On this day in 2001, then-President Gloria Macapagal Arroyo signed into law the Republic Act No. 9003, also known as the "Ecological Solid Waste Management Act."

This landmark law aims to turn the tide against "collect and dump" habits, mandating waste segregation at the source and the creation of local Materials Recovery Facilities (MRFs). It wasn't just about cleaning up, it was about shifting toward a circular economy where "waste" becomes a resource.

Twenty-five years later, the progress of RA 9003 is a mixed bag. While over 340 sanitary landfills exist, waste generation has tripled to 24 million tons. Infrastructure gaps and "sachet culture" persist, leaving 35% of plastics in our oceans. Our blueprint is solid, but local compliance must now meet the scale of the crisis.

Managing urban heat risks calls for solutions that are city-specific, forward-looking, and grounded in prevention. 🌡️🏙️

Smart cities are putting practical solutions in place to lower exposure and protect those most at risk:
🌳 Urban greening and green infrastructure
❄️ Public cooling centres and shaded spaces
💨 Water and wind corridors to improve ventilation
🏗️ Heat-responsive building regulations
☀️ Heat-reflective roofs and pavements

Designing cities for heat resilience is a public health measure, a climate adaptation priority, and a long-term investment in safer urban futures.
