One of the things I value most about Alpha Phi Omega is the rare privilege of sitting across the table from brothers and sisters whose journeys may have started in different places, yet remain anchored on the same enduring principles of Leadership, Friendship, and Service.

On May 15th, APO Philippines hosted a luncheon reception in honor of the newly elected officers of the International Council of Alpha Phi Omega (ICAPO) for the 2025–2027 term at Paradise Garden Resort & Convention Center, Boracay, Aklan.

In that space, conversations flowed easily, stories were exchanged, and beneath it all was a shared understanding that APO has always been more than structure, titles, or geography.

We extend our congratulations to the new ICAPO leadership:

The International Council of Alpha Phi Omega (ICAPO) serves as a bridge among independent APO organizations across the world. But beyond its structure, it reflects something deeper. That even as we grow in different directions, we remain anchored on the same ideals that first brought us into this brotherhood and sisterhood.

That was perhaps the quiet reminder of the afternoon: APO’s strength has never been distance-defying alone, but connection-defining. What began as a fraternity experience has grown into a lifelong network of people who continue to learn from, support, and strengthen one another across borders and generations.

To the ICAPO officers, congratulations. May your term not only strengthen organizational ties, but also preserve the human connections that give meaning to this global fraternity.

Thank you for your service, and for continuing to live out the ideals that continue to bind us together. ⚜️

🎬 EP. 1 — BEFORE THE GAVEL

The first story of the 37th National General Assembly did not begin inside the plenary hall.

In truth, it had already begun days earlier.

Before delegates assembled.
Before reports.
Before motions and resolutions.

Brothers and sisters took part in the 𝗠𝗲𝗴𝗮 𝗦𝗲𝗿𝘃𝗶𝗰𝗲, bringing the spirit of service directly to the community and setting the tone for the days ahead.

When Day 1 arrived, that spirit continued along the shores of Boracay through a beach clean-up initiative, another reminder that service remains at the heart of who we are.

As delegates continued to arrive, familiar faces reconnected, new friendships formed, and chapters from across the country came together once more.

The 𝘚𝘢𝘥𝘴𝘢𝘥 carried that spirit forward. Conversations flowed naturally, and laughter echoed along the shoreline as we danced to the lively drumbeats of the Ati-atihan Festival.

By evening, Fellowship Night brought everyone into one space, not yet for deliberation, but for connection.

The Assembly had not officially opened.

Yet its essence was already evident.

𝗠𝘆 𝗱𝗲𝗮𝗿 𝗕𝗿𝗼𝘁𝗵𝗲𝗿𝘀 𝗮𝗻𝗱 𝗦𝗶𝘀𝘁𝗲𝗿𝘀 𝗶𝗻 𝗔𝗹𝗽𝗵𝗮 𝗣𝗵𝗶 𝗢𝗺𝗲𝗴𝗮,

With a grateful heart, I offer my immense appreciation to all who took part in our historic gathering, the 37th National General Assembly, held on the beautiful island of Boracay.

This Assembly once again affirms that the General Assembly remains the highest governing body of our Fraternity and Sorority. As Presiding Officer, I am honored that we were able to complete all agenda items and that the plenary successfully passed key amendments to our Articles of Incorporation and By-Laws. These are important steps toward stronger governance and a more future-ready organization.

I sincerely acknowledge my fellow members of the Board of Trustees Bro. Fritz, Sis. Pam, Bro. Archie, Sis. Jenni, Bro. Edward, Bro. Kim, Sis. Thea, Sis. Mitch, and Bro. Aldrin for your cooperation throughout the process.

My appreciation also goes to the National Executive Council, led by our National President, Bro. Fritz Sapon; the committee chairs and members; regional directors here and abroad; the Council of Elders; and all delegates from both collegiate and alumni sectors. With 963 delegates onsite and online, this Assembly reflects the strength and unity of our organization.

I also extend my sincere recognition to the International Council of Alpha Phi Omega (ICAPO), led by Bro. Daniel Tilkin (Chairman), Bro. Roel Fernandez (Vice Chairman), and Bro. Mel Gonzales Jr. (Secretary), for your continued engagement in strengthening our global relations.

Special mention to Bro. Atty. Sherwin Agbon and Sis. Amor Valenzuela for the careful documentation of proceedings and timely release of board resolutions.

Deep appreciation is also due to the Committee on Amendments, led by Bro. Atty. Jigs Aquino, together with Sis. Ateng, Sis. Sol, Sis. Maryam, Sis. Gigi, Sis. Her Lynn, Sis. Mimi, and Sis. Lizette. Your dedication and expertise helped shape reforms that will serve the organization for years to come.

