The Department of Social Welfare and Development (DSWD) Field Office Caraga, as Chair of the Regional Committee on Anti-Illegal Drugs Coordinating Group–Rehabilitation and Reintegration Cluster (RICG-RRC), led the “Strengthening Referral Networks: A 2-Day Workshop on Coordinated and Integrated Service Delivery for Recovering Persons Who Used Drugs (RPWUDs)” on October 1–2, 2026, at VCDU Prince Hotel, Butuan City.

The workshop brought together regular RICG-RRC members and selected Regional Trial Courts to harmonize procedures and referral mechanisms for RPWUDs undergoing treatment, aftercare, and reintegration.

Representatives from the Philippine Drug Enforcement Agency (PDEA), Department of Justice–Parole and Probation Administration (DOJ-PPA), Department of Health (DOH), Drug Treatment and Rehabilitation Center–Surigao City, and the Yakap Bayan Program presented their respective programs and standard operating procedures for handling RPWUD cases.

Participating agencies also reviewed processes for both court-mandated and non-court-mandated RPWUDs, clarifying the roles of national government agencies, local government units (LGUs), and other service providers at various stages of recovery.

In a recorded message, DSWD Field Office Caraga Regional Director Mari-Flor A. Dollaga emphasized the importance of a coordinated and multidisciplinary approach in supporting RPWUDs beyond treatment.

“Recovery does not end with treatment,” Dollaga said, underscoring the need for stronger partnerships among government agencies, LGUs, civil society organizations, rehabilitation centers, and the justice sector to support individuals as they return to their families and communities.

A key output of the workshop was the initial rehabilitation and reintegration process flow for RPWUDs, which will undergo further presentation to selected LGUs and final vetting among participating agencies before its submission to the Regional Inter-Agency Committee against Illegal Drugs (RICAD).

Once finalized, the process flow will serve as a common reference for program implementers in delivering coordinated rehabilitation and reintegration interventions for RPWUDs across the region.

Through the RICG-RRC, DSWD Field Office Caraga continues to strengthen inter-agency coordination and referral systems to support sustainable recovery and the successful reintegration of RPWUDs into their families and communities.
