PRESS RELEASE | Safe Spaces, Stronger Youth: NYC Pushes for Child Protection Policies in All Registered Youth Organizations
In a proactive step toward safeguarding the rights and welfare of Filipino children and youth, the National Youth Commission (NYC) has officially approved a resolution encouraging all Youth Organization Registration Program (YORP) members to develop their own Child Protection Policy.
The resolution, sponsored by the Commissioner, ASec. Mae Mae Gonzales and adopted by the Commission Proper through Ad Referendum on April 11, 2025, seeks to strengthen the protection of children against all forms of abuse, especially within the spaces where youth-led activities are carried out.
Anchored on Section 13, Article II of the 1987 Philippine Constitution and aligned with several landmark legislationsโincluding Republic Act No. 8044 (Youth in Nation-Building Act), RA 7610, and the newly enacted RA 11930 (Anti-OSAEC and CSAEM Act)โthe resolution emphasizes the need for grassroots-level action.
The NYC also underscored alarming data from the Situation of Children in the Philippines, 2024, which revealed a staggering 264.6% increase in online sexual abuse and exploitation of children between 2019 and 2020. This trend amplifies the urgency of equipping youth organizations with policies and tools to respond effectively.
With thousands of youth organizations registered under YORP, this directive is expected to catalyze a nationwide movement toward safer and more responsible youth-led initiatives. Beyond compliance, YORP-registered organizations that develop and implement their own child protection policies will be better positioned to access more capacity-building opportunities, partnerships, and government support.
This initiative is part of NYCโs broader commitment under the Philippine Youth Development Plan (PYDP) 2023โ2028, particularly in the areas of Social Inclusion and Equity.
Letโs build a nation where every youth-led space is a safe space.
