IN PHOTOS | The Municipality of Bula, Camarines Sur, became the first PH-OGP Cohort LGU in Region 5 to conduct the Bicol Dagyaw Town Hall Meeting, marking another milestone in its commitment to the Philippine Open Government Partnership (PH-OGP) Localization Program and the advancement of open, inclusive, and participatory local governance through meaningful dialogue with citizens and civil society organizations (CSOs).
Held on 20 August 2026 at the People’s Training Hall, BuB Building, Bula, Camarines Sur, the activity served as Stage 7: Public Consultation of the PH-OGP Localization Program Co-Creation Process. It brought together local government officials, CSOs, the academe, and other stakeholders to discuss proposed reforms, gather insights, and collectively strengthen the LGU’s initial action plan.
At the center of the consultation was Bula Masarig Dagyaw 2026: “Bukas na Ugnayan may Responsableng Lipunan at Aksyon,” the selected flagship program of Bula, Camarines Sur, under the PH-OGP Localization Program. The flagship program embodies Bula’s continuing efforts to institutionalize transparency, accountability, participation, and meaningful CSO engagement through initiatives such as the Stakeholder Capacity Development, CSO Academy, Barangay Academy, Community-Driven Development, Expanded Evaluation and Communication System, and the Municipal Talakayan.
Through presentations, open forum, and talakayan, participants explored practical ways to make local governance more responsive and people-centered—from digital transformation and participatory processes to stronger partnerships between government, CSOs, communities, and the youth. The activity reaffirmed a fundamental principle of open government: good governance is strengthened when the government and citizens have an open space to listen, collaborate, and co-create solutions together.
As the first PH-OGP Cohort LGU in Region 5 to conduct Bicol Dagyaw, Bula continues to demonstrate its commitment to building a more open, accountable, inclusive, and participatory local government.
