As part of the PuroKalusugan Program, the Provincial DOH Office–Mountain Province (PDOHO-MP), in collaboration with the Besao Municipal Health Office, Banguitan Barangay Local Government Unit, Bontoc General Hospital, Provincial Health Office, and other partner agencies, successfully conducted an Adopt a Barangay activity in conjunction with the Retooled Community Support Program (RCSP) Barangay Consultation and Serbisyo Caravan held at Banguitan Elementary School on May 28, 2026.

The activity gathered various national and local government agencies to present and deliver programs and services available to the community in support of peacebuilding, sustainable development, and improved public service delivery. The initiative aimed to bring essential health and government services closer to the people, particularly those in geographically isolated and disadvantaged areas, while strengthening access to quality healthcare and other social services at the grassroots level. Through this collaborative effort, partner agencies sought to promote better health outcomes, improve community well-being, and strengthen public trust and engagement in government programs.

Municipal Mayor Bryne O. Bacwaden underscored the importance of unity and cooperation among community members in maintaining peace and fostering continuous development within the barangay. He emphasized that the absence of insurgency in the area has created greater opportunities for the implementation of government programs, infrastructure projects, and community development initiatives that directly benefit residents. He likewise encouraged the community to actively participate in and support government efforts aimed at sustaining peace, protecting development gains, and maximizing the opportunities being extended to the barangay.

During the activity, free health services such as medical consultations, dental services, and free circumcision were provided to residents. Other partner agencies also delivered various government programs and frontline services to address the needs of the community. The conduct of these services highlighted the government’s continuing commitment to making healthcare and social services more accessible, responsive, and people-centered.

To further promote health awareness and strengthen community engagement, Social and Behavior Change Communication (SBCC) activities were conducted. These activities created an engaging and meaningful learning experience for participants of all ages while encouraging positive health-seeking behaviors and active community participation.

The activity also served as an opportunity for YAKAP profiling and registration, further strengthening efforts to identify and connect individuals and families to appropriate health and social support services. This initiative supports the continuing goal of ensuring that vulnerable and underserved populations are linked to available government assistance and interventions.

Overall, the successful conduct of the activity reflects the strong commitment and collaboration among healthcare workers, local government units, uniformed personnel, national government agencies, and partner institutions in advancing accessible, quality, and people-centered healthcare and public services for the communities of Mountain Province. Through continued partnership, cooperation, and service delivery, stakeholders remain steadfast in building healthier, empowered, peaceful, and more resilient communities, one barangay at a time.

𝐌𝐋𝐇𝐒𝐈-𝐌𝐓 𝐎𝐫𝐢𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐖𝐨𝐫𝐤𝐬𝐡𝐨𝐩

The Provincial DOH Office–Mountain Province (PDOHO-MP), together with the Provincial Health Office (PHO), successfully conducted the Municipal Local Health System Integration–Monitoring Tool (MLHSI-MT) Orientation and Workshop for the ten (10) municipalities of Mountain Province on May 20–21, 2026, at Sagada Homestay, Sagada, Mountain Province.

The MLHSI-MT, currently being implemented in the Cordillera Administrative Region (CAR), serves as an innovative monitoring and assessment tool designed to evaluate and strengthen local health systems across municipalities. Its implementation highlights the region’s commitment to advancing resilient, responsive, and high-performing local health systems through evidence-based monitoring and continuous quality improvement.

The activity commenced with warm welcome remarks from Ms. Ursula Segundo, DMO IV, who set the tone for a collaborative and engaging orientation. This was followed by an introduction to the MLHSI-MT by Ms. Ariane Feken, Nurse II of the PHO, who provided participants with a comprehensive understanding of the tool, its objectives, and its significance in assessing local health system performance.

Further enriching the session, Ms. Madelyn Tudlong, DMO IV, presented an overview of the MLHSI-MT framework, emphasizing its crucial role in strengthening local health governance, enhancing service delivery, and promoting better health outcomes across municipalities.

A detailed discussion on the indicators, Key Result Areas (KRAs), and the corresponding Means of Verification (MOVs) required under each KRA was facilitated by Ms. Feken and Ms. Tudlong. This session ensured that participants gained clarity on the standards, requirements, and documentation necessary for accurate assessment and compliance.

The orientation concluded with municipality-based breakout sessions, during which participants were guided through the process of organizing and uploading their respective MOVs for each KRA. Throughout the workshop, representatives from each municipality received hands-on coaching, technical assistance, and continuous support from the PDOHO and PHO staff, reinforcing a strong spirit of collaboration and a shared commitment toward building stronger, more resilient, and sustainable local health systems in the province and across the Cordillera region.
