In the morning, the 𝐒𝐞𝐜𝐨𝐧𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝟐𝟎𝟐𝟔 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐏𝐨𝐩𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐧𝐠 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 (𝐑𝐏𝐃𝐂𝐂) 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 served as a venue for member agencies to discuss key demographic and development concerns, including the 2024 Civil Registration and Vital Statistics results, fertility trends among farmers, fisherfolks, and Indigenous Peoples, and major POPDEV-related activities for 2026 such as the 4th MIMAROPA INFOSERVE Caravan and the 2nd Regional Adolescent and Youth Health and Development Summit.

In the afternoon, the 𝐅𝐢𝐫𝐬𝐭 𝐒𝐞𝐦𝐞𝐬𝐭𝐞𝐫 𝟐𝟎𝟐𝟔 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 𝐓𝐞𝐚𝐦 (𝐑𝐈𝐓) 𝐟𝐨𝐫 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐥𝐞 𝐏𝐚𝐫𝐞𝐧𝐭𝐡𝐨𝐨𝐝 𝐚𝐧𝐝 𝐑𝐞𝐩𝐫𝐨𝐝𝐮𝐜𝐭𝐢𝐯𝐞 𝐇𝐞𝐚𝐥𝐭𝐡 (𝐑𝐏𝐑𝐇) 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 brought together member agencies and LGU partners to strengthen coordination on adolescent health and development, HIV response, maternal and newborn health, and reproductive health service delivery.

Both meetings were presided over by 𝑨𝒄𝒕𝒊𝒏𝒈 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑮𝒍𝒐𝒓𝒆𝒏 𝑹. 𝑯𝒊𝒏𝒍𝒐 of 𝐂𝐏𝐃 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀, who guided the discussions toward stronger convergence, clearer agency commitments, and more coordinated action among member agencies and partners.

These back-to-back meetings reaffirm the important role of member agencies in translating data, policies, and program commitments into responsive actions for families, communities, and sectors most in need of support.

𝐒𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐥𝐨𝐜𝐚𝐥 𝐩𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐛𝐞𝐠𝐢𝐧𝐬 𝐰𝐢𝐭𝐡 𝐬𝐭𝐫𝐨𝐧𝐠𝐞𝐫 𝐥𝐨𝐜𝐚𝐥 𝐜𝐚𝐩𝐚𝐜𝐢𝐭𝐲.

The Regional Technical Coaching and Capacity Building Workshop on POPDEV Integration in Local Planning and Budgeting successfully concluded, gathering participants from the Municipal Budget Offices, Municipal Planning and Development Offices, Local Youth and Development Offices, and Municipal Population Offices of participating LGUs for three days of technical learning, workshop sessions, and output development.

The activity was attended by representatives from the LGUs of 𝐒𝐚𝐧 𝐓𝐞𝐨𝐝𝐨𝐫𝐨, 𝐁𝐨𝐧𝐠𝐚𝐛𝐨𝐧𝐠, 𝐁𝐮𝐥𝐚𝐥𝐚𝐜𝐚𝐨, 𝐆𝐚𝐬𝐚𝐧, 𝐌𝐨𝐠𝐩𝐨𝐠, 𝐁𝐨𝐚𝐜, 𝐁𝐚𝐧𝐭𝐨𝐧, 𝐂𝐨𝐫𝐜𝐮𝐞𝐫𝐚, 𝐚𝐧𝐝 𝐒𝐭𝐚. 𝐌𝐚𝐫𝐢𝐚, whose active engagement and commitment contributed to the richness of the discussions and workshops. Their participation reflects a shared recognition that population and development concerns must be translated into concrete, responsive, and budget-supported local actions.

A key highlight of the activity was the message from 𝑪𝑷𝑫 𝑬𝒙𝒆𝒄𝒖𝒕𝒊𝒗𝒆 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑼𝒔𝒆𝒄. 𝑳𝒊𝒔𝒂 𝑮𝒓𝒂𝒄𝒆 𝑺. 𝑩𝒆𝒓𝒔𝒂𝒍𝒆𝒔, who expressed her gratitude for the continued support and commitment of all LGUs present in advancing population and development initiatives in their respective localities. She underscored the importance of sustaining this momentum through stronger data use, more responsive planning systems, and deeper local ownership of POPDEV integration efforts.

The activity was further strengthened by the participation of 𝑴𝒂𝒚𝒐𝒓 𝑱𝒂𝒎𝒆𝒔 𝑴𝒂𝒓𝒕𝒚 𝑳. 𝑳𝒊𝒎 of Gasan, Marinduque, whose presence highlighted the important role of local chief executives in championing evidence-based, people-centered, and development-responsive governance.

With the support of partner agencies such as 𝐃𝐈𝐋𝐆 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀 and 𝐃𝐄𝐏𝐃𝐞𝐯 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀, the workshop reinforced the value of inter-agency convergence in promoting more strategic, data-driven, and responsive local planning and budgeting. Throughout the sessions, participants were guided in analyzing POPDEV issues, aligning these with existing local plans, and formulating draft interventions and budget-linked outputs that can help shape more inclusive and sustainable local development.

