A TRIBUTE TO A LEGENDARY at DAKILANG GOBERNADOR

There are lives that are measured in years.

And there are lives that are measured by the people they touched, the work they accomplished, and the legacy they leave behind.

Today, we gather not only in sorrow, but in gratitude, as we remember Governor Dakila Carlo “Dax” Enriquez Cua — a leader, a public servant, and a fellow Quirinian who devoted much of his life to serving our province and its people.

For Governor Dax, public service was more than a position or a title. It was a responsibility.

A responsibility to listen.
To act.
To build.
And to always strive for a better Quirino.
“Basta magtrabaho lang tayo ng may puso at dangal,” as he once uttered.

Through the years, he worked to bring people together, support meaningful initiatives, and create opportunities for our communities. But beyond the programs and accomplishments, what many of us will remember most is the person behind the office.

The conversations.

The laughter.

The encouragement.

The moments when he listened, shared an idea, or simply made people feel that their concerns mattered.

Siya ay isang kapatid, isang ama, isang kaibigan, isang kasangga, at nagpapaalala sa mga adhikain ng pagkakaisa, pagmamahalan, at pagkakabuklod-buklod ng lahat na iisang pamilya.

Today, we feel the weight of his absence.

But we also celebrate the life he lived and the service he gave.

Because although his voice may now be silent, the work he began, the people he inspired, and the memories he created will continue to speak for him.

Governor Dax,

Maraming maraming salamat sa iyong paglilingkod.

Salamat sa mga taon na ibinigay mo sa Quirino.

Salamat sa iyong pamumuno, sa iyong mga pangarap, at sa iyong malasakit sa ating mga kailyan.

Today, we honor not only the Governor we lost, but the man who chose to serve.

And as we continue the work of building a better Quirino, we will carry with us the values and memories you left behind ang taught us to work diligently and excellently.

Paalam, Governor Dax.

Ang iyong paglilingkod ay mananatili sa aming alaala.

Mabuhay ang iyong alaala.

Agyaman kami launay ket Dios ti kumuyog kenka.

TROPICAL CYCLONE ADVISORY NR. 01
Super Typhoon BAVI
Issued at 11:00 AM, 06 July 2026
Valid for broadcast until the next advisory at 11:00 PM today.

SUPER TYPHOON BAVI CONTINUES TO MOVE WEST NORTHWESTWARD NEAR NORTHERN MARIANA ISLANDS.

• Location of Center (10:00 AM)
The center of the eye of Super Typhoon BAVI was estimated based on all available data at 2,215 km East of Southeastern Luzon (OUTSIDE PAR) (14.5°N, 144.7°E).
• Intensity
Maximum sustained winds of 205 km/h near the center, gustiness of up to 250 km/h, and central pressure of 910 hPa.
• Present Movement
West northward at 20 km/h
• Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 800 km from the center

GENERAL OUTLOOK FOR THE FORECAST PERIOD
• Super Typhoon BAVI is forecast to move generally west northwestward and will enter the Philippine Area of Responsibility (PAR) between tomorrow (07 July) evening and Wednesday (08 July) early morning. Once inside the PAR, the tropical cyclone will be given the local name INDAY. While over the Philippine Sea, it will move generally northwestward towards Ryukyu Islands.
• This tropical cyclone is forecast to maintain its strength as Super Typhoon as it enters PAR. Gradual weakening is expected as it moves near Extreme Northern Luzon while approaching the east of Taiwan.
• For land hazards: Despite the low chance of landfall over any parts of Luzon, considering the intensity and the extent of the strong winds from the center of Super Typhoon BAVI, wind signals may be raised over the northern and eastern portions of Northern Luzon (earliest on Tuesday night or Wednesday morning). The highest Wind Signal throughout the passage is likely Signal No. 2 or 3. Due to the uncertainty in terms of radius of strong winds, the possibility of raising wind signals over the eastern portions of Southern Luzon and Visayas is not ruled out. Gusty conditions over most parts of the country are likely to begin between tomorrow and Wednesday due to the Southwest monsoon. The enhanced Southwest Monsoon and the tropical cyclone will also bring heavy rains to the northern and western portions of the country. A Weather Advisory may be may be issued in anticipation of these heavy rains.
• For marine hazards: A Gale Warning associated with rough to very rough sea conditions will be issued by Wednesday (08 Jul) over the northern and eastern seaboards of the Philippines.

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to continue monitoring for updates related to this tropical cyclone.

Unless there is an intermediate issuance, the next tropical cyclone advisory will be issued at 11:00 PM today