To our 37th NGA Chairman, Bro. Marben Madrones, and our co-hosts, the APO Boracay Alumni Association and the Western Visayas Administrative Region, thank you for your leadership and for laying the groundwork that made this Assembly possible.

To our National Awards Committee Chairman, Bro. Romy Vale, together with Sis. Charis Villareal for award conceptualization and plaque citations, and Infocom Sis. Gigi for the creative layouts. Thank you for ensuring that recognition was delivered thoughtfully and meaningfully.

To the APO National Office, led by NED Bro. Dennis Dumaup, together with the NAO staff, volunteers, and Technical Working Group, thank you for the tireless work behind the scenes that kept everything running seamlessly.

To the Committee on Events, led by Bro. Jeff Copiaco, with Bro. Eboy, Sis. Cyril, Sis. Azel, Bro. Chard, Bro. Ching, and Bro. Jas, thank you for managing the program flow with discipline and consistency.

My heartfelt appreciation likewise goes to the COMELEC, led by Chair Sis. Atty. Zen, together with Sis. Chinee, Sis. Iris, Bro. Jerbem, and Bro. Ching, for diligently handling delegate accreditation. Your work upheld the integrity and credibility of our democratic processes.

Special recognition goes to Bro. Pio Ryan Lumungsod, Chair of the Committee on Information Technology, for developing the QR-based registration system and enhancing our PO-APPS—bringing us closer to a more accessible and integrated APO Philippines database with upcoming web access.

I also recognize Doc Nana, National Service for Health Chair, for leading the Mega Service Project in partnership with the Alumni Council of North America and the APO Boracay Alumni Association. Through this initiative, essential services such as medical and dental care, legal assistance, haircuts, eyeglasses, circumcision, blood typing, and gift-giving were extended to the community of Boracay. To all volunteers, professionals, donors, and partners, your generosity made this possible.

To my beloved Epsilon Upsilon Chapter, thank you for your encouragement and constant belief in me. From then until now, I remain grateful for your presence.

To our resident members, thank you for embodying the spirit and future of APO. May you continue to lead with integrity, kindness, and courage.

To everyone who has stood with me throughout my leadership journey in APO, especially those who prefer to remain unnamed, thank you from the bottom of my heart. Your quiet presence and belief have meant more than words can fully express.

Brothers and Sisters in Alpha Phi Omega,

As Chairman of the National Board of Trustees, I am honored to present the report of the National Board of Trustees covering the period from 𝗝𝘂𝗹𝘆 𝟭, 𝟮𝟬𝟮𝟱 𝘁𝗼 𝗠𝗮𝘆 𝟭𝟱, 𝟮𝟬𝟮𝟲.

The National Board of Trustees serves as the governing and fiduciary body of Alpha Phi Omega Philippines. While the executive branch administers programs and day-to-day operations, the Board remains responsible for ensuring that the organization stays 𝗰𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹𝗹𝘆 𝗴𝗿𝗼𝘂𝗻𝗱𝗲𝗱, 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹𝗹𝘆 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗹𝗲, 𝗹𝗲𝗴𝗮𝗹𝗹𝘆 𝗰𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝘁, 𝗮𝗻𝗱 𝗶𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻𝗮𝗹𝗹𝘆 𝗽𝗿𝗲𝗽𝗮𝗿𝗲𝗱 for the years ahead.

During this administrative year, the Board acted on a total of 𝟮𝟱𝟮 𝗕𝗼𝗮𝗿𝗱 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻𝘀 involving governance reforms, financial stewardship, membership administration, disciplinary matters, organizational expansion, and Centennial preparations.

Throughout the reporting period, the work of the Board centered on four major priorities:

Among the major actions undertaken during this term were the approval of proposed amendments to the National Bylaws and Articles of Incorporation for submission to the General Membership.

