True public service begins with what influences our actions and decisions from within.

In alignment with the Civil Service celebration, Ms. Florence F. Donato from the City Gender and Development (GAD) Office spearheaded a re-echo session on the Public Service Values Program (PSVP) on September 17, 2026, at the Cauayan City Hall, Bamboo Hall.

The learning engagement revisited the four shared foundational values of civil servants, PIES:
1. Patriotism: Serving with genuine love of country and people, guided by justice and moral courage.
2. Integrity: Consistently adhering to ethical standards, transparency, and accountability, both in public and behind closed doors.
3. Excellence: Cultivating an internal growth mindset to deliver superior work standards for the transacting public.
4. Spirituality: Finding purpose, connectedness, and moral reflection in day to day governance and decision making.

By translating shared values into everyday behavior, LGU Cauayan City continues to build pockets of excellence and champion compassionate, principled public service!

September 11 & 14, 2026 | Bamboo Hall, Cauayan City Hall

Advancing public transparency and community participation, the Department of the Interior and Local Government (DILG) Cauayan City, headed by Ms. Lakambini Salvacion C. Cayaba, spearheaded a two-day Open Government Partnership (OGP) and Participatory Governance Workshop on September 11 and 14, 2026, at the Bamboo Hall, Cauayan City Hall.

The activity was further strengthened by the Message of Support from Dir. Agnes A. De Leon, CESO IV, Regional Director of DILG Region 2, duly represented by Elsbeth T. Maralli, Chief of the Local Government Capability Development Division, underscoring the importance of collaborative and participatory governance at the local level.

The sessions gathered local planners, Civil Society Organizations (CSOs), and development partners to explore innovative mechanisms for integrating grassroots experiences directly into local policies and investment programs.

Substantive technical guidance steered the sessions, with Atty. Jann Victor Fermin discussing the OGP Localization Roadmap and Work Plan to provide strategic direction for local implementation. Further enriching the workshop, Ms. Cecilia B. Mangabat from Isabela State University (ISU) Cabagan discussed the Co-Creation of Flagship Programs and Actions, with Ms. Roselle M. Beltran, also from ISU Cabagan, assisting during the technical critique to refine sectoral outputs.

Central to the agenda was the Philippine Open Government Partnership (PH-OGP) Localization Steering Committee, which aligned the “Serbisyong Una Ka Dito (SUKD): City Hall on Wheels” initiative with open government standards to ensure accessible and gender-responsive grassroots services.

This collaborative effort reinforces Cauayan City’s continuing commitment to building an open, accountable, and truly people-centered local government.

Finalization of the Local Poverty Reduction Action Plan (LPRAP) Matrix

September 9–10 & 14, 2026 | Bamboo Hall, Cauayan City Hall

The City Government of Cauayan successfully conducted the Finalization of the Local Poverty Reduction Action Plan (LPRAP) Matrix on September 9–10 & 14, 2026, at the Bamboo Hall, Cauayan City Hall. The activity brought together members of the City Poverty Reduction Action Committee (CPRAC), Civil Society Organizations (CSOs), and partner CSOs to translate poverty profiling data and sectoral inputs into an actionable, gender-responsive development roadmap.

To ground the planning process in clear policy and methodological guidelines, substantive orientations were delivered during the sessions. Ms. Lakambini Salvacion C. Cayaba discussed the legal bases and overview of NAPC-DILG Joint Memorandum Circular (JMC) No. 001, Series of 2025, while Ms. Karla Bernadette M. Aldea-Rollan presented a brief overview of the RPS and guided the strategic integration of the LPRAP into the Comprehensive Development Plan (CDP). In addition, Mr. Ronaldo J. Mateo discussed the overview of the LPRAP template, packaging, and submission requirements.

Valuable technical critique and sectoral inputs were provided alongside Ms. Krista Candice Gamis from the National Anti-Poverty Commission (NAPC), helping refine and sharpen the matrix to address priority poverty gaps effectively. Discussions also highlighted the integration of the Women, Peace and Security (WPS) Agenda within the CPRAC, ensuring that peace, security, women’s participation, protection, and empowerment are considered in local poverty reduction planning.

Grounded in the Magna Carta of the Poor (RA 11291) and the Magna Carta of Women (RA 9710), discussions focused on embedding sex-disaggregated data and gender-differentiated vulnerability analyses into the city’s poverty profile.

By establishing clear operational timelines, assigned responsibilities, and a monitoring framework, the initiative aligns local interventions with the Five Fundamental Rights of the Poor, while advancing gender-responsive and inclusive governance to ensure that no Cauayeño is left behind.
