Biliran Posts 3.5 Percent Economic Growth in 2025

The economy of Biliran grew by 3.5 percent in 2025, slower than the 5.9 percent growth recorded in the previous year. The Gross Domestic Product (GDP) of Biliran was estimated at PhP 18.91 billion in 2025. (Figure 1)

Among the 16 industries, Construction recorded the fastest growth at 14.3 percent. This was followed by Transportation and storage and Public administration and defense; compulsory social security, which grew by 13.4 percent and 11.5 percent, respectively. Meanwhile, Agriculture, forestry, and fishing and Manufacturing declined by 12.1 percent and 2.7 percent, respectively. (Figure 2)

In 2025, the per capita GDP of Biliran was estimated at PhP 101,946, representing a 2.7 percent increase from the previous year. Biliran was among the provinces in Eastern Visayas with per capita GDP lower than the regional average.

Biliran Provinceโ€™s economy recorded a 3.5% year-on-year growth in 2025.

Among the three major industries, Industry recorded the highest growth at 8.9%, followed by Services at 6.7%. Meanwhile, Agriculture, Forestry, and Fishing posted a 12.1% contraction.

The Philippine Statistics Authority (PSA) โ€“ Biliran is currently holding the 2025 Provincial Product Accounts (PPA) Dissemination Forum today, 15 October 2026, at the Fragoch Tourist Inn Function Hall, Naval, Biliran.

The forum gathers representatives from local government units (LGUs), national government agencies (NGAs), and other stakeholders to present the 2025 economic performance of Biliran Province and promote the use of official statistics in development planning and decision-making.

Representatives from the PSA Central Office, Shiloh Carah E. Pihoc, Statistical Specialist II, and Joanna Marie F. Masana, Statistical Specialist I, of the Macroeconomic Accounts Service โ€“ Subnational Economic Accounts Division (MAS-SEAD), are present during the activity.

Chief Statistical Specialist Renavil V. Cueva presents the key PPA results, highlighting the provinceโ€™s economic performance, growth, and industry contributions.

Meanwhile, EnP. Hossana E. Gomez, Provincial Planning and Development Coordinator (PPDC) of Biliran Province, emphasizes the importance of the PPA results in supporting evidence-based planning and informed decision-making.
The activity also features an open forum where participants can raise questions and exchange insights into the provinceโ€™s economic performance.

The dissemination forum reinforces the role of official statistics in understanding Biliranโ€™s economy and guiding responsive development policies and programs.
