PRIVILEGE SPEECH (6/2/26)
- GOVERNMENT HOUSING PROGRAMS AND THE FORGOTTEN POOREST-

Mr. Presiding Officer,
Esteemed Colleagues:

"Gamiton nato ang kwarta sa gobyerno aron adunay libre ug disenteng puy-anan ang walay kapuy-an - allocate units for free for the poorest of the poor, homeless”
That is the simple proposition I bring before this Council today.

Recently, many Dabawenyos looked at the housing programs of the LGU, the National Housing Authority (NHA), the Social Housing Finance Corporation (SHFC), and other government housing initiatives with hope.

For many families, these projects represent more than concrete walls and roofing sheets. They represent security. They represent stability. They represent the dream that one day, after years of hardship and uncertainty, a family may finally have a place to call home.

And for that reason, these programs deserve recognition and support.
But every good program must also invite an honest question: Who are we still failing to reach?

And so we arrive at a difficult but necessary question: What happens to those who cannot afford even the affordable option?

This question matters because housing is different from most government programs. Housing is not merely an economic concern. Housing is not merely a social concern. Housing is a matter of human dignity.

The 1987 Constitution directs the State to make decent housing accessible to underprivileged and homeless citizens and accessibility must mean more than availability.
Accessibility must mean that the intended beneficiary can actually benefit from the program.

A housing unit may be affordable to one family and completely inaccessible to another. Not all poor families experience poverty in the same way.

Some can pay. Some can pay a little and some cannot pay at all.

If a housing program is intended for the underprivileged and the homeless, then we must honestly ask how accessible it truly is to those it was designed to serve. Because there are families who, despite subsidies and favorable financing arrangements, still find the monthly obligations beyond what they can realistically afford.
And if there remain poor families who cannot benefit from the program, then government must also be willing to explore other mechanisms to ensure that no one is left behind.

Government cannot present a housing program as a government service when underprivileged beneficiaries are expected to pay for a housing unit costing more than a million pesos, or when government expects to derive a profit from the interest generated by the financing scheme.

Ang katuyoan sa gobyerno dili pagpangita ug kita gikan sa mga kabus.
Ang katuyoan sa gobyerno mao ang pagserbisyo sa katawhan, ilabi na sa mga labing nanginahanglan sa tabang sa Estado.

Kung adunay usa ka sektor nga kinahanglan natong paminawon, mao kana ang mga walay puy-anang kaugalingon.

This is acceptable because housing, for the poorest among our people, should not always be viewed as a pathway to ownership. Sometimes, it must first be viewed as a pathway to safety, stability, and dignity.

Mr. Presiding Officer,
Pila na ka higayon nga nakakita kita ug mga komunidad nga nahimong abo tungod sa sunog?
Pila na ka higayon nga nakakita kita ug mga ginikanan nga nagbarog sa kilid sa dalan samtang nagtan-aw sa nahibiling abo sa ilang puy-anan?
Pila na usab ka higayon nga adunay mga pamilya nga napahawa tungod sa demolisyon, relocation, o pagpuyo sa mga danger zones diin dili na luwas ang ilang pagpabilin?

Pila na ka mga kabus nga pamilya ang nagpuyo sa daplin sa sapa, sa mga lugar nga daling bahaan, sa mga lugar nga adunay hulga sa landslide, o sa ubang mga lugar nga dili na angay puy-an apan wala silay laing kapilian?

Sa Piapi pa lamang, kapin usa ka libo ka mga balay ang nahimong abo sa usa ka dakong trahedya.
Ug sa ubang mga komunidad, gatusan usab ka pamilya ang napahawa sa ilang mga panimalay tungod sa sunog ug uban pang kalamidad.

Kini tanan maoy nagpahinumdom sa usa ka problema nga dugay nang anaa.

Bisan pa man ang sunog ug kalamidad mga butang wala damha, dili malimod nga daghan gihapon sa atong katawhan ang walay luwas, disenteng, ug permanenteng kapuy-anan.

Mao nga akong gihagit ang DHSUD, NHA, SHFC, ug ang tanang adunay katungdanan sa housing sector:
Dili nato sukdon ang kalampusan sa housing program pinaagi lamang sa gidaghanon sa natukod nga units. Dili nato sukdon kini pinaagi lamang sa collection efficiency o sa gidaghanon sa nakabayad.
Sukdon nato kini pinaagi sa gidaghanon sa mga walay kapuy-an nga nahatagan ug kapuy-anan.
Kay ang tinuod nga sukdanan sa usa ka housing program dili kung pila ka balay ang natukod.

Ang tinuod nga sukdanan mao kung pila ka pamilya nga walay balay ang nahatagan ug puluy-anan.
Ug ang tinuod nga sukdanan sa gobyerno dili kung pila ang iyang nakolekta gikan sa mga kabus.
Ang tinuod nga sukdanan sa gobyerno mao kung unsa ka maayo niya nga natabangan ang katawhang nanginahanglan.

Ang kasamtangang sitwasyon magatudlo nga adunay mga panahon nga ang hustong tubag dili financing, dili loan, d ili amortization.

Ang hustong tubag mao ang paghatag ug luwas, disenteng, ug makatawhanong kapuy-anan sa walay kapuy-an. LIBRENG PUY-ANAN PARA SA WALAY KAPASIDAD MAKABAYAD SA KANTIDAD SA GOBYERNONG PABALAY.

Before ending, let me reiterate this call to government :

“Spend public funds to provide safe and decent housing for those who have no homes of their own—especially the poorest among our people who have no capacity to pay for the housing programs being offered today. Allocate housing units for the homeless.

Focus expenditure allocation on programs that will actually alleviate the condition of the marginalized and begin lifting them out from the quagmire of poverty.

Let public resources be directed toward those who need them most.
Let government housing programs become instruments not merely of financing, but of social justice, human dignity, and genuine poverty alleviation.”
