โThe 1403rd Community Defense Center (CDC), together with the 1403rd Ready Reserve Infantry Battalion (RRIBn) and ROTC cadets, actively participated in the 1st Quarter National Simultaneous Earthquake Drill on March 12, 2026. The activity aimed to strengthen disaster preparedness and enhance the capability of personnel to respond effectively during earthquake emergencies.

โAt the sound of the siren, all participating personnel immediately executed the standard safety procedure known as โDuck, Cover, and Hold.โ This safety measure is widely practiced during earthquake drills to help individuals protect themselves from falling debris and other potential hazards during seismic events.

โFollowing the initial response drill, participants also took part in a Full-Scale Simulation Exercise (FSSE) based on a magnitude 7.2 earthquake scenario. The simulation was spearheaded by the Provincial Disaster Risk Reduction and Management Council (PDRRMC), which coordinated the different agencies and organizations involved in the activity.

โThrough this exercise, the participants were able to enhance their awareness, readiness, and coordination in responding to possible earthquake incidents. The activity highlighted the importance of preparedness and teamwork in ensuring the safety and resilience of communities during natural disasters.

The 1403rd (Mountain Province) Community Defense Center (CDC) under the 14th Regional Community Defense Group (RCDG), Reserve Command, Philippine Army, conducted a series of activities on March 7, 2026, in celebration of the 129th Founding Anniversary of the Philippine Army. The events highlighted the organizationโs commitment to community service, volunteerism, and strengthening the reserve force.
In partnership with the Philippine Red Cross Mountain Province Chapter and Dugong Alay, Dugtong Buhay Inc., the 1403 CDC joined the Simultaneous Philippine Army-Wide Blood Donation Activity held at the Multi-purpose Building, Provincial Plaza in Bontoc, Mountain Province. Reservists, ROTC cadets, and CDC personnel participated as voluntary blood donors, showing their dedication to helping save lives.
The activity was conducted under the theme โAng Inyong Matatag na Hukbong Katihan,โ emphasizing the strength and service of the Army to the nation. Alongside the blood donation drive, the 1st Quarter Mustering of the 1403 Ready Reserve Infantry Battalion (RRIBn) and the kick-off of Reserve Officers' Training Course (ROTC) Month were also held.
During the opening program, messages were delivered by LTC VINCENT A LAUIGAN (AGS) PA, Director of 1403 CDC; LTC JONI L PAGANDIYAN PA (RES), Acting Battalion Commander of the 1403 RRIBn; and Ms. Chari K. Wachayna, OIC and Chapter Administrator of the Philippine Red Cross Mountain Province Chapter, highlighting the importance of unity, service, and commitment to the community.

โThe 1403rd Community Defense Center, under the leadership of LTC VINCENT A LAUIGAN (AGS) PA,Director,1403CDC successfully conducted and supervised the Company Assembly Test for Alpha Company, 1403RRIBn on 22โ23 November 2025 at the Multipurpose Hall, Poblacion, Sabangan, Mountain Province.

โThe activity brought together both organic and reservist personnel, providing them with an opportunity to refresh their military knowledge and strengthen their operational readiness. Through the efforts of 1403CDC, the event was conducted in an orderly and well-coordinated manner, ensuring that all participants gained valuable learning and practical experience.

HIGHLIGHTS I Lamut, Ifugao โ The Headquarters 14th Regional Community Defense Group (14RCDG) together with Six (6) Community Defense Centers (CDCs) actively participated in the Philippine Army-wide Kick-Off Ceremony of the 18-Day Campaign to End Violence Against Women (VAW) 2025 through a Simultaneous Flag Raising Ceremony held on November 24, 2025. Carrying the recurring theme for 2022โ2027, โUNiTEd for a VAW-free Philippines,โ the campaign underscores the transformative power of collective and coordinated action in addressing violence against women.
During the ceremony, COL Oscar B. Balignasay Jr., INF (GSC) PA, Group Commander of 14RCDG, delivered the official message of the Commanding General, Philippine Army, Lt. Gen. Antonio G. Nafarette. He emphasized: โAs protectors of the Filipino people, we play a crucial role in building a VAWC-Free Philippinesโ.
The 14RCDG reaffirms its unwavering commitment to ending violence against women and building a safer, more just future for women and girls in the Philippines. The Philippine Commission on Women (PCW), together with the Inter-Agency Council on Violence Against Women and Their Children (IACVAWC), continues to call on every Juan and Juana to stand in solidarity through the annual 18-Day Campaign to End VAW.

BGen Hubert S. Acierto, PA, Commander of the Artillery Regiment, Philippine Army, visited the Reserve Command, Philippine Army (RCPA) Headquarters in Camp Rego de Dios, Tanza, Cavite, on November 18, 2025.
The primary focus of the visit was to advance discussions on Reserve Integration. BGen Acierto joined MGen Ronald Jess S. Alcudia, PA, Commander of RCPA, in leading presentations and fora. The session was essential for aligning strategic goals and implementing directives aimed at enhancing the operational readiness and ensuring the seamless integration of the reserve force into the active military component.

During the courtesy call, SSg Efren R. Navarra and Sgt Marvin A. Ayop talked with the Governor about the upcoming first-ever Armed Forces Candidate Exam- Armed Forces of the Philippines Service Aptitude Test scheduled on November 20-23, 2025 to be conducted at the Mountain Province State University-Bontoc Campus.
The officers also thanked the Governor for the Provincial Government's continous support to the activities of the Armed Forces of the Philippines.

The members of the 1403rd Community Defense Center (CDC) and the 1403rd Ready Reserve Infantry Battalion (RRIBN) have once again exemplified the true meaning of collective cooperation and empathy for a comrade in need.
On November 19, 2025, โLTC JONI L PAGANDIYAN, 1403RRIBn Battalion Commander alongside MSg Alberto O Fagcayang PA (Res), Sergeant Major, and personnel of 1403CDC, visited Pvt Vincent Maskit PA (Res) at their residence in Tocucan, Bontoc, Mountain Province to hand over collective cash donations generously pooled from the selfless personnel and reservists of 1403CDC to help him recover from the devastating effects of Super Typhoon UWAN.
โThis collective act of support demonstrates our unwavering solidarity, and that commitment to our community and comrades remains steadfast.
