A Committee Hearing was held on October 2, 2026, at the Quirino Province Plenary Hall, Capitol, Cabarroguis, Quirino, on the Proposed Provincial Ordinance entitled “An Ordinance Prohibiting Acts of Online Sexual Abuse and Exploitation of Children and Child Sexual Abuse or Exploitation Materials.” The hearing was presided over by Hon. Linda G. Dacmay, SP Member.
The following were invited as Resource Persons and representatives during the hearing:
* Provincial Director Karen Joy C. Pablico-Castro and Ms. Carolyn C. Mateo, LGOO V, Department of the Interior and Local Government (DILG);
* PSWDO Agaton M. Pagbilao and Ms. Josephine Mercado, Provincial Social Welfare and Development Office (PSWDO);
* PMAJ Seony Rose Monforte, Philippine National Police–Quirino Police Provincial Office (PNP-QPPO);
* SB Member Gloria Antolin and MSWDO Glory Dela Cruz, Local Government Unit of Diffun;
* Hon. Zernan B. Cariño, Hon. Marciano Immapa and MSWDO Geraldine Pugong of LGU Cabarroguis;
* SB Member Florencio Valdez, Jr.;
* SB Member Precy Albano and Ms. Rely Joy T. Lawani of LGU Maddela
The Committee deliberated on the provisions of the proposed ordinance, particularly those concerning the prevention and prohibition of online sexual abuse and exploitation of children and the dissemination, possession, and use of child sexual abuse or exploitation materials, as well as the roles of concerned government offices and local stakeholders in protecting children from such acts.
