Bilang bahagi ng ika-anim na buwan ng mga naisagawang hakbang ng pamunuan, nagkaroon ng programang โKuwentuhan with the LTO Chiefโ ang Land Transportation Office (LTO) na naglalayong magbigay ng malinaw at accessible na paliwanag sa publiko hinggil sa nga polisiya, reporma, at resulta ng operasyon ng ahensya. Tampok sa unang sesyon nang nasabing programa ang paglulunsad ng โI-Report Mo Kay LTO Chief,โ isang direktang sumbungan na nagbibigay sa publiko ng mabilis at madaling paraan upang mag-ulat ng reklamo, katiwalian, o concern sa pamamagitan ng website na www.ireportmokayltochief.ph at opisyal na page/messenger nito na I-Report Mo Kay LTO Chief. Ang inisyatibong ito ay kaayon ng 7-point priority agenda ni LTO Chief, Assistant Secretary Markus V. Lacanilao, partikular sa pagpapalakas ng transparency, accountability, at agarang pagtugon sa mga hinaing ng publiko.
Sa ilalim ng โI-Report Mo Kay LTO Chief,โ maaaring magsumite ang sinumang motorista o mamamayan ng kanilang ulat kaugnay ng operasyon, serbisyo, o kaugalian ng mga tauhan ng LTO, kabilang ang mga insidente ng road rage, mapanganib na pagmamaneho, at iba pang paglabag na naglalagay sa peligro sa kaligtasan sa kalsada. Ang mga matatanggap na sumbong ay agad na dadaan sa kaukulang beripikasyon upang matiyak na naaaksyunan ang bawat reklamo alinsunod sa umiiral na mga patakaran.
Ayon kay LTO Chief, Assistant Secretary Markus V. Lacanilao, ang nasabing inisyatibo ay bahagi ng patuloy na reporma ng ahensya upang palakasin ang accountability at gawing mas bukas ang komunikasyon sa pagitan ng gobyerno at publiko.

Giovanni Z. Lopez and LTO Chief Assistant Secretary Markus V. Lacanilao, with the supervision of LTO-MIMAROPA Acting Regional Director, Francisco P. Ranches Jr. CESO VI, LTO Calapan District Office headed by Chief Merwyn C. Quitain conducted a Road Safety Caravan held at Brgy. Dulangan II,Baco, Oriental Mindoro last March 28-29, 2026. The two-day activity was made possible through the request of Hon. Leonardo L. De Ocampo
The caravan was highlighted with the conduct of Free Theoretical Driving Course (TDC) and processing of student permit to qualified applicants. This was designed to instill a culture of safety and compliance among participants and enhanced accessibility and efficiency, emphasizing responsible, disciplined, and life-saving driving practices. The conducted TDC was able to issue 200 Free TDC certificates and securing 200 student permits to the participants on the last day of the activity.
These initiatives emphasize the LTO MIMAROPAโs dedication to prioritizing road safety and equipping communities with the knowledge and resources needed to foster responsible road usage. By bringing services closer to the people and making partnership with local stakeholders, the Road Safety Advocacy Program continues to make significant strides in promoting safer roads and saving lives across the MIMAROPA Region.

The Land Transportation Office (LTO) today announced the issuance of Memorandum Circular No. MVL-2026-4911, outlining guidelines for the use of Temporary Certificates of Registration (CR) for Motor Vehicles (MV), Motorcycles (MC), and Trailers (TRL). This measure is in response to a limited supply of Security Paper for official CRs, caused by delivery delays from the National Printing Office (NPO). The LTO assures the public that it is actively working to resolve this issue as quickly as possible.
This Memorandum Circular aims to ensure the uninterrupted delivery of public service and maintain operational continuity. It strictly regulates the issuance and use of Temporary CRs, which will serve as provisional documents until the official Security Paper CRs become available. All New Registration Units (NRUs), Authorized District Offices (ADOs), and District/Extension Offices processing new registrations and miscellaneous transactions of MV/MC/TRL are covered by this directive. The LTO emphasizes its commitment to preserving accountability and control over all accountable forms during this period.
