SDO Pangasinan II Advances Quality Culture Through QMS Workshop Phase 2

Strengthening its commitment to efficient, client-centered, and continuously improving public service, the Schools Division Office (SDO) of Pangasinan II conducted the Two-Day Training-Workshop on the Quality Management System (QMS) Phase 2 for Unit Heads, Team Leaders, and selected key personnel on September 29–30, 2026, at the Gr8 Building, Bypass Road, Urdaneta City.

The capacity-building activity forms part of the Division’s strategic efforts to establish and institutionalize a robust Quality Management System aligned with applicable standards and responsive to the operational needs of its various offices and units.

Throughout the two-day workshop, proponents Mr. Hilario M. Olivo Jr., Senior Education Program Specialist (SEPS), and Mr. Erwin G. Dela Rosa, Education Program Specialist (EPS), both from the School Management Monitoring and Evaluation (SMME) Unit, facilitated discussions and workshop activities focused on the development, refinement, and alignment of planning documents and the Operations Manual with QMS requirements.

The facilitators emphasized that quality management should not be viewed merely as a compliance exercise, likewise, they underscored the importance of translating QMS principles into actual workplace practices, stressing that a quality system becomes meaningful when it is reflected in the daily operations and decisions of every office.

“Quality management is not simply about completing documents or complying with standards. It is about building systems that enable people to perform their work consistently, efficiently, and with a clear understanding of the quality of service we owe to our clients,” Mr. Olivo emphasized.

“A quality management system becomes effective when it moves beyond paper and becomes part of how we work every day. Every process, every transaction, and every service should contribute to a culture where continuous improvement becomes a shared responsibility,” Mr. Dela Rosa added.

Leading the Division’s quality management initiative are Schools Division Superintendent (SDS) Dr. Vivian Luz S. Pagatpatan, CESO V, Assistant Schools Division Superintendents Dr. Russel Jim V. Tamayo and Atty. Maria Cristina B. Daligcon, Chiefs Dr. Eddie M. Ragundin of the Curriculum Implementation Division (CID) and Dr. Redentor B. Aquino of the School Governance and Operation Division (SGOD). They challenged the participants to take ownership of the transformation and help position SDO II of Pangasinan as a model of quality public service.

““Our direction is clear: we are preparing SDO Pangasinan II not merely to become Quality Management System-ready, but to become an organization where quality is embedded in every process, every decision, and every service we deliver. This is not about compliance for compliance’s sake; it is about building a culture of excellence, accountability, and continuous improvement. I challenge every one of you to take ownership of this journey—to improve what we do, strengthen how we serve, and ensure that every learner, school, and stakeholder experiences the quality of service they deserve. Together, let us make quality not just a standard we meet, but a commitment we live every day. Always remember that quality is a gift for our learners and our clients,” SDS Pagatpatan remarked.

The workshop provided participants with opportunities to examine existing processes, identify areas for improvement, and strengthen their respective planning and operational documents. More importantly, it reinforced the understanding that sustaining quality requires collaboration among leaders and personnel across the organization.

The activity concluded with participants affirming their commitment to apply QMS principles in their respective offices and units, recognizing that quality is sustained not by documents alone, but by people who consistently uphold standards, improve processes, and put clients at the center of public service.

As SDO Pangasinan II moves forward toward QMS readiness, the Division continues to strengthen its systems, processes, and people—transforming quality from a compliance requirement into an organizational culture. Through this continuing effort, the Division seeks to ensure that every process is purposeful, every service is responsive, and every improvement ultimately contributes to better educational outcomes and a better experience for every learner, school, and stakeholder it serves.
