Today, we honor and celebrate the enduring legacy of service, leadership, and compassion of the late Mayor Atty. Al-Fred Ordinario Concepcion, fondly remembered as “Mr. Aksyon.” His unwavering commitment to the people of Balaoan continues to inspire us and serves as a guiding light in carrying forward the mission he began.

The KADIWA pop-up stores open again at the Balaoan Municipal Hall Grounds tomorrow, May 29, 2026, offering affordable local goods such as fresh fruits, vegetables, eggs, and snacks.

Initiated by the Department of Agriculture (DA) in partnership with the Municipal Agriculture Office (MAO) of Balaoan, the KADIWA program connects farmers and small entrepreneurs with consumers, providing fresh and quality local products at affordable prices.

As part of the continuing support of the Local Government of Balaoan under the leadership of Mayor Carlo Castor U. Concepcion, two units of water pumps and two pieces of 60-meter pipes are turned over to Barangay Pantar Norte on May 18, 2026.

The assistance is received by Punong Barangay Darwin Raquedan, with the turnover facilitated by Mr. Jayson M. Peralta, Supply Officer I. The provided equipment helps improve water access and supports the daily needs of the community.

The Local Government of Balaoan, under the leadership of Mayor Carlo Castor U. Concepcion, through the Municipal Social Welfare and Development Office (MSWDO) and Business Permits and Licensing Office (BPLO), in coordination with the Department of Social Welfare and Development (DSWD), conducts the distribution of ₱5,000 Cash Relief Assistance (CRA) to eligible members of the Tricycle Operators and Drivers Association (TODA) on May 15, 2026 at the Municipal Annex Hall.

The activity is facilitated by Ms. Marilou B. Miniano, Municipal Social Welfare and Development Officer together with Ms. Wensday A. Arciaga, Licensing Officer I, ensuring the orderly and smooth release of assistance to qualified beneficiaries.

Municipal Mayor Carlo Castor U. Concepcion officiates the civil wedding of Mr. Lorenz O. Valdez and Ms. Kamille B. Cariño on May 14, 2026, in Balaoan, La Union.

Together with their families and loved ones, the couple celebrates this meaningful occasion as they begin their journey as husband and wife. The ceremony also reflects LGU Balaoan’s continuing support in strengthening family bonds and community ties.

Mayor Carlo Castor U. Concepcion, Chairperson of the Local School Board (LSB), leads the contract signing of 23 newly hired personnel under the Academic Recovery and Accessible Learning Program (ARAL), composed of 18 assigned for SMART Elementary and 5 assigned for Aksyon “CARLISTO” High Schools in Balaoan, together with MSB Co-Chair and Public Schools District Supervisor Alejo R. De Sesto, Ed.D.

Held on May 15, 2026 at the Municipal Conference Hall, Dr. De Sesto formally introduces the newly hired ARAL personnel to Mayor Concepcion, highlighting the continued partnership between the local government and the education sector in strengthening learning recovery programs and promoting accessible quality education for Balaoan learners.

The EV Coaster Free Ride Service for the Balaoan to San Fernando, La Union route and vice versa officially resumes on May 23, 2026, following the completion of the necessary document processing.

In lieu of the regular holiday on Wednesday, May 27, 2026, the Local Government Unit of Balaoan will observe onsite operations on Thursday, May 28, 2026, from 8:00 a.m. to 5:00 p.m.

Regular work arrangements will resume the following week, wherein Thursday will again be observed as a Work-from-Home (WFH) day.

Essential frontline offices shall remain fully operational to ensure the uninterrupted delivery of public services.
