OVER 53K VIOLATORS RECORDED IN LATEST SAFER CITIES OPERATIONS

The Philippine National Police (PNP) reported continued implementation gains under the Safer Cities Initiative, following sustained operations across the National Capital Region on April 10, 2026.

A total of 9,810 individuals were recorded for violations of local ordinances for the latest monitoring period, bringing the cumulative total to 53,293 apprehensions since the start of implementation on April 6, 2026.

Breakdown shows drinking and smoking in public places at 2,857, followed by roaming without shirts at 886, curfew violations among minors at 802, and karaoke beyond allowed time at 220, while 5,045 were recorded under other ordinance violations.

Across police districts for the latest period, the Southern Police District recorded 3,229 violators, North Police District with 1,830, Quezon City Police District with 1,695, Eastern Police District with 1,557, and Manila Police District with 1,499.

For case disposition on April 10, a total of 4,011 were fined, 91 were charged, while 5,708 were warned and released, depending on applicable local ordinances.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the figures reflect the continuing impact of visible and consistent enforcement on public behavior. “Makikita po natin na habang tuloy-tuloy ang presensya ng pulisya sa komunidad, unti-unti ring tumataas ang pagsunod sa mga ordinansa,” he said.

He added that the initiative supports the PNP Focused Agenda under Enhanced Managing Police Operations and is aligned with the peace and order direction of President Ferdinand R. Marcos Jr. The PNP also acknowledged the support of the Department of the Interior and Local Government in strengthening coordination with Local Government Units and barangays.

The Safer Cities Initiative continues to focus on addressing common ordinance violations through coordinated enforcement with LGUs and barangays, reinforcing discipline and community order.

Authorities reminded the public to strictly observe local ordinances to avoid penalties and inconvenience as enforcement operations remain sustained nationwide.

The PNP said the initiative will be expanded nationwide as part of its continuing commitment under “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.”

WEEKLONG PRO CAR OPS YIELD P10.9M IN MA*****NA CONFISCATION

The Philippine National Police, through the Police Regional Office Cordillera Administrative Region (PRO CAR), successfully seized over P10.9 million worth of ma*****na plants during intensified anti-illegal drug operations conducted from March 30 to April 5, 2026.

Authorities reported that 19 targeted operations led to the eradication of approximately 54,550 fully grown ma*****na plants, with an estimated Standard Drug Price (SDP) of PhP10,910,000.00. These efforts demonstrate the PNP’s sustained commitment to dismantling local cultivation and disrupting distribution networks.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., praised the men and women behind the operations, saying, “Ang tagumpay na ito ay bunga ng sipag at malasakit ng bawat pulis. Patuloy nating ipapakita na seryoso tayo sa laban kontra iligal na droga.”

He added, “We will continue to act decisively, ensuring our communities remain safe and drug-free.”

These operations form part of the PNP’s Focused Agenda under Enhanced Managing Police Operations, in line with President Ferdinand R. Marcos Jr.’s directive to strengthen public safety nationwide.

The PNP assured the public of its steadfast dedication to peace and order, reinforcing the principles of Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

6 CTG Members Surrender to PRO 8; Weapons and Explosives Turned In

CAMP KANGLEON, PALO, LEYTE – The Police Regional Office 8 (PRO-8) successfully facilitated the voluntary surrender of six Communist Terrorist Group (CTG) members across Eastern Visayas on March 20–21, 2026,

On March 20, 2026, Borongan City Police Station (CPS) aided the surrender of alias “Mark,” a 30-year-old farmer from Borongan, eastern Samar. He was a former CTG member under the 3rd Squad, Apoy Platoon, SRC SESAME, Eastern Visayas Regional Party Committee (EVRPC), operating in Eastern Samar.

On the same day, the 802nd Maneuver Company, Regional Mobile Force Battalion 8 (RMFB-8), assisted the surrender of alias “Gelo,” a 51-year-old driver from Villareal, Samar. He was a former member of BUGSOK Platoon of EVRPC, SRC-SESAME.
He also turned over one caliber .45 pistol, a magazine, live ammunition, and one 40mm explosive device.

Additionally, elements of Northern Samar Provincial Mobile Force Company (NSPMFC) facilitated the surrender of alias “Niko,” a 31-year-old farmer from San Isidro, Northern Samar. He was a former member of SRGU, FC2, SRC Emporium, EVRPC in the 1st District of Northern Samar. He also yielded one hand gr***de.

Meanwhile, the 1st Samar Provincial Mobile Force Company (SPMFC) facilitated the surrender of alias “Jan,” a 25-year-old farmer from Matuguinao, Samar, and a former member of SRC, EMPORIUM, EVRPC, operating in the municipalities of Matuguinao, Samar, and Silvino Lobos, Northern Samar. He also turned over one caliber .45 pistol, a magazine, and live ammunition.

On March 21, 2026, personnel from the 803rd MC, RMFB 8, assisted the surrender of alias “Moy,” a 49-year-old farmer from Mondragon, Northern Samar. He was a former member of SRGU, SRC EMPORIUM, EVRPC from year 2006 to 2018. He voluntarily turned over one .357 revolver and ammunition.

Following another surrender, elements from Silvino Lubos MPS facilitated the surrender of alias “Joseph,” a 64-year-old from Silvino Lubos, Northern Samar. He was former member under the command of Acer Turcido @ RR/Ubah/Beloy.

These continued efforts of PRO 8 to intensify its anti-insurgency campaign across Eastern Visayas are in line with the mandate of the Chief, Philippine National Police (PNP) PGEN JOSE MELENCIO C NARTATEZ JR, to sustain focused operations and community engagement in promoting peace and security throughout the region.

RD CAPOY emphasized that these surrenders show the effectiveness of sustained anti-insurgency efforts and community support. “We urge those still in armed groups to seize this chance for reintegration and choose a lawful, productive life,” he said.

The surrenderers are now under the custody of their respective stations, along with the surrendered fi****ms for documentation and assessment including the possible enrollment of the surrenderers in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

PBGEN CAPOY Lauds Collaborative Ops as Northern Samar Rebel Yields to Authorities

CAMP KANGLEON, PALO, LEYTE – In a significant gain to the government’s peace and security campaign in Eastern Visayas, the Police Regional Office 8 (PRO-8) successfully aided the surrender of a member of the Communist Terrorist Group (CTG) in Silvino Lubos, Northern Samar, on March 24, 2026.

PBGEN JASON L CAPOY, Regional Director of PRO 8, lauded the operating units for their persistence and commitment to local peace-building efforts, stating, “We will continue to sustain our efforts in encouraging more members of insurgent groups to return to the fold of the law and avail themselves of government programs for their reintegration.”

The surrender was the result of a collaborative effort between the Silvino Lubos Municipal Police Station (MPS) and the 2nd Northern Samar Provincial Mobile Force Company (NSPMFC). Authorities identified the surrenderer as alias “Jason,” a 51-year-old farmer and a resident of Silvino Lubos, Northern Samar who was operating under the command of alias “Dodo.”

The CTG member is now under the custody of the concerned units for the facilitation of his possible enrollment in the government’s Enhanced Comprehensive Local Integration Program (E-CLIP).

PRO 8 reiterates its firm stance against the threat of local communist insurgency, aligning with the strategic directive of the Chief of the Philippine National Police, PGEN JOSE MELENCIO C NARTATEZ JR. Likewise, this PRO remains dedicated to ending local communist armed conflict, prioritizing the promotion of peaceful reintegration for former rebels to ensure lasting peace and development across the region.