𝗞𝗲𝘆 𝗽𝗿𝗼𝗽𝗼𝘀𝗮𝗹𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲𝗱:

• Adoption of 𝗽𝗲𝗿𝗽𝗲𝘁𝘂𝗮𝗹 𝗰𝗼𝗿𝗽𝗼𝗿𝗮𝘁𝗲 𝗲𝘅𝗶𝘀𝘁𝗲𝗻𝗰𝗲 under the Revised Corporation Code
• Restructuring of the National Board of Trustees from 𝟭𝟬 𝘁𝗼 𝟵 𝗧𝗿𝘂𝘀𝘁𝗲𝗲𝘀

The Board likewise adopted several governance standards and policy frameworks, including:

• National Executive Service Manual
• Updated Rules for Online and Hybrid Sessions
• Revised dispute resolution procedures
• Standardized communication and branding guidelines
• Updated membership petition, ritual, and ID issuance procedures

𝗙𝗜𝗡𝗔𝗡𝗖𝗜𝗔𝗟 𝗦𝗧𝗘𝗪𝗔𝗥𝗗𝗦𝗛𝗜𝗣 𝗔𝗡𝗗 𝗔𝗖𝗖𝗢𝗨𝗡𝗧𝗔𝗕𝗜𝗟𝗜𝗧𝗬

To strengthen financial governance and member welfare, the Board authorized:

• Application for 𝘁𝗮𝘅-𝗲𝘅𝗲𝗺𝗽𝘁 𝘀𝘁𝗮𝘁𝘂𝘀 with the Bureau of Internal Revenue
• Transition to 𝗹𝗼𝗼𝘀𝗲-𝗹𝗲𝗮𝗳 𝗯𝗼𝗼𝗸𝘀 𝗼𝗳 𝗮𝗰𝗰𝗼𝘂𝗻𝘁
• Designation of 𝘁𝗿𝗲𝗮𝘀𝘂𝗿𝘆 𝗿𝗲𝗽𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝘃𝗲𝘀

The Board also approved:

• Increase of Benevolence Assistance to ₱𝟮𝟬,𝟬𝟬𝟬
• Establishment of a 𝗪𝗲𝗹𝗳𝗮𝗿𝗲 𝗙𝘂𝗻𝗱 and separate welfare bank account

Appropriations were likewise approved for:

• Centennial Year activities
• 37th National General Assembly preparations
• Collegiate development initiatives
• Other nationally authorized requirements

All releases remained subject to 𝗮𝗰𝗰𝗼𝘂𝗻𝘁𝗶𝗻𝗴, 𝗹𝗶𝗾𝘂𝗶𝗱𝗮𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗮𝘂𝗱𝗶𝘁 𝘀𝗮𝗳𝗲𝗴𝘂𝗮𝗿𝗱𝘀.

𝗠𝗘𝗠𝗕𝗘𝗥𝗦𝗛𝗜𝗣 𝗜𝗡𝗧𝗘𝗚𝗥𝗜𝗧𝗬, 𝗗𝗜𝗦𝗖𝗜𝗣𝗟𝗜𝗡𝗘, 𝗔𝗡𝗗 𝗗𝗨𝗘 𝗣𝗥𝗢𝗖𝗘𝗦𝗦

The Board continued efforts to protect the integrity of the Reliable APO Roster through:

• Roster corrections
• Reinstatements
• Revocation of improperly issued records
• Membership amnesty mechanisms for qualified Alumni Associations

The Board also resolved matters involving:

• Hazing-related violations
• Illegal rituals
• Administrative misconduct
• Defiance of national directives
• Membership disputes elevated for Board action

𝗩𝗶𝗼𝗹𝗲𝗻𝗰𝗲 𝗮𝗻𝗱 𝘂𝗻𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘇𝗲𝗱 𝗿𝗶𝘁𝗲𝘀 𝗵𝗮𝘃𝗲 𝗻𝗼 𝗽𝗹𝗮𝗰𝗲 𝗶𝗻 𝗔𝗹𝗽𝗵𝗮 𝗣𝗵𝗶 𝗢𝗺𝗲𝗴𝗮.

Discipline is enforced not to divide the organization, but to 𝗽𝗿𝗼𝘁𝗲𝗰𝘁 𝗺𝗲𝗺𝗯𝗲𝗿𝘀’ 𝘄𝗲𝗹𝗳𝗮𝗿𝗲, 𝗽𝗿𝗲𝘀𝗲𝗿𝘃𝗲 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗶𝗻𝘁𝗲𝗴𝗿𝗶𝘁𝘆, 𝗮𝗻𝗱 𝘂𝗽𝗵𝗼𝗹𝗱 𝘁𝗵𝗲 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 we all swore to uphold.

