The West Philippine Sea (WPS) has the highest biomass of reef fishes and species richness in the country. In AprilโMay 2022, underwater surveys were conducted in nine areas of the Kalayaan Island Group (KIG) to assess coral reefs and reef fish populations. The overall results indicate that most surveyed sites exhibit low hard coral cover (HCC), with the majority classified under category D conditions (< 22% HCC). The highest coral cover was recorded at Sabina Shoal, with 30.52% in mesophotic coral ecosystems and 35.66% in shallow water areas, exceeding the national average HCC of 22%.
These findings highlight the urgent need for conservation efforts, continued monitoring, and stronger policies to protect the reefs and marine life in this ecologically and geopolitically important region.

๐ฃ PALAWAN INTER-AGENCY IUUF REDUCTION TEAM AGREES ON FRAMEWORK FOR LEGAL INSTRUMENT IN 2024 YEAR-END MEETING ๐ฃ
The Palawan Inter-agency IUU Fishing Reduction Team successfully held its 2024 Year-End Meeting on December 13, 2024, at Citystate Asturias Hotel, Puerto Princesa City, Palawan.
Led by DA-BFAR MIMAROPA in partnership with the USAID Fish Right Program, the meeting gathered key stakeholders and enforcement agencies to discuss vital initiatives in combating illegal, unreported, and unregulated fishing (IUUF) in Palawan.

This gathering will bring together regional leaders and experts to strengthen the fight against illegal, unreported, and unregulated fishing while promoting sustainable fisheries across the region.

Personnel from DA-BFAR Regional Field Offices took part in the Foundation Course for the Indo-Pacific Regional Information Sharing (IORIS) Platform from November 11 to 15, 2024.
IORIS is a neutral platform for maritime operational coordination and communications. It provides adaptable features that can be customized to meet the needs and responsibilities of particular organizations or centers. Access to satellite AIS data, geographic displays, and sophisticated communication capabilities are some of the main characteristics.
Moreover, the platform offers specific spaces for effective daily information exchange, as well as for organizing and keeping an eye on maritime security and safety initiatives. IORIS is designed to satisfy a wide range of operational requirements, whether for military or civilian organizations.

The Department of Agriculture-Bureau of Fisheries and Aquatic Resources MIMAROPA Fisheries Management, Regulatory, and Enforcement Division (FMRED), in partnership with the Malampaya Foundation, Inc., and supported by the USAID Fish Right Program, successfully concluded the IUU Fishing Assessment and Reduction Planning Workshop for the City of Calapan and the Municipalities of Naujan and Pola, Oriental Mindoro, on October 1-2, 2024, at the BFAR Conference Hall, Calapan City.
The workshop utilized the IUU Fishing Index and Threat (IFIT) Assessment Tool to assess the current IUU Fishing threats and develop targeted solutions to combat illegal fishing activities in municipal waters. The event brought together representatives from the LGUs, Philippine Coast Guard, PNP-Maritime Group, Municipal Fisheries and Aquatic Resources Management Councils (MFARMCs), Peopleโs Organizations, and Bantay Dagat.
The collaborative discussions resulted in a comprehensive IUU Fishing Assessment Report and a strategic IUU Fishing Reduction Plan that were handed over to each municipality. These outputs are designed to guide local actions in addressing IUU fishing and promote the sustainable management of marine resources across Oriental Mindoro.
DA-BFAR MIMAROPA continues to strengthen partnerships with local governments and key stakeholders to effectively tackle IUU fishing and protect the rich marine biodiversity of the region for future generations.

Matagumpay na naisagawa ng Department of Agriculture-Bureau of Fisheries and Aquatic Resources MIMAROPA Fisheries Management, Regulatory, and Enforcement Division (FMRED), sa pakikipagtulungan sa Malampaya Foundation, Inc., at sa suporta ng USAID Fish Right Program, ang IUU Fishing Assessment and Reduction Planning Workshop para sa Lungsod ng Calapan at mga bayan ng Naujan at Pola, Oriental Mindoro, noong Oktubre 1-2, 2024 sa BFAR Conference Hall, Calapan City.
Sa workshop na ito, ginamit ang IUU Fishing Index and Threat (IFIT) Assessment Tool upang masuri ang mga kasalukuyang banta ng IUU fishing at bumuo ng mga tiyak na solusyon upang labanan ang ilegal na pangingisda sa mga katubigan ng bawat bayan. Ang aktibidad ay dinaluhan ng mga kinatawan mula sa mga LGU, Philippine Coast Guard, PNP-Maritime Group, Municipal Fisheries and Aquatic Resources Management Councils (MFARMCs), Peopleโs Organizations, at Bantay Dagat.
Nagresulta ang mga kolaboratibong talakayan sa isang komprehensibong IUU Fishing Assessment Report at istratehikong IUU Fishing Reduction Plan na ipinasa sa bawat lokal na pamahalaan. Ang mga ito ay magsisilbing mahalagang gabay sa pagsasakatuparan ng mga hakbang laban sa IUU fishing at sa pagsulong ng napapanatiling pamamahala ng yamang-dagat sa buong Oriental Mindoro.
Patuloy na pinatitibay ng DA-BFAR MIMAROPA ang pakikipagtulungan nito sa mga lokal na pamahalaan at ibaโt ibang sektor upang epektibong labanan ang IUU fishing at maprotektahan ang mayamang marine biodiversity ng rehiyon para sa kinabukasan ng mga susunod na henerasyon.