Rest assured, the LTO is dedicating all its efforts to expedite the resolution of the Security Paper supply issue. Once the official Security Paper CRs are available, all concerned offices will prioritize the printing and release of these documents, corresponding to previously issued Temporary CRs. Registered owners and authorized representatives will be promptly notified of the availability and release of their official CRs. The LTO deeply appreciates the public's understanding and cooperation as it navigates this temporary challenge to uphold efficient and reliable service.

Kaugnay ito ng kumakalat na video sa social media, particularly sa Facebook, tungkol sa pagkaka-apprehend ng isang indibidwal na kilala online bilang โSir Leoโ noong February 16, 2026, bandang 6:25 ng umaga sa Calapan City.
Base sa Official Incident Report and body-worn camera footage ng apprehending officer from LTO Calapan District Office, pinara ang sasakyan dakong 6:20 ng umaga sa Barangay Bayanan II, Calapan City, Oriental Mindoro bilang bahagi ng routine enforcement operation sa lugar.
Sa initial approach, maayos at magalang na nakipag-ugnayan ang apprehending officer sa driver. Pinayuhan ng apprehending officer ang front-seat passenger na isuot ang seatbelt habang umaandar ang sasakyan, alinsunod sa umiiral na road safety regulations na mandatory ang paggamit ng seatbelt para sa driver at passenger. Base sa body camera recording, ang paalala ay ibinigay sa mahinahon at professional na paraan.
Matapos nito, at bilang bahagi ng standard operating procedures, hiniling sa driver ang Official Receipt at Certificate of Registration (OR/CR) ng sasakyan at ang valid driverโs license nito. Hindi nakapagpakita ang driver ng physical driverโs license card o electronic driverโs license na maaaring ma-access sa official LTO portal sa oras ng inspection.
Dahil dito, nag-issue ang apprehending officer ng Temporary Operatorโs Permit (TOP) para sa paglabag sa Section 1(a) ng Joint Administrative Order (JAO) 2014-01. Ang pag-iisue ng TOP ay isinagawa alinsunod sa enforcement guidelines.
Sa parehong araw, nag-post si โSir Leoโ sa kanyang social media account at nagpahayag ng puna laban sa LTO Calapan District Office, kabilang ang alegasyon ng discourtesy at unethical behavior mula sa apprehending officer. Iginiit din niya na napahiya umano ang kanyang asawa nang sabihan itong magsuot ng seatbelt.
Masusing sinuri ng LTO MIMAROPA Region ang kabuuan ng body camera footage kaugnay ng insidente. Batay sa nasabing recording, walang nakitang anumang asal na maaaring ituring na bastos, mapanlait, o unprofessional. Ang paalala hinggil sa seatbelt ay bahagi ng mandates ng LTO na tiyakin ang safety ng lahat ng road users. Wala ring narecord na pagtaas ng boses, paggamit ng hindi angkop na pananalita, o anumang unethical na pag-uugali mula sa apprehending officer.
Kinikilala ng LTO MIMAROPA Region ang mahalagang papel ng social media sa pagpapahayag ng saloobin ng publiko. Gayunpaman, pinaaalalahanan ang netizens or ang public na gamitin ang kanilang mga platform nang may pag-iingat. Ang freedom of expression ay may kaakibat na obligasyon na tiyakin na ang impormasyong ibinabahagi ay tama, kumpleto, at hindi nakasisira sa reputasyon ng sinumang indibidwal o institusyon nang walang sapat na batayan. Nagpalabas ng Show Cause Order (SCO) ang Land Transportation Office (LTO) laban sa rider at may-ari ng isang Honda motorcycle kaugnay ng viral video kung saan makikita ang nabanggit na motorsiklo na bumibiyahe sa pampublikong kalsada na minamaneho ng rider na nakasuot ng vest na may markang "traffic enforcer" at may angkas na pinaniniwalaan ding traffic enforcer na walang suot helmet. Kapansin-pansin din na ang motorsiklo ay lumiko pakanan nang walang wastong signal light, na malinaw na paglabag sa batas-trapiko.