• Transfer of 𝗦𝗚𝗔 𝗦𝘂𝗹𝘂 𝘁𝗼 𝗥𝗲𝗴𝗶𝗼𝗻 𝗜𝗫

The Board reviewed and authorized engagements with:

• Metropolitan Manila Development Authority (MMDA)
• Technical Education and Skills Development Authority (TESDA)
• Boy Scouts of the Philippines (BSP)

The Board also approved the creation of:

𝗖𝗘𝗡𝗧𝗘𝗡𝗡𝗜𝗔𝗟 𝗔𝗡𝗗 𝟯𝟳𝘁𝗵 𝗡𝗚𝗔 𝗣𝗥𝗘𝗣𝗔𝗥𝗔𝗧𝗜𝗢𝗡𝗦

The Centennial Year required extensive national coordination and governance support.

Among the measures approved by the Board were:

• Centennial governance schedules
• Authorized appropriations and fund releases
• Venue and logistical authorizations
• Policy guidelines for national activities
• Hybrid plenary session mechanisms for wider accessibility

These actions ensured 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗶𝘁𝘆 𝗶𝗻 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 as Alpha Phi Omega Philippines entered its second century of service.

From 𝗝𝘂𝗹𝘆 𝟭, 𝟮𝟬𝟮𝟱 𝘁𝗼 𝗠𝗮𝘆 𝟭𝟱, 𝟮𝟬𝟮𝟲, the Office of the Chairman recorded:

Brothers and Sisters,

The strength of Alpha Phi Omega does not rest solely on tradition, history, or numbers.

Its strength rests in its members' willingness to 𝘂𝗽𝗵𝗼𝗹𝗱 𝘁𝗵𝗲 𝗖𝗼𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻, 𝗽𝗿𝗼𝘁𝗲𝗰𝘁 𝘁𝗵𝗲 𝗼𝗿𝗴𝗮𝗻𝗶𝘇𝗮𝘁𝗶𝗼𝗻, 𝗮𝗻𝗱 𝗽𝗿𝗲𝘀𝗲𝗿𝘃𝗲 𝗶𝘁𝘀 𝗽𝗿𝗶𝗻𝗰𝗶𝗽𝗹𝗲𝘀 through responsible leadership and meaningful service.

As we conclude the Centennial Year, the responsibility before us is no longer merely to celebrate our history, but to 𝗴𝗼𝘃𝗲𝗿𝗻 𝘄𝗶𝘀𝗲𝗹𝘆 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗴𝗲𝗻𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝘀 𝘁𝗵𝗮𝘁 𝘄𝗶𝗹𝗹 𝗳𝗼𝗹𝗹𝗼𝘄.

On behalf of the National Board of Trustees, I extend our sincere gratitude to the National Executive Council, Administrative Regions, Alumni Associations, collegiate chapters, committees, and individual members whose cooperation and commitment continue to sustain this organization.

Brothers and Sisters,

𝙒𝙚 𝙢𝙚𝙚𝙩 𝙖𝙩 𝙖 𝙥𝙤𝙞𝙣𝙩 𝙬𝙝𝙚𝙧𝙚 𝙙𝙚𝙘𝙞𝙨𝙞𝙤𝙣𝙨 𝙬𝙞𝙡𝙡 𝙢𝙖𝙩𝙩𝙚𝙧 𝙢𝙤𝙧𝙚 𝙩𝙝𝙖𝙣 𝙙𝙚𝙘𝙡𝙖𝙧𝙖𝙩𝙞𝙤𝙣𝙨.

This is no longer the time for statements, promises, or positioning. This is the time for actual choices that carry real consequences.

As Chairperson of the National Board of Trustees and Presiding Officer of the 37th National General Assembly, I acknowledge the work that each of you continues to put in to keep our organization moving. But this Assembly is not about recognition—it is about responsibility.

This Reportorial Edition of the Torch and Trefoil presents proposed amendments to our By-Laws and Articles of Incorporation.

𝙇𝙚𝙩 𝙪𝙨 𝙗𝙚 𝙘𝙡𝙚𝙖𝙧 𝙖𝙗𝙤𝙪𝙩 𝙬𝙝𝙖𝙩 𝙩𝙝𝙚𝙨𝙚 𝙖𝙧𝙚.
𝙏𝙝𝙚𝙮 𝙖𝙧𝙚 𝙣𝙤𝙩 𝙘𝙤𝙨𝙢𝙚𝙩𝙞𝙘 𝙪𝙥𝙙𝙖𝙩𝙚𝙨.
𝙏𝙝𝙚𝙮 𝙖𝙧𝙚 𝙣𝙤𝙩 𝙥𝙧𝙤𝙘𝙚𝙙𝙪𝙧𝙖𝙡 𝙛𝙤𝙧𝙢𝙖𝙡𝙞𝙩𝙞𝙚𝙨.
𝙏𝙝𝙚𝙮 𝙖𝙧𝙚 𝙘𝙤𝙧𝙧𝙚𝙘𝙩𝙞𝙤𝙣𝙨 𝙖𝙣𝙙 𝙞𝙢𝙥𝙧𝙤𝙫𝙚𝙢𝙚𝙣𝙩𝙨 𝙬𝙝𝙚𝙧𝙚 𝙨𝙮𝙨𝙩𝙚𝙢𝙨 𝙣𝙤 𝙡𝙤𝙣𝙜𝙚𝙧 𝙠𝙚𝙚𝙥 𝙥𝙖𝙘𝙚.

