Due to strong gale-force winds associated with the Northeast Monsoon, the Philippine Coast Guard has suspended sea travel of vessels weighing 250gt and below in Lavezares, Rosario, San Jose, Bobon, Catarman, Mondragon, San Roque, Pambujan, Laoang, Palapag, Mapanas, Gamay and Lapinig, Northern Samar earlier today, December 4, 2025.

The Provincial Legal Office successfully conducted a two-day Basic Legal Education Seminar at the Gamay District Hospital, bringing essential legal knowledge closer to frontline government personnel. The activity aimed to strengthen legal awareness, promote accountability, and enhance the quality of public service in Northern Samar’s health sector.

A team of resource speakers from the Provincial Legal Office led the sessions, each focusing on key laws relevant to public servants. Atty. Retuya provided a comprehensive discussion on the Data Privacy Act, emphasizing proper handling of sensitive personal information and the obligations of government personnel as personal information controllers. Atty. Remigio highlighted the salient provisions of RA 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act, underscoring the need for streamlined processes and compliance with service standards.

To promote a safe and respectful workplace, Atty. Albino presented the core principles and prohibited acts under the Safe Spaces Act (RA 11313). Meanwhile, Atty. Calvo and Atty. Infante explained the 2017 Rules on Administrative Cases in the Civil Service (RACCS), clarifying procedures, due process requirements, and common administrative liabilities. Rounding out the program, Atty. Pelito delivered an in-depth discussion on the Magna Carta for Public Health Workers, ensuring that hospital personnel understand their rights, benefits, and protections under the law.

The first day of seminar concluded with a shared commitment from all participants to apply these legal principles in their daily functions, fostering a more compliant, ethical, and service-oriented environment within the Gamay District Hospital.

The activity was made more meaningful through the participation of the Provincial Legal Office (PLO-PGNS), with Atty. Paredes and Atty. Manaog serving as Resource Speakers. Their comprehensive presentations covered the core principles of public accountability, ethical conduct, and professional responsibility mandated by RA 6713.

The lawyers of the Provincial Legal Office provided clear legal insights, practical examples, and situational guidelines that helped participants better understand the standards expected of all government personnel. Their contributions significantly strengthened the session’s objective of promoting ethical governance, integrity, and responsible public service within the Provincial Government of Northern Samar.

The collaboration between PHRMDO and the Provincial Legal Office reflects the continued commitment of the provincial government toward capacity-building programs that reinforce professionalism and ethical values among its workforce.
