Here are some highlights from Salimbay: A Sangguniang Kabataan (SK) Training on Climate Action and Disaster Resilience, which took place this April 25-29 in Quezon City!
Guided by the theme, โFor Resilience Redefined, Piloting Youth-led CADR for Sustained Impact,โ this 4-day event immersed our young leaders in five comprehensive modules. From kickstarting their climate changemaker journeys and understanding local climate realities, to taking climate action and building resilience through CCA and DRR, attendees learned exactly how to turn their ideas into action. Mastering these core concepts sparked incredible collaboration and helped forge new partnerships as these youth leaders geared up to build climate-resilient communities in their respective localities!

About the Organizers:
National Youth Commission (NYC), Positive Youth Development Network (PYDN), and UNICEF Philippines
The partnership between the NYC, PYDN, and UNICEF Philippines strengthens efforts to institutionalize meaningful youth participation in climate action and disaster resilience (CADR) through the Kabataang Resilient Program (KRP) โ a flagship program of PYDN and UNICEF Philippines.
KRP aims to embed children and youth engagement in CADR by working closely with national government agencies, youth organizations, and civil society organizations. As part of this effort, a new module has been developed for Sangguniang Kabataan (SK) Councils, Local Youth Development Offices (LYDOs), and Local Government Units (LGUs). This offers practical tools to integrate youth-led initiatives into local climate and disaster plansโensuring that young Filipinos are recognized as key partners in building sustainable and climate-resilient communities.

On April 28, 2026, the Sangguniang Kabataan Councils of Ipil-Ipil and Polangi actively participated in Day 4 of the Salimbay: SK Climate Change Adaptation and Disaster Risk Reduction (CADR) Training, further strengthening their commitment to climate-responsive governance and disaster preparedness.
The session focused on the key module, Turning Ideas into Action, which guided young leaders in developing comprehensive plans such as the CBYDP and ABYIP. Participants engaged in crafting proposals and explored how CADR can be effectively integrated into the PYDNโs 10 Centers of Participation.
In the evening, the participants gathered for a fellowship night, highlighted by the awarding of recognitions and group performancesโcelebrating both their learnings and shared experiences throughout the training.

The session advanced two core modules: (Module 2) Understanding Climate Realities and (Module 3) Climate Change Actions. These discussions provided young leaders with a comprehensive and evidence-based understanding of climate changeโits drivers, particularly carbon emissions, its localized impacts, and the legal frameworks that guide climate mitigation and adaptation efforts.
Through dynamic exchanges and interactive learning activities, participants strengthened their capacity to translate climate knowledge into actionable, community-based strategies. Today, April 25, 2026, the Sangguniang Kabataan Councils of Barangay Ipil-Ipil and Barangay Polangi actively took part in National-wide Salimbay: SK Climate Change and Disaster Risk (CADR) Training, an initiative led by the National Youth Commission (NYC) in partnership with the Philippine Youth Development Network (PYDN) and Kabataan Resilient. This national convergence brought together outstanding Sangguniang Kabataan councils from various regions across the Philippines.
This capacity-building engagement underscores a collective commitment to advancing Climate Change Adaptation and Disaster Risk Reduction integration within local youth governance. Through in-depth module discussions and interactive, team-based activities, the program not only enhanced the technical knowledge of young leaders but also strengthened collaboration, leadership synergy, and community-oriented responsiveness.
