A NEW CHAPTER in youth governance is unfolding as Catanduanes youth development officers join the National Youth Commission (NYC) in strengthening their capacity to guide the next generation of young leaders through the enhanced Sangguniang Kabataan (SK) and Local Youth Development Council (LYDC) modules.

The Catanduanes delegation is participating in the three-day Training of Trainers (TOT) on the Enhanced SK and LYDC Modules for Local Youth Development Officers (LYDOs) and Local Resource Institutions (LRIs), held on October 8โ€“10, 2026, at Green Sun Hotel, Makati City.

The delegation is composed of Catanduanes Association of Youth Development Officers (CAYDO) President John Joseph Tabirao, LYDO of San Miguel; Mr. Dave S. Tolentino, Provincial Youth Development Officer; Ms. Mary Grace Tabinas, LYDO of Virac; Ms. Lorie Dayta, LYDO of Caramoran; and Engr. Joycinth Usero, LYDO of Viga.

In his message, Assistant Secretary and NYC Commissioner Representing Luzon Michael Christophe Agustin encouraged LYDOs to remain committed to their responsibilities and commended their contributions to guiding and supporting young people, particularly Sangguniang Kabataan officials, in carrying out their roles in local youth governance.

A major highlight of the training is the introduction of the enhanced 2026 SK/LYDC modules and guides, which shifts from topic-based orientation to competency-based learning and practical operations.

The revised learning material reorganizes the curriculum into seven integrated modules, strengthens parliamentary procedure, expands planning into a full cycle, and introduces additional guidance on the first 100 days of service, compliance, accountability, reporting, and disciplinary matters.

The enhanced approach aims to move beyond simply familiarizing SK officials with laws and organizational structures. It emphasizes developing their capacity to understand the needs of young people, govern properly, plan and budget effectively, comply with requirements, and remain accountable in serving their constituents.

Through the training, the CAYDO delegation seeks to strengthen its capacity to facilitate youth governance learning and support the effective implementation of the enhanced modules in Catanduanes.

As youth governance continues to evolve, the initiative underscores the vital role of youth development officers in equipping SK officials with the knowledge, competencies, and practical skills needed to transform their leadership responsibilities into meaningful action for the youth.

Team Amihan is composed of the Local Youth Development Office (LYDO), Municipal Assessorโ€™s Office, Municipal Treasury Office, Municipal Environment and Natural Resources Office (MENRO), Nutrition Services Office, DILG Caramoran, and PNP Caramoran.

Beyond our respective duties and responsibilities, this celebration gave us an opportunity to strengthen our bonds, appreciate one another, and celebrate the spirit of being one LGU family.
