EMB Northern Mindanao Department of Environment & Natural Resources -
Environmental Management Bureau - X

Initially established as a supporting body for the Department of Environment and Natural Resources in 1987, the Philippine Environmental Management Bureau (EMB) became a line bureau with its own offices and independent enforcement authority in 2002. It is the national authority responsible for pollution prevention and control, and environmental impact assessment. EMB is guided by the vision of a nation empowered to protect its finite natural resources in pursuit of sustainable development, to ensure a healthy environment that enhances the Filipino quality of life for present and future generations. Its mission is to restore, protect, and enhance environmental quality towards good public health, environmental integrity, and economic viability. EMB is the national authority in the Philippines that sets air and water quality standards and monitors ambient and point source pollutants. It manages hazardous and toxic wastes under the Toxic Substances, Hazardous and Nuclear Waste Control Act and implements the Philippine Environmental Impact Assessment (EIA) system. To promote compliance with environmental standards, EMB has innovated an approach to engage industry and environmental agencies in voluntary self-regulation. Under the Philippine Environmental Partnership Program, the EMB provides a suite of technical and regulatory assistance as an incentive for industry to explore and implement cost-effective and sustainable pollution management strategies. EMB has also made public participation and transparency key elements of its EIA system, involving affected communities and stakeholders at various stages of project developments to ensure safe, smart, and sustainable development. EMB operates offices at the central, regional, provincial and community levels throughout the Philippines.

Meanwhile, Sittie Carima L. Rengia-Macataman, a graduate of Bachelor of Arts in English, moves from Administrative Officer IV to Information Officer II under the Environmental Monitoring and Enforcement Division. Her new role further strengthens the Bureauโ€™s capacity to communicate environmental programs, initiatives, and information effectively to stakeholders and the public.

Also taking on a new responsibility is Mohammad Sowaib L. Bato, a Bachelor of Laws graduate, who advances from Contract of Service to Environmental Management Specialist I under the Environmental Monitoring and Enforcement Division. His professional background and new assignment contribute to the Bureauโ€™s continuing efforts to strengthen environmental compliance, monitoring, and enforcement.

More than a change in designation, the oath-taking represents a renewed commitment to responsibility, integrity, professionalism, and meaningful public service. With every new role comes a greater opportunity to contribute to the protection of the environment, strengthen regulatory services, and serve communities more effectively.

As they begin this new chapter, EMB-X encourages them to carry their responsibilities with integrity, excellence, humility, and a deep sense of purposeโ€”always keeping in mind that public service is ultimately about creating meaningful impact for people and the environment.

EMB-X warmly congratulates the newly appointed and promoted personnel and wishes them success as they embrace their new responsibilities.

AIR QUALITY UPDATE | 05 October 2026, 8 AM
The Department of Environment and Natural Resourcesโ€“Environmental Management Bureau (DENR-EMB) continues to closely monitor the air quality situation in several areas in the Philippines affected by haze.
The observed haze is possibly associated with smoke and transboundary haze from ongoing fires in Kalimantan, Indonesia, which may have been transported toward the Philippines by prevailing winds.
The public is advised to:
Minimize prolonged outdoor activities, particularly in areas visibly affected by haze; Persons sensitive to air pollution, including children, older persons, and individuals with respiratory or cardiovascular conditions, are advised to limit outdoor exposure and take necessary precautions; Wear a well-fitting mask, preferably an N95 or equivalent, when going outdoors in areas with noticeable haze; and Stay updated through official advisories and air quality information from the DENR-EMB and other concerned government agencies.
