Kinikilala ng Sangguniang Barangay Malitam ang mga kamakailang isyung kumakalat online kaugnay ng Barangay Scholarship Program, partikular sa proseso ng pagpili ng limang (5) Presidential Scholars.

Kinikilala rin namin ang kahalagahan ng transparency, patas na proseso, at pananagutan sa lahat ng programa ng pamahalaan, lalo na sa mga programang sumusuporta sa ating mga mag-aaral. Gayunpaman, nais naming ipaalala sa publiko na ang mga ganitong usapin ay mas nararapat idaan sa tama at opisyal na paraan, kung saan maaaring ma-verify at mabigyan ng tamang kasagutan ang mga isyu. Ang pagpapakalat ng mga maling paratang gamit ang anonymous o hindi beripikadong mga account ay hindi nakakatulong sa patas at makatotohanang pagresolba ng mga usapin. Sa halip, ito ay maaaring magdulot ng maling impormasyon at makasira sa integridad ng serbisyo publiko.

Iginagalang namin ang karapatan ng bawat isa na magpahayag ng opinyon at maglahad ng saloobin. Gayunpaman, hinihikayat namin ang lahat na gawin ito sa maayos, responsable, at makabuluhang paraan upang manatiling produktibo ang talakayan at maiwasan ang hindi pagkakaunawaan at pagkakahati-hati.

Ang Presidential Scholarship Program ay limitado lamang sa limang (5) kwalipikadong benepisyaryo, partikular sa mga incoming fourth-year students, na kinabibilangan nina:

Ang proseso ng pagpili ay nakabatay sa itinakdang pamantayan at sa pagpapasya ng Punong Barangay, na ipinatutupad nang patas upang matiyak ang merit, patas na oportunidad, at pagkakapantay-pantay para sa lahat. Ang mga desisyon ay hindi basta-basta ginagawa at naaayon sa itinakdang alituntunin ng programa.

Bilang bahagi ng transparency, ilalabas at ipapakita ng Barangay ang opisyal na listahan ng limang (5) Presidential Scholars kasama ang kaukulang impormasyon upang malinawan ang mga isyu at maipabatid nang maayos ang tamang impormasyon sa publiko.

Nais din naming bigyang-diin na ang Barangay ay bukas sa pagtanggap at pagresolba ng mga lehitimong katanungan kaugnay ng mga programa nito. Inaanyayahan ang mga residente na magtungo sa Barangay Hall o magsumite ng pormal na liham upang maayos na maitala at matugunan ang kanilang mga hinaing.

Patuloy na nagbibigay ang Sangguniang Barangay Malitam ng iba’t ibang uri ng tulong tulad ng edukasyonal, medikal, burial, at pinansyal na suporta, katuwang ang Pamahalaang Lungsod ng Batangas, upang matugunan ang pangangailangan ng ating mga nasasakupan.

Kinikilala namin na walang perpektong sistema, subalit nananatili kaming nakatuon sa patuloy na pagpapabuti ng aming serbisyo publiko. Bukas kami sa mga makabuluhang puna at suhestiyon upang higit pang mapahusay ang aming mga programa para sa kapakanan ng komunidad.

Hinihikayat din namin ang publiko na maging maingat sa pagbabahagi at paniniwala sa mga hindi beripikadong impormasyon na kumakalat sa social media, sapagkat maaari itong magdulot ng kalituhan at hindi sinasadyang makaapekto sa mga programang para sa kapakinabangan ng lahat.

Muling pinagtitibay ng Sangguniang Barangay Malitam ang aming pangako sa transparency, patas na pamamahala, at integridad sa lahat ng aming programa, lalo na sa mga para sa kabataan at mga mag-aaral ng ating barangay. Kami ay patuloy na magsisilbi nang may katapatan at pananagutan para sa kapakanan ng bawat mamamayan.

OFFICIAL STATEMENT FROM THE SANGGUNIANG KABATAAN NG BARANGAY MALITAM

To the Concerned Residents of Barangay Malitam,

We, the SK Malitam Council, have seen and heard the strong feelings, including the anger and frustration being directed toward us regarding the selection of the five (5) presidential scholars in our barangay. We understand why many of you are upset, and we want to respond with honesty and respect.

First, we want to make it clear: The SK Malitam Council had no involvement, participation, or prior knowledge in the selection process of the five presidential scholars. We were not consulted, not informed, and not given any role in choosing the recipients. If we had been involved, then we would have done our best to implement a fair and equal process for all qualified incoming fourth-year students. This is to ensure that everyone had the chance of becoming a scholar.

Because we had no part in this matter, we initially decided not to issue any public comment. Our silence was not an act of indifference or secrecy but a conscious decision to avoid meddling in a matter where we have no legal authority. As many of you know, the power over this selection lies with the Punong Barangay. We did not want to overstep or pretend to have control over something that is not within our mandate. Again, this is not something that we chose to happen.

With that being said, as youth leaders and, more importantly, as fellow residents of Barangay Malitam, we share the same curiosity and concern that many of you have expressed. We, too, are intrigued by how the scholars were chosen. We, too, wanted to know who they selected. But like many of you, we were continuously left in the dark until the issue came to light because people began speaking up. We sincerely believe that as members of this community, we also have the right to know. Not just as SK officials, but as ordinary residents of Malitam. Transparency should not be a privilege, but our right.

We also want to make it clear that we respect the five students who were chosen as presidential scholars. Whatever happened during the selection process is not their fault, and they should not be subjected to hate or blame. We hope that our community continues to support them as students who only wished to receive an opportunity.

We are not here to fuel anger or division. We simply wanted to speak our truth: that the SK Malitam Council had no hand in this matter. We leave the rest to the proper authorities and continue to hope for transparency, fairness, and peace in our barangay.
