October 2, 2026 — Office of Civil Defense Region X (OCD-X) Regional Director and Northern Mindanao Regional Disaster Risk Reduction and Management Council (RDRRMC) Chairperson Dir. Antonio B. Sugarol served as resource person during the 14th Regional Assembly of the NSTP Educators Association in Region 10, Inc. (NEAR-10), held on October 1–2, 2026, at Pearlmont Hotel, Cagayan de Oro City.
Dir. Sugarol discussed the Operationalization of School-Based National Service Reserve Corps Units (SBNU), highlighting the importance of organizing and preparing trained students and graduates to support disaster preparedness, response, and other civic welfare activities.
The discussion covered the legal foundations of the National Service Reserve Corps (NSRC), including Republic Act No. 9163 or the National Service Training Program (NSTP) Act of 2001, and Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010. It also introduced the interim NSRC Manual of Operating Procedures, which provides guidance on the organization, administration, training, mobilization, and evaluation of NSRC units.
Dir. Sugarol emphasized the operationalization process for SBNU, which includes four major stages: registration, activation, databasing, and utilization or mobilization. These processes help ensure that school-based units are properly organized, documented, trained, and prepared for lawful mobilization when needed.
The presentation also discussed the roles of higher education institutions (HEIs) and technical-vocational institutions (TVIs) in establishing SBNU, as well as the importance of coordination with the Commission on Higher Education (CHED), the Technical Education and Skills Development Authority (TESDA), and OCD regional offices.
With the theme, “NSTP for a Safer and Sustainable Communities: Advancing Climate Action, Community Leadership, and Responsive Service,” the regional assembly brought together NSTP educators and coordinators to strengthen NSTP implementation and promote disaster preparedness and resilience within educational institutions.
Through initiatives such as the operationalization of SBNU, OCD-X continues to support efforts to build a culture of preparedness and develop organized, trained, and service-oriented volunteers who can contribute to safer and more resilient communities.
