the Zanzibar Delegation.
This collaborative event stands as a testament to Balanga Cityโs growing role as a model of justice reform, innovation, and international partnership.

The Balanga City Justice Zone (BalCJZ) participated in the 2025 National Justice Zone Summit held on June 4, 2025, at the Marco Polo Hotel, Ortigas, Manila. The summit aimed to foster coordination, collaboration, and communication among justice zones across the country.
Balanga City Mayor, Hon. Francis S. Garcia, delivered a speech highlighting the cityโs initiatives on the rehabilitation and reintegration of Persons Deprived of Liberty (PDLs), which was one of the key segments of the program.
During the event, the BalCJZ was awarded a Token of Recognition for its outstanding contribution to ensuring swift and equitable access to justice. In addition, several members of the BalCJZ were also recognized for their role as trainers in strengthening the capacity of local government units (LGUs) in handling cases involving Violence Against Women and Children (VAWC).

Empowering Barangay Anti-Drug Abuse Councils: Balanga Cityโs Commitment to Drug Prevention
On August 22, 2024, Balanga City hosted a critical training for the Barangay Anti-Drug Abuse Councils (BADAC), reinforcing the city's dedication to a drug-free community.
City Mayor Hon. Francis Anthony Garcia opened the event and witnessed the turnover of a donation from the Philippine Institute of Civil Engineers (PICE) to BCARES. A significant moment was the signing of a Memorandum of Agreement (MOA) between the City of Balanga, DOH Treatment and Rehabilitation Center, and the Balanga City Justice Zone for Balanga BCARES, strengthening local anti-drug initiatives.
Key sessions included a lecture by Hon. Marion Jacqueline Poblete, Executive Judge of RTC Bataan, who discussed the judicial process in drug-related cases, and an overview of the Balay Kalinga Drug Rehabilitation Center by CPPO Frances Cabuquit. The City Health Office provided training on drug abuse intervention, while PDEA Bataan guided BADAC members on their roles and reporting systems.
The training underscores Balanga City's dedication to enhancing its anti-drug efforts and ensuring a safer community.
