Bontoc, Southern Leyte Ranks 2nd, Achieves โ€˜IDEALโ€™ Rating in 2026 LCPC Assessment

Bontoc, Southern Leyte Achieves โ€˜IDEALโ€™ Rating in 2026 LCPC Functionality Assessment
Bontoc, Southern Leyte โ€” The Municipality of Bontoc has earned a prestigious โ€œIDEALโ€ level of functionality in the 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment, affirming its strong commitment to child welfare and protection.

In an official communication dated April 29, 2026, the Department of the Interior and Local Government (DILG) โ€“ Southern Leyte Provincial Office announced that Bontoc achieved an impressive total weighted score of 98.86%, placing it 2nd out of 17 municipalities in the province.
The assessment, which covered Performance Year 2025, was conducted by the Provincial Inter-Agency Monitoring Task Force (PIMTF) starting February 4, 2026. It evaluated local government units based on key indicators that measure the effectiveness of programs and systems for child protection.

Strong Performance Across Key Indicators
Bontoc demonstrated excellence in multiple areas:
Organizational Sustainability โ€“ 18.86 / 20
Policies and Plans for Children โ€“ 30.00 / 30
Budget for the LCPC โ€“ 20.00 / 20
Service Delivery, Monitoring, and Management for Children โ€“ 30.00 / 30

These results highlight the municipalityโ€™s well-structured policies, adequate funding allocation, and efficient delivery of services dedicated to childrenโ€™s welfare.
Recognition and Continued Commitment
The DILG commended the leadership of Mayor Noel Alinsub and the entire municipal team for their โ€œunwavering commitment and partnershipโ€ in promoting a child-friendly community.

Despite the high rating, the agency also encouraged the local government to continue improving certain indicators to sustain and enhance its performance.

The recognition reinforces Bontocโ€™s standing as a model municipality in Southern Leyte when it comes to child protection initiatives. With its near-perfect score and consistent performance, the local government continues to set a benchmark for other municipalities aiming to strengthen their LCPC programs.

As Bontoc moves forward, the local leadership remains committed to maintaining and further improving its services to ensure the well-being, safety, and development of every child in the community.

The orientation emphasizes strengthening the partnership between DSWD and LGUs to ensure high-quality, nutritious meals that foster healthier, better-developed children in the community.

The DSWD Supplementary Feeding Program (SFP) orientation prepares implementers to provide hot, nutritious meals (or packed meals/milk) to children aged 2โ€“5 in Child Development Centers (CDCs) for 120โ€“180 days, aiming to curb malnutrition. It covers guidelines on budgeting, safe food preparation, and monitoring child growth.

The National Child Development Center (NCDC) held its 2nd Moving-Up Ceremony on March 27, 2026. It recognized the active participation of children 0-4 years old in the Early Childhood Care and Development (ECCD) program of the NCDC; as well as of their parents in the Supplementary Feeding Program (SFP) and Family Support Program (FSP). Children also showcased their improved skills and talents through singing, dancing, poem recital and play. Highlight the three early learning programs of the center โ€“ the Infant and Toddler Early Development, Pre-Kindergarten 1, and Pre-Kindergarten 2. Meanwhile, all children received either a certificate of attendance, participation, or completion which is essential for their moving up to the next stage of schooling; either to Pre-K1, Pre-K2, or to Kindergarten in the formal school.

For SY 2025-2026, NCDC managed to have three sessions: (1) Infant and Toddler Early Development (ITED) session every Monday and Wednesday at 8:00-9:30 AM, with 5 children-participants aged 2 years old, (2) Pre-Kindergarten 2 session every Mondays to Thursday, 9:30-11:00 AM, with 23 children-learners aged 4 years old, and (3) Pre-Kindergarten 1 session every Mondays to Thursday, 1:00-3:00 PM, with 11 children-learners aged 3 years old.