Dahil dito, inaatasan ni LTO Chief,Assistant Secretary Markus V. Lacanilao ang rehistradong may-ari at ang sangkot na rider na humarap sa Intelligence and Investigation Division (IID) ng LTO sa East Avenue, Quezon City sa 15 Enero 2026 (Huwebes), alas-10:00 ng umaga, at magsumite ng nakasulat at sinumpaang paliwanag (Verified/Sworn Comment/Explanation) upang ipakita kung bakit hindi sila dapat managot sa mga kasong Reckless Driving; Failure to Use Signals on Starting, Stopping or Turning; at Mandatory Use of Motorcycle Helmet.
Sinabi ni Asec. Lacanilao na dapat maipaliwanag ng nasangkot na rider kung bakit hindi kailangang suspindihin o bawiin ang lisensya nito sa pagiging Improper Person to Operate a Motor Vehicle. Gayunman, habang dinidinig ang kaso at sa sandaling matukoy ang pagkakakilanlan ng rider, ang kanyang driverโs license ay agarang isasailalim sa PREVENTIVE SUSPENSION sa loob ng siyamnapung (90) araw, at siya ay inaatasang isuko ang kanyang lisensya sa panahon o bago ang itinakdang petsa ng pagdinig.
Idinagdag ni Asec. Lacanilao na pansamantalang ilalagay din sa โALARMโ ang naturang Honda motorcycle sa panahon na isinasagawa ang hearing, na magpapahinto sa anumang transaksyon kaugnay dito.
Nagbabala si LTO Chief Lacanilao na ang kabiguang humarap at magsumite ng kinakailangang paliwanag ay ituturing na pagwawaksi ng karapatang marinig, at ang kaso ay dedesisyunan batay sa mga ebidensiyang hawak ng ahensya.
Muling nagpaalala si Asec. Lacanilao sa publiko na mahigpit na sundin ang mga batas-trapiko at panuntunan sa kaligtasan sa kalsada, at iwasan ang anumang kilos na maaaring magdulot ng panganib sa sarili at sa mga kapwa motorista.

In line with Department of Transportation (DOTr) Transportation Memorandum Circular No. 2026-001 dated 9 January 2026, the Land Transportation Office (LTO) has issued implementing guidelines under Memorandum Circular No. MVL-2026-4846 to standardize the interpretation and reckoning of the settlement period for traffic violation fines under Joint Administrative Order (JAO) No. 2014-01. A key provision included in these guidelines is that driverโs licenses will not be confiscated at the time of apprehension.
The circular establishes the fifteen (15)-day settlement period as working days, reckoned from the date of apprehension and excluding Saturdays, Sundays, declared non-working holidays, and days when government work is suspended. This adjustment provides motorists with clear and reasonable timelines to process payments without unnecessary penalties.
Timely settlement within the prescribed 15 working days will be considered full compliance with JAO 2014-01 and will not result in license suspension. Instead of confiscation, licenses of motorists with unsettled violations will be placed under alert in LTO systems. Failure to settle fines within the period will trigger automatic suspension or revocation of the driverโs license for thirty (30) days, as provided under JAO 2014-01, without prejudice to the payment of corresponding fines and penalties.
A transition period of fifteen (15) working days from issuance has been allotted for system configuration and operational adjustments. The circular shall apply prospectively, governing only apprehensions made on or after its effectivity date; cases filed prior will follow rules in place at the time of apprehension. All inconsistent issuances, memoranda, or guidelines are hereby repealed or superseded accordingly.
The issuance is signed by LTO Chief, Assistant Secretary Markus V. Lacanilao, with strict implementation directed to all LTO regional directors, assistant regional directors, district office heads, heads of Traffic Adjudication Service (TAS), and all law enforcement units and concerned personnel.
