The pledge symbolizes more than membership in a global network. It represents a shared commitment among local leaders to strengthen cooperation, exchange knowledge, and build meaningful connections in advancing the protection and sustainable management of coastal and marine resources.

The Coastal 500 is a global network of local government leaders committed to thriving oceans and resilient coastal communities. Through the network, local leaders from different coastal communities and countries are connected by a common goal of strengthening local leadership and collective action for ocean conservation.

For the BBDA, the participation of its Local Chief Executives provides an opportunity to connect the local efforts being undertaken in Butuan Bay with a wider community of coastal leaders around the world. It also provides a platform to amplify the experiences, approaches, and practices developed through the BBDAโ€™s work in coastal and fisheries management.

The BBDA expresses its appreciation to Rare Philippines for providing the opportunity for BBDA Management Board members to become part of the Coastal 500 Network and for helping amplify the practices and initiatives being implemented in Butuan Bay. Through this network, the Alliance hopes to further share local experiences while learning from other coastal communities working toward similar goals.

The commitment reinforces the BBDAโ€™s continuing efforts to promote collaborative coastal governance, sustainable fisheries, and resilient coastal communities, recognizing that protecting our oceans requires cooperation that goes beyond political and geographical boundaries.

One of the primary highlights of the meeting was the participation of three Local Chief Executives and members of the BBDA Management Board in taking the pledge of the Coastal 500, signifying their commitment to advancing coastal conservation, sustainable fisheries, and resilient coastal communities. The Coastal 500 is a global network of local government leaders working toward thriving oceans and resilient coastal communities.

Another major agenda was the approval of the proposed draft bill creating the Butuan Bay Development Authority. Following the Boardโ€™s approval, the proposed bill will be endorsed to the respective Congressional District Offices for further consideration. The proposed authority seeks to strengthen institutional coordination and establish a more unified mechanism for the management and development of Butuan Bay.

The Management Board also approved and adopted three key management plans considered vital to the conservation and protection of the bayโ€™s coastal and marine resources.

The FMA 9 Sardines Fisheries Management Plan and Siganids Fisheries Management Plan, presented by the DA Bureau of Fisheries and Aquatic Resources - Caraga, were adopted by the Board. Their adoption strengthens the harmonization of fisheries management measures among the BBDA member local government units. The FMA 9 Sardines Fisheries Management Plan also complements the existing BBDA Sardines Fisheries Management Plan, reinforcing coordinated efforts toward the sustainable management of sardine resources.

Meanwhile, the Marine Protected Areas Network (MPAN) Plan for Butuan Bay was presented by the DENR Provincial Environment and Natural Resources Office of Agusan del Norte and subsequently approved and adopted by the Management Board. The plan highlights the interconnectedness of marine protected areas and the importance of harmonizing management measures among coastal communities and local government units to strengthen the protection of marine sanctuaries and surrounding ecosystems.

Further strengthening the Allianceโ€™s technical and research capabilities, the Board also granted the Executive Director authority to enter into a Memorandum of Agreement with Caraga State Universityโ€™s Marine Biology Department. The proposed partnership will support research, marine habitat assessments, and other extension services relevant to the conservation and management of Butuan Bay.

The series of decisions and commitments made during the meeting reflects the BBDAโ€™s continuing efforts to strengthen institutional governance, harmonize fisheries management, expand marine conservation, and build partnerships for the protection of Butuan Bay.

The Butuan Bay Development Alliance joined the rally behind the call for โ€œMalinis at Masaganang Katubigan,โ€ a nationwide campaign promoting the protection, conservation, and sustainable management of the countryโ€™s bodies of water.

The activity was made possible through the efforts of the DA Bureau of Fisheries and Aquatic Resources - BFAR Caraga, which brought together stakeholders and partners in support of a shared commitment to healthier, more productive waters.

The campaign highlights the importance of protecting not only our coastal and marine ecosystems, but also our inland waters. These aquatic resources provide food, livelihood, biodiversity, and essential services to communities across the country.

For the BBDA, the call for โ€œMalinis at Masaganang Katubiganโ€ echoes its continuing commitment to protecting and conserving the coastal and marine resources of Butuan Bay. Through collective action and stronger partnerships, we can help ensure that our waters remain clean, productive, and resilient for generations to come.
