In celebration of the 35th Anniversary of the Local Government Code of 1991 (Republic Act No. 7160), barangays across Catbalogan City display commemorative tarpaulins to honor this landmark legislation that continues to shape local governance in the country.

The initiative serves as a reminder of the vital role of barangays as the frontline of public service, bringing government closer to the people and ensuring that community needs are heard and addressed. It also highlights the importance of local autonomy, accountable leadership, and active citizen participation in building responsive and empowered communities.

As we commemorate this milestone, may the principles of the Local Government Code continue to guide our local leaders and communities toward meaningful development and better public service.

Pursuant to DILG Memorandum Circular No. 2026-012, all barangays are encouraged to conduct their Barangay Assembly Day for the Second Semester of CY 2026 on any Saturday or Sunday of October.

This is your opportunity to learn about your barangay’s accomplishments, financial reports, ongoing projects, and development priorities. More importantly, it is a platform to raise concerns, ask questions, and contribute ideas for your community.

The exact date, time, and venue will be announced by your respective barangay.

𝗖𝗔𝗧𝗕𝗔𝗟𝗢𝗚𝗔𝗡 𝗖𝗜𝗧𝗬 𝗦𝗛𝗢𝗪𝗖𝗔𝗦𝗘𝗦 𝗚𝗢𝗩𝗘𝗥𝗡𝗔𝗡𝗖𝗘 𝗜𝗡𝗜𝗧𝗜𝗔𝗧𝗜𝗩𝗘𝗦 𝗜𝗡 𝗥𝗟𝗚𝗖 𝗥𝗘𝗚𝗜𝗢𝗡𝗔𝗟 𝗔𝗦𝗦𝗘𝗦𝗦𝗠𝗘𝗡𝗧

The City Government of Catbalogan underwent the Regional Validation for the Regional Local Governance Champions on October 8, 2026, at the Sangguniang Panlungsod Session Hall, Catbalogan City, Samar, following its identification as a potential passer during the provincial validation.

The validation was conducted by the Department of the Interior and Local Government Regional Office VIII Regional Assessment Team, led by LGOO VI Adrian Thomas L. Colasito, Assistant Division Chief of the Local Government Monitoring and Evaluation Division (LGMED), together with LGOO III Engr. Joven Estrelles, Regional Focal Person. They were assisted by LGOO VII Carolina O. Ampong, DILG Samar Cluster Head; Atty. Marlito Joshua B. Amistoso, Provincial Focal Person; CLGOO Ma. Vanessa C. Borja and Estefanie Raechel D. Reyes of the DILG Catbalogan City.

Catbalogan City was identified as potential awardee based on the initial RLGC calibration results. As part of the regional assessment, the validation team conducted a comprehensive review of governance-related documents and onsite inspections of facilities and projects to verify the city's compliance with RLGC standards.

Following the document review and field validation, the assessment team convened an exit conference with officials and employees of the City Government of Catbalogan and representatives of partner agencies to discuss the assessment results, observations, and recommendations.

During the exit conference, Engr. Estrelles emphasized the importance of strengthening environmental management, particularly solid waste management, as a growing concern for urban centers. He encouraged the city to prioritize this area, stressing that it is a responsibility that local governments must take seriously.

Meanwhile, LGOO VI Colasito commended the city's programs and initiatives, particularly its state-of-the-art Operations Center (OPCEN). He emphasized that good governance requires continuous improvement and collective effort, reminding the local government that there is always room for improvement despite its commendable accomplishments.

City Mayor Hon. Dexter M. Uy congratulated the city government personnel and partner agencies for their efforts in preparing for the assessment. He recalled the challenge raised during the previous year's assessment concerning an environmental management indicator, which motivated the local government to address its shortcomings and work toward meeting the required standards.

DILG Samar Cluster Head Carolina O. Ampong also expressed her appreciation for the city's efforts, noting that the observations and recommendations from the previous year's assessment had been addressed accordingly. She encouraged the local government to sustain its commitment to improving governance practices and pursuing innovative approaches to public service delivery.

The regional validation reflects Catbalogan City's continuing commitment to strengthening local governance, improving public service delivery, and upholding standards of excellence across critical governance areas. As the city advances through the RLGC assessment process, the activity underscores the importance of collaboration, accountability, and continuous improvement in building a more resilient, inclusive, and sustainable community.

𝗖𝗔𝗧𝗕𝗔𝗟𝗢𝗚𝗔𝗡 𝗖𝗜𝗧𝗬 𝗗𝗘𝗖𝗟𝗔𝗥𝗘𝗦 𝗦𝗧𝗔𝗕𝗟𝗘 𝗜𝗡𝗧𝗘𝗥𝗡𝗔𝗟 𝗣𝗘𝗔𝗖𝗘 𝗔𝗡𝗗 𝗦𝗘𝗖𝗨𝗥𝗜𝗧𝗬 𝗖𝗢𝗡𝗗𝗜𝗧𝗜𝗢𝗡

The City Government of Catbalogan formally declared its Stable Internal Peace and Security Condition and held the signing of a Memorandum of Understanding on October 7, 2026, at the Catbalogan City Plaza, signifying a major achievement in the city’s continuing pursuit of lasting peace, security, and sustainable development.

The achievement reflects the collective efforts and support of the City Government of Catbalogan, Samar Provincial Local Government, Department of the Interior and Local Government, Samar Police Provincial Office, Bureau of Fire Protection, Philippine Army and the Bureau of Jail Management and Penology, and other stakeholders working together to promote peace and security in the city.

City Mayor Dexter M. Uy described the declaration as the fulfillment of a long-awaited goal for Catbalogan City and the province of Samar. He reaffirmed the city government’s commitment to sustain the gains achieved by continuing its collaboration with security forces, national government agencies, and barangay officials in ensuring lasting peace and security for the community.

Meanwhile, Governor Sharee Ann Tan underscored the importance of sustaining peace through a whole-of-nation approach, emphasizing the need for continued collaboration among government agencies, security institutions, local communities, and other stakeholders. She also highlighted the importance of addressing social issues that may contribute to conflict as part of efforts to preserve peace and prevent the resurgence of insurgency.

DILG Samar Provincial Director Judy L. Batulan delivered the Department’s message of commitment and support, reaffirming its continued partnership with the local government and other stakeholders in strengthening local governance, promoting peace and order, and sustaining a peaceful and secure environment for the people of Catbalogan.

A key highlight of the ceremony was the signing of the Memorandum of Understanding, which formalized the commitment of participating institutions and stakeholders to work collectively toward maintaining the city’s stable peace and security condition.

The declaration underscores the importance of inter-agency cooperation, community participation, and sustained government efforts in achieving peace and security. Beyond recognizing the city’s accomplishments, it reinforces the shared responsibility of all stakeholders to protect the gains of peace and ensure that Catbalogan City remains a safe, peaceful, and progressive community for present and future generations.