If we expect discipline from our members, then our structure must also be disciplined.
If we demand accountability, then our processes must make accountability possible.

The Board of Trustees reviewed these amendments with that in mind—not to preserve what is familiar, but to ensure that what remains is functional, relevant, and defensible.

As Presiding Officer of the Plenary, my role is not to influence outcomes, but to protect the process.

𝙊𝙧𝙙𝙚𝙧 𝙬𝙞𝙡𝙡 𝙗𝙚 𝙤𝙗𝙨𝙚𝙧𝙫𝙚𝙙. 𝙍𝙪𝙡𝙚𝙨 𝙬𝙞𝙡𝙡 𝙗𝙚 𝙛𝙤𝙡𝙡𝙤𝙬𝙚𝙙.
𝘿𝙚𝙡𝙞𝙗𝙚𝙧𝙖𝙩𝙞𝙤𝙣𝙨 𝙬𝙞𝙡𝙡 𝙗𝙚 𝙘𝙤𝙣𝙙𝙪𝙘𝙩𝙚𝙙 𝙬𝙞𝙩𝙝 𝙛𝙖𝙞𝙧𝙣𝙚𝙨𝙨—𝙛𝙞𝙧𝙢𝙡𝙮 𝙖𝙣𝙙 𝙬𝙞𝙩𝙝𝙤𝙪𝙩 𝙚𝙭𝙘𝙚𝙥𝙩𝙞𝙤𝙣.

This is how we safeguard the integrity of our decisions.

To the delegates: participation is not measured by how often you speak, but by how well you understand what is at stake.

𝘾𝙤𝙢𝙚 𝙥𝙧𝙚𝙥𝙖𝙧𝙚𝙙. 𝙍𝙚𝙖𝙙 𝙩𝙝𝙚 𝙥𝙧𝙤𝙫𝙞𝙨𝙞𝙤𝙣𝙨. 𝙀𝙣𝙜𝙖𝙜𝙚 𝙬𝙞𝙩𝙝 𝙨𝙪𝙗𝙨𝙩𝙖𝙣𝙘𝙚.

Debate is expected. Disagreement is part of the process. But let us not confuse volume with value, or opinion with position.

𝙒𝙚 𝙖𝙧𝙚 𝙣𝙤𝙩 𝙝𝙚𝙧𝙚 𝙩𝙤 𝙬𝙞𝙣 𝙖𝙧𝙜𝙪𝙢𝙚𝙣𝙩𝙨. 𝙒𝙚 𝙖𝙧𝙚 𝙝𝙚𝙧𝙚 𝙩𝙤 𝙖𝙧𝙧𝙞𝙫𝙚 𝙖𝙩 𝙙𝙚𝙘𝙞𝙨𝙞𝙤𝙣𝙨 𝙩𝙝𝙚 𝙤𝙧𝙜𝙖𝙣𝙞𝙯𝙖𝙩𝙞𝙤𝙣 𝙘𝙖𝙣 𝙨𝙩𝙖𝙣𝙙 𝙤𝙣.

Set aside affiliations when necessary. Set aside preferences when required.
Choose what strengthens the organization, even when it is not the easiest choice.

Because once these decisions are made, they will not belong to individuals or regions. They will define how Alpha Phi Omega Philippines moves forward.

𝙎𝙤 𝙡𝙚𝙩 𝙪𝙨 𝙗𝙚 𝙚𝙭𝙖𝙘𝙩𝙞𝙣𝙜.

𝘼𝙣𝙙 𝙖𝙗𝙤𝙫𝙚 𝙖𝙡𝙡, 𝙡𝙚𝙩 𝙪𝙨 𝙗𝙚 𝙖𝙘𝙘𝙤𝙪𝙣𝙩𝙖𝙗𝙡𝙚.

When this Assembly closes, what will matter is not how long we spoke, but whether
we stood firm on what was right for APO.

No shortcuts. No ambiguity. No excuses.
We decide. And we live with what we decide.