𝐇𝐢𝐬𝐭𝐨𝐫𝐢𝐜 𝐬𝐭𝐞𝐩 𝐟𝐨𝐫 𝐈𝐏-𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐯𝐞 𝐏𝐎𝐏𝐃𝐄𝐕 𝐢𝐧 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀.

Earlier today, the 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐏𝐨𝐩𝐮𝐥𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭- 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀 and the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐨𝐧 𝐈𝐧𝐝𝐢𝐠𝐞𝐧𝐨𝐮𝐬 𝐏𝐞𝐨𝐩𝐥𝐞𝐬- 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀 formally signed a Memorandum of Agreement to strengthen collaboration toward the vision of making MIMAROPA an Indigenous Peoples Hub for Population and Development.

Present during the signing were CPD MIMAROPA 𝑨𝒄𝒕𝒊𝒏𝒈 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑮𝒍𝒐𝒓𝒆𝒏 𝑹. 𝑯𝒊𝒏𝒍𝒐, NCIP MIMAROPA 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑱𝒐𝒆𝒎𝒆𝒓 𝑴. 𝑺𝒂𝒎𝒐𝒏𝒈, 𝑶𝑰𝑪–𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒕 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓-𝑫𝒆𝒔𝒊𝒈𝒏𝒂𝒕𝒆 𝑴𝒂𝒓𝒌 𝑳𝒂𝒖𝒓𝒆𝒏𝒄𝒆 𝑶. 𝑮𝒖𝒊𝒍𝒍𝒆𝒔, 𝑨𝑭𝑺𝑫 𝑪𝒉𝒊𝒆𝒇 𝑹𝒆𝒚𝒏𝒂𝒍𝒅𝒐 𝑭. 𝑻𝒖𝒑𝒂𝒔 and representatives from both CPD MIMAROPA and NCIP MIMAROPA.

This partnership affirms a shared commitment to advance culturally responsive, rights-based, and data-informed programs for Indigenous Cultural Communities/Indigenous Peoples across the region. Through stronger coordination, CPD MIMAROPA and NCIP MIMAROPA aim to support IP-sensitive planning, responsible parenthood and family well-being, adolescent health and development, and community-based data systems that respect indigenous knowledge, identity, and self-determination.

More than a signing, this is a commitment to ensure that development reaches IP communities with dignity, inclusion, and cultural respect.

CPD MIMAROPA and DAR MIMAROPA formalized a Memorandum of Agreement to strengthen human capital development among Agrarian Reform Beneficiaries and agrarian reform communities through integration of Responsible Parenthood and Family Planning, Adolescent Health and Development, and Population and Development.

𝑨𝒄𝒕𝒊𝒏𝒈 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑮𝒍𝒐𝒓𝒆𝒏 𝑹. 𝑯𝒊𝒏𝒍𝒐, and 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑨𝒕𝒕𝒚. 𝑴𝒂𝒓𝒗𝒊𝒏 𝑽. 𝑩𝒆𝒓𝒏𝒂𝒍 represented the shared commitment of both agencies to bring POPDEV interventions closer to rural households, ARB organizations, and agrarian reform communities across MIMAROPA.

Also present during the signing were 𝑶𝑰𝑪-𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒕 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑴𝒂𝒓𝒌 𝑳𝒂𝒖𝒓𝒆𝒏𝒄𝒆 𝑶. 𝑮𝒖𝒊𝒍𝒍𝒆𝒔; 𝑶𝑰𝑪-𝑨𝒔𝒔𝒊𝒔𝒕𝒂𝒏𝒕 𝑹𝒆𝒈𝒊𝒐𝒏𝒂𝒍 𝑫𝒊𝒓𝒆𝒄𝒕𝒐𝒓 𝑱𝒐𝒔𝒆𝒇𝒊𝒏𝒂 𝑳𝒐𝒑𝒆𝒛- 𝑴𝒂𝒄𝒂𝒕𝒂𝒏𝒈𝒂𝒚; and other representatives from 𝐂𝐏𝐃 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀 and 𝐃𝐀𝐑 𝐌𝐈𝐌𝐀𝐑𝐎𝐏𝐀.

This partnership affirms that agrarian reform is not only about land and livelihood—it is also about family welfare, informed decision-making, adolescent development, gender-responsive services, and building resilient communities.

In his special message delivered at the opening of the 82nd Session of the UN Economic and Social Commission for Asia and the Pacific (ESCAP), President Marcos Jr. emphasized:

“In the Philippines, we endeavor to go beyond ensuring that no one is left behind. We set the priority of reaching those furthest behind first.”

This principle is embedded in key national frameworks — the Philippine Development Plan, the Philippine Plan of Action for Senior Citizens, and the Philippine Population and Development Plan of Action — integrating population dynamics into development strategies at both national and local levels.

With nearly 11 million elderly Filipinos and around 30 million youth aged 15–30, the Philippines faces a unique demographic reality. The President highlighted the importance of empowering both the young and the elderly, not out of necessity, but out of dignity, productivity, and choice.
