Catengan, Besao Takes Part in Participatory 3-Dimensional Mapping (P3DM)
Barangay officials, community members, youth representatives, and civil society organization (CSO) members from Sitio Catengan Proper and Sitio Bunga, Barangay Catengan, Besao actively participated in the Participatory 3-Dimensional Mapping (P3DM) activity conducted from May 26–29, 2026 at Bunga Elementary School.
Initiated by the LGU Besao through the Municipal Disaster Risk Reduction and Management Office (MDRRMO) and facilitated by personnel from the Office of the Provincial DRRM Officer, the activity enabled participants to combine local knowledge with technical information in developing a three-dimensional model of their community. The resulting model serves as a valuable tool for community-based planning, disaster risk reduction and management, climate change adaptation, natural resource management, and local development planning.
More than a mapping exercise, the P3DM highlights the importance of community participation in building safer, more resilient, and climate-adaptive communities.

PDRRMC Equips Front Liners with Rope Access Training
Bontoc, Mountain Province- The five-day Rope Access for First Responders Training, also known as Low Angle Rescue Course, successfully concluded today- effectively equipping frontline personnel with specialized skills for rescue operations in high-risk, hard-to-reach environments.
This training produced finishers who were gathered from various member-agencies of the Provincial Disaster Risk Reduction and Management Council (PDRRMC). They were not selected arbitrarily; all met the minimum course requirements, including certification in Basic Life Support (BLS) and/or Standard First Aid (SFA). As active members of the PDRRMC, they form part of the province's pool of responders who can be readily mobilized when called upon during emergencies and disaster response operations.
A key highlight of the training was the conduct of practical and hands-on exercises along the natural landscape of Faliling, Bontoc Ili. Facilitators maximized the rugged terrain and the pine trees to simulate real-life scenarios, allowing the participants to apply learned techniques such as knot-tying, anchoring, rappelling, descending, and victim packaging under realistic conditions. It also tested the patience, endurance, and resilience of the trainees as they performed demanding tasks under high pressure and temperature.
In his message, Gov. Bonifacio "Boni" Lacwasan Jr. said the successfull completion of this training underscores the continued efforts of the PDRRMC to strengthen disaster preparedness and response capabilities in Mountain Province. He extends his sincere appreciation to the facilitators, partner agencies, and participants for their individual and collective contributions to the training's success.

CBDRRM training enhances disaster preparedness among youth in Mountain Province
Bontoc - The Office of Civil Defense (OCD), in collaboration with the Provincial Disaster Risk Reduction and Management Office (PDRRMO) and the Municipal Disaster Risk Reduction and Management Offices (MDRRMOs), is conducting a three-day simultaneous training on Community-Based Disaster Risk Reduction and Management (CBDRRM) for eighty-five (85) youth participants from the municipalities of Sadanga, Bontoc, and Sabangan at Samoki Valley and Samoki Valley Inn Rest Extension from May 18–20, 2026.
The activity aims to strengthen youth participation in disaster preparedness and community resilience through the continued implementation of the Agent for Risk and Damage Management (AGRIDAM) Project.
Community-Based Disaster Risk Reduction and Management (CBDRRM) Training seeks to equip participants with the essential knowledge, skills, and attitudes necessary to effectively implement disaster risk reduction and management strategies at the community level. Anchored on Republic Act No. 10121, the training promotes active community participation, strengthens local capacities, and empowers barangays and residents to prepare for, respond to, and recover from disasters through a coordinated and community-based approach that enhances resilience and reduces vulnerabilities.
Moroever, building on the success of the program in 2024, the Office of the Presidential Assistant for Northern Luzon and the Office of Civil Defense, together with the Technical Education and Skills Development Authority (TESDA), National Youth Commission (NYC), and Commission on Higher Education (CHED), continue to empower Filipino youth with essential knowledge and skills in disaster risk reduction and management.
The initiative reflects the commitment of partner agencies in developing capable and resilient young leaders who can actively serve and protect their communities during emergencies and disasters.
During the program, participants actively engaged in workshops, discussions, and simulation activities where they shared ideas and experiences related to disaster preparedness and response. The participants were divided into four groups focusing on different disaster scenarios namely: bagyo (typhoon), baha (flood), lindol (earthquake), and sunog (fire). Through collaborative workshops and practical exercises, the groups discussed appropriate disaster management strategies and community-based response measures.
At the culmination of the activity, participants demonstrated cooperation, teamwork, and active participation by presenting their insights and proposed actions on how to effectively manage disasters within their respective barangays.
