📢 PROCLAMATION NO. 1463: SPECIAL NON-WORKING DAY IN MOUNTAIN PROVINCE

By authority of President Ferdinand R. Marcos Jr., Friday, October 2, 2026 is hereby declared a SPECIAL (NON-WORKING) DAY in Mountain Province.

This was signed by Acting Executive Secretary Ralph G. Recto on September 28, 2026 to give the people of Mountain Province full opportunity to participate in the celebration of the Provincial Indigenous People’s Day.

Ipinapaalam ng Land Transportation Office (LTO) na pansamantalang magiging offline ang system ng ahensya at maaaring magkaroon ng pansamantalang pagkaantala ng pagproseso ng mga transaksyon ngayong araw, Setyembre 14, 2026, bilang bahagi ng isinasagawang transition mula sa Stradcom LTO-IT System patungo sa Land Transportation Management System (LTMS).

Humihingi ang LTO ng pang-unawa ng publiko sa anumang abalang maaaring idulot ng pansamantalang pagkaantala. Magbibigay ang ahensya ng karagdagang abiso sa sandaling maging maayos na ang sistema at maaari nang ipagpatuloy ang mga transaksyon.

Iniutos ni Land Transportation Office (LTO) Chief, Assistant Secretary Markus V. Lacanilao, sa lahat ng kinauukulang tanggapan ng ahensya ang agarang paghinto sa paggamit ng LTO-IT System ng STRADCOM sa mga 𝗹𝗮𝗵𝗮𝘁 𝗻𝗴 transaksyon at ang mahigpit na pagpapatupad ng 𝗲𝗸𝘀𝗸𝗹𝘂𝘀𝗶𝗯𝗼𝗻𝗴 𝗽𝗮𝗴 𝗴𝗮𝗺𝗶𝘁 𝗻𝗴 Land Transportation Management System (LTMS).

Ang direktiba ay alinsunod sa kautusan ng Office of the Ombudsman na naglalayong ihinto ang paggamit ng LTO-IT System ng STRADCOM at tiyakin ang paggamit ng LTMS sa mga transaksyon ng ahensya.

Sa ilalim ng Memorandum No. MVL-2026-207 at Memorandum No. MVL-2026-208, ipinag-utos ang agarang paghinto sa paggamit ng LTO-IT System sa Enhanced Driver’s License System (EDLS) Pilot Sites at sa 42 designated Temporary Offsite Printing Offices (TOPOs).

Saklaw din ng direktiba ang pagproseso ng Certificate of Stock Report (CSR) at New Registration of Motor Vehicles, Motor Vehicle Renewal of Registration, lahat ng Driver’s License transactions, at Miscellaneous Transactions.

Kabilang sa mga transaksyon sa Driver’s License na sakop ng direktiba ang renewal, new application, duplicate o replacement, at change of information.

Ang lahat ng nasabing transaksyon ay dapat nang eksklusibong iproseso sa LTMS.

Inatasan din ni Asec. Lacanilao ang mga kinauukulang tanggapan na makipag-ugnayan sa mga kaukulang opisina ng LTO Central Office upang matiyak ang maayos at tuloy-tuloy na transition, kabilang ang kinakailangang system configuration, user access, at iba pang operational requirements.

Anumang system limitation, technical issue, o operational difficulty na mararanasan sa panahon ng transition ay dapat agad i-report sa Management Information Division (MID) upang mabigyan ng agarang kaukulang aksyon.

“Patuloy nating inaayos at pinapahusay ang mga sistema ng LTO upang maging mas mabilis, maayos, at maaasahan ang ating serbisyo. Ang paglipat sa LTMS ay mahalagang bahagi ng ating pagsisikap na magkaroon ng mas episyenteng proseso at mas mahusay na serbisyo para sa ating mga motorista,” ayon kay Asec. Lacanilao.

Binigyang-diin ng LTO Chief na mahigpit na ipatutupad ang mga direktibang ito upang matiyak ang maayos at tuloy-tuloy na paglipat sa LTMS, kasabay ng pagpapanatili ng episyente at maaasahang serbisyo sa publiko.
