The Municipality of Bansud conducted a benchmarking activity at the Provincial Government of Oriental Mindoro on 09 September 2026, focusing on best practices in employees’ performance assessment.

The delegates from LGU Bansud, headed by Mr. Leo M. Capapas, MGDH I-HRMO, particularly went through the validation process of the accomplishments of the Provincial Cooperative Development Office (PCDO), conducted by the Organizational Development and Performance Management Division of the Provincial Administrator’s Office in partnership with the Provincial Human Resource Management Office.

According to Mr. Capapas, the activity provided them with valuable insights and references in enhancing their Performance Management and Validation/Calibration processes. With Mr. Capapas were Municipal Engineer Nonilon Q. Matira, MPDC EnP Mediatrix T. Lusterio, MPESO Marydel M. Rodriguez, and LYDO-PMT Secretariat Judith Lavarez.

The PGOM’s Performance Management and assessment of its departments and employees have always been a priority of Governor Humerlito A. Dolor to ensure that only the best public service is given to its clients.

LGU SAN TEODORO CONDUCTS BENCHMARKING ON PGOM PAYROLL AND HR PROCESSES

The Local Government Unit (LGU) of San Teodoro conducted a benchmarking visit to the Provincial Government of Oriental Mindoro (PGOM) to learn and gain insights into its payroll process, human resource services, and digital systems.

Ms. Maria Consuelo P. Garcia, Acting Human Resource Management Officer of LGU San Teodoro, together with her staff, was warmly welcomed by Ms. Anna Marie DC. Reyes, Provincial Government Department Head of the Provincial Human Resource Management Office (PGDH-PHRMO), along with members of the PHRMO team.

During the benchmarking activity, Ms. Reyes discussed and demonstrated various HR processes and services being implemented by PGOM, including the processing of Travel Orders and the filing of leave applications through the PGOM Employee Portal. The discussion highlighted how digitalization has helped streamline HR transactions, improve accessibility, and promote more efficient delivery of services to employees.

Mr. Reywel Dela Roca, Information Technology Officer II, also demonstrated the functionality of the PGOM systems and explained how the digital platforms support the processing and management of HR related transactions.

The benchmarking activity provided LGU San Teodoro with an opportunity to gain practical insights and learn from PGOM’s existing practices, particularly in the areas of payroll, human resource management, and digitalization. It also strengthened the sharing of knowledge and best practices between the two local government units toward more efficient, responsive, and technology driven public service.

PGOM KICKS OFF 126th PHILIPPINE CIVIL SERVICE ANNIVERSARY

“Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan”

Sa ilalim ng pamumuno ni Governor Humerlito "Bonz' Dolor, masiglang sinimulan ng Provincial Government of Oriental Mindoro (PGOM) ang pagdiriwang ng 126th Philippine Civil Service Anniversary (PCSA) ngayong Setyembre 1, kasabay ng regular na Flag Raising Ceremony sa Provincial Capitol.

Bitbit ang temang “Lingkod Bayani: Puso, Dangal, at Galing para sa Bayan,” binibigyang-diin ng pagdiriwang ngayong taon ang mahalagang papel ng mga lingkod-bayan sa patuloy na paghahatid ng tapat, mahusay, at makabuluhang serbisyo para sa mamamayan.

Ang buwan ng Setyembre ay idineklarang Civil Service Month sa bisa ng Presidential Proclamation No. 1050, s. 1997, bilang pagkilala sa mahalagang ambag ng mga kawani ng pamahalaan sa pagtataguyod ng mahusay at responsableng serbisyo publiko. Samantala, ang Philippine Civil Service ay itinatag noong Setyembre 19, 1900 sa bisa ng Public Law No. 5.

Nagsilbing kick-off celebration ng PGOM ang programa ngayong araw na pinangunahan ng Provincial Human Resource Management Office (PHRMO) at Provincial Administrator’s Office (PAdmO). Layunin nitong gawing mas makabuluhan ang paggunita sa anibersaryo ng Civil Service habang binibigyang-halaga ang kapakanan, kontribusyon, at dedikasyon ng mga kawani ng pamahalaang panlalawigan.

Nagbigay rin ng maikling mensahe si Vice Governor Jojo Perez para sa mga kawani ng PGOM, kung saan binigyang-halaga niya ang kanilang patuloy na dedikasyon at mahalagang papel sa paghahatid ng serbisyo sa mga mamamayan ng Oriental Mindoro.

Bilang munting pagpapakita ng pagpapahalaga, naghandog ang PHRMO ng birthday tokens para sa mga empleyadong nagdiriwang ng kanilang kaarawan ngayong buwan ng Setyembre.

Bukod dito, may inihanda ring mga espesyal na treats at exclusive offers para sa mga kawani ng PGOM na maaaring ma-avail sa pamamagitan ng mga pakikipagtulungan ng PHRMO sa iba’t ibang private establishments. Bahagi ito ng mga inisyatibong naglalayong magbigay ng karagdagang perks at pagpapahalaga sa mga empleyado bilang pagkilala sa kanilang patuloy na dedikasyon sa serbisyo.

Samantala, isa sa mga naging highlight ng kick-off celebration ang masiglang Zumba Session na pinangunahan ni Coach Vee, kung saan aktibong nakiisa ang mga empleyado ng PGOM. Naging mas masigla ang pagsisimula ng Civil Service Month habang itinataguyod ang health, wellness, at camaraderie sa hanay ng mga kawani.

Higit pa sa isang selebrasyon, ang 126th PCSA ay nagsisilbing paalala na ang pagiging lingkod-bayan ay hindi lamang tungkol sa posisyon o tungkulin. Ito ay tungkol sa pagkakaroon ng puso sa paglilingkod, dangal sa bawat responsibilidad, at galing sa bawat serbisyong iniaalay para sa bayan.

Mabuhay ang mga Lingkod Bayani! Mabuhay ang Philippine Civil Service!
