This achievement is a testament of BPSU's commitment to good governance, aligning with the Anti-Red Tape Authority (ARTA) and Good Governance mandates.
Efficient fiscal management equates to transparency, accountability, and responsiveness. It streamlines processes, cuts bureaucratic red tape, and prevents corruption. By managing funds effectively, efficiently and judiciously, BPSU ensures resources are allocated where they are needed most, benefiting the students and the community.
ARTA simplifies transactions while maintaining the integrity of each process, and BPSU promotes that mandate with streamlined procedures, making transactions faster, and hassles are minimized. Less red tape means more efficient service delivery, making it a win-win situation for everyone.

The Bataan Peninsula State University's Committee on Anti-Red Tape (CART) spearheaded an orientation- audit with the Institute of Architecture led by its head, Architect Abigail Catapang , in accordance with BPSU UM 2025.0109.
This initiative aligns with the Anti-Red Tape Authority's (ARTA) mandate to promote good governance and efficient public service.
The audit evaluated IARC compliance with RA 11032 (Ease of Doing Business Act), focusing on transparency, accountability, and citizen-centric processes. Key outcomes include identifying opportunities for improvement, enhancing service delivery, and strengthening anti-red tape measures. Different mechanisms for gathering customer feedbacks were also discussed such as internal feedback mechanism, customer satisfaction measurement, 8888 and client transaction log sheet.
During the orientation - audit, the Citizen's Charter was also highlighted - its function and importance in the day to day operations of each unit.
The audit team was led by Maria Crisanta V. Casupanan-Canare, University CART Secretariat,and CART Technical Staff.
Also discussed are the ISO compliances, process and required documents. This was discussed by the University Document Controller, Mr. Brian Rodriguez.

Today, March 25, 2026, the University CART Members and office staff, together with CART Focal Persons for each campus, and PACDO officers, attended a seminar on Republic Act 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, and process re-engineering in government processes. The seminar provided valuable insights into the implementation of RA 11032, which aims to simplify and streamline government processes, reduce bureaucratic red tape, and improve the overall efficiency of government services.
The discussion highlighted the key provisions of RA 11032, including the simplification of business processes, mandatory streamlining of government services, and the implementation of a zero-contact policy. Experts shared best practices and case studies on how government agencies can re-engineer their processes to improve service delivery and enhance citizen satisfaction.
The seminar emphasized the importance of process re-engineering in government, leveraging technology and innovation to improve efficiency, transparency, and accountability. It was a productive session that provided participants with practical knowledge and tools to support the implementation of RA 11032 and drive reforms in government processes.
The seminar was hosted by the Anti-Red Tape Authority Office and AdNU Center for Local Governance.

The Bataan Peninsula State University Committee on Anti Red Tape Office (BPSU CART) convened last March 24, 2026 to discuss crucial updates on ARTA reports and compliance submissions regarding the Customer Satisfaction Measurement (CSM). Key highlights included strategies for enhancing transparency, ensuring timely submissions, and optimizing processes to meet regulatory requirements.
The team reviewed current compliance status on reportorial requirements, interpretation of CSM data, addressed challenges, and aligned efforts to support efficient government service delivery as mandated by RA 11032.

The audit focused on evaluating ADSO's compliance with the Ease of Doing Business Act (RA 11014), specifically looking at how transparent and citizen-friendly their processes are.
