MP school heads were provided with performance coaching and strategic direction during the 3rd Quarter School Heads Quarterly Engagement and Coaching conducted on September 14 to 22, 2026.
Aimed at strengthening school leadership and performance through technical assistance, policy updates, and guidance on school programs and operations, the activity highlighted the discussion of how the GAWIS Tracking Hub can strategically be utilized in school management and the critiquing of the School Annual Improvement Plan (SAIP).
Schools Division Superintendent Benilda M. Daytaca, led the presentation of the analysis, providing guidance to school heads in examining their SIPs and ensuring that school priorities and planned interventions are aligned with the strategic directions of the Division.
The SIP analysis through the GAWIS Tracking Hub also provided an avenue to connect school-level plans and accomplishments with the broader strategic directions being pursued by the Division.
Daytaca likewise presented BIKAS, the Schools Division’s strategic directions and continuing narrative of its collective accomplishments and efforts. The presentation situated BIKAS within the Regional Office’s Mountain View strategic framework and its aspiration of nurturing Happy, Great, and Healthy Learners.
The presentation featured BIKAS 1.0, which captures the Division’s accomplishments over the past three years, particularly across the five key areas of Access, Equity, Quality, Resiliency, and Governance. The BIKAS publication documents programs and initiatives that contributed to these areas and reflects the collective efforts of Mountain Province educators and personnel.
The presentation also introduced BIKAS 2.0 for 2026, representing the continuing direction of the Division as it builds on the gains and experiences of the previous three years. The concept retains the spirit of collective effort symbolized by the Takik, a traditional dance characterized by coordinated movement, participation, harmony, and shared effort.
The BIKAS framework also emphasizes that the work of different units, schools, and personnel is interconnected. Programs and initiatives may be led by particular offices but contribute collectively to the Division's education goals. The presentation describes BIKAS as the collective effort of Mountain Province personnel toward realizing the objectives of basic education.
Meanwhile, OIC-Assistant Schools Division Superintendent John M. Libongen Jr. provided updates on the School Heads’ Monthly Accomplishment Reports, while Administrative Officer V Mildred C. Ayeo and Accountant III Rose Ann Mi-ing covered school personnel management and school funds utilization, respectively. The Legal Unit, through Legal Officer Dawn Novera Tayaan-Ancheta and Legal Assistant Jhoeric, presented the School Site Analysis and Report on Bullying Cases and Child Abuse Analysis.
SMME personnel Jeannie Claire B. Bocalan and Dirk Jhule B. Engngeg presented the School Innovation and Improvement Fund (SIIF), while Rosendo B. Cacap, CES, SGOD, provided updates on School Sports Club renewal, SSC Form 1 submissions per district, and the Provincial Athletic Meet. The HRD Unit, through Marlon C. Etngay and Shane Marie B. Tomas, presented the Learning and Development analysis from the GAWIS Tracking Hub, highlighting professional development areas less addressed by the trainings attended by school personnel.
Thus, this 3rd Quarter engagement served not only as a venue for policy and operational updates but also as a mechanism for connecting school-level data, accomplishments, planning, and professional development with the Division's GAWIS Mountain View strategic directions, supporting the shared Regional and Division aspiration of nurturing Happy, Great, and Healthy Learners.
