1 CHINESE, 4 FILIPINOS ARRESTED OVER ALLEGED FISHERIES LAW VIOLATION; ₱1.05M FROZEN FISH SEIZED

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief, Philippine National Police (PNP), a joint law enforcement operation in Caloocan City led to the seizure of ₱1.057 million worth of frozen fish and the arrest of five individuals over an alleged fisheries law violation.

On September 30, 2026, the Criminal Investigation and Detection Group (CIDG), with the Bureau of Fisheries and Aquatic Resources (BFAR), the Department of Agriculture Inspectorate and Enforcement, and other police units, implemented a court-issued search warrant at a cold storage facility along C-4 Road, Barangay 8, Dagat-dagatan, Caloocan City.

Authorities seized 755 boxes of frozen Pacific mackerel valued at ₱1,057,000.00 based on BFAR pricing, along with an Isuzu wing van truck. Five individuals—one Chinese national and four Filipinos—were arrested. The Chinese national identified as the principal subject of the warrant was not present during the operation and remains at large.

The arrested individuals face a complaint for alleged violations of Fisheries Administrative Order No. 275 in relation to the Philippine Fisheries Code, as amended. Authorities are preparing the documents for referral to the City Prosecutor’s Office. The allegations remain subject to due process.

PNP Chief, Police General Jose Melencio C. Nartatez Jr., said the operation underscores the importance of enforcing the law while ensuring that every action is supported by evidence and respects due process.

“Trabaho nating ipatupad ang batas nang patas at naaayon sa tamang proseso. We must protect our fisheries resources and make sure that those who follow the rules are treated fairly. Lahat ng hakbang natin ay dapat may sapat na batayan at paninindigan,” PGen Nartatez said.

The operation supports the PNP Focused Agenda, particularly Enhanced Managing Police Operations (EMPO), through coordinated enforcement with partner agencies. It also aligns with President Ferdinand R. Marcos Jr.’s efforts to strengthen law enforcement and protect the country’s natural resources.

The PNP remains committed to lawful, professional, and coordinated service in pursuit of public welfare and national development, guided by its commitment to a Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

ACCOUNTABILITY STARTS WITHIN: PNP RESOLVES 2,719 ADMINISTRATIVE CASES

Under the leadership of Police General Jose Melencio C. Nartatez Jr., Chief of the Philippine National Police (PNP), the PNP continues to enforce discipline and uphold professional standards within its ranks, with 2,719 personnel sanctioned in administrative cases resolved from January 1 to September 30, 2026.

The penalties imposed reflect the PNP’s commitment to addressing administrative violations through established procedures. Of the 2,719 personnel, 713 were dismissed from the service, 1,324 were suspended, 112 were demoted, 437 received reprimands, 59 were penalized with forfeiture of salary, 22 were placed under restriction, and 52 had their privileges withheld.

These actions reinforce the principle that police personnel are expected to uphold the highest standards of discipline, integrity, and accountability in public service. The effort is aligned with the PNP Focused Agenda, particularly Integrity Monitoring, and the organization’s zero-tolerance policy for administrative violations, which underscore the importance of ethical conduct and accountability within its ranks.

Chief PNP PGen Nartatez stressed that maintaining public trust requires the organization to address violations within its own ranks while ensuring fairness and due process in every administrative proceeding.

“Kung gusto nating pagkatiwalaan tayo ng publiko, kailangan magsimula iyon sa loob ng ating organisasyon. We have rules and standards for a reason, and we must apply them fairly and consistently. Kapag may pagkukulang o paglabag, kailangang tugunan ito sa tamang proseso. That is part of being accountable to the people we serve,” PGen Nartatez said.

The PNP will continue to strengthen internal discipline, promote professionalism, and ensure that accountability remains an essential part of police service. Through consistent enforcement of its standards and a commitment to public trust, the organization advances its mission of delivering Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat at Nararamdaman.

BURIED CTG ARMS CACHE SURFACES FOUR DAYS AFTER DEADLY ISABELA BLAST

The Philippine National Police (PNP), under the command of PNP Chief PGEN Jose Melencio C. Nartatez Jr., unearthed a suspected Communist Terrorist Group (CTG) arms cache in Barangay Sinamar, Roxas, Isabela, on October 8, 2026, four days after an explosion in the same community killed three children and an 85-year-old woman.

Acting on information provided by a former rebel identified by the alias “Bira” on October 7, the 1st Isabela Provincial Mobile Force Company (1st IPMFC), in coordination with PNP Isabela, located and excavated the suspected cache. Inside a buried blue bucket were three M76 high-explosive r***e grenades, two 40mm high-explosive cartridges, one improvised anti-personnel mine, a blasting cap, a commercial time fuse, two meters of detonating cord, five 12-gauge sh***un cartridges, 65 rounds of 7.62mm am******on, one improvised sh***un, and one 7.62mm magazine. The recovery also included two handheld radios, a bandolier, CTG-related clothing, a camouflage upper garment, a raincoat, and other equipment and documents.

The find comes amid an investigation into the October 4 explosion in Purok Raniag, Barangay Sinamar, which killed four people and injured four other minors. Initial findings suggested that an object picked up by children from a drainage canal may have exploded while they were playing. The PNP Explosive Ordnance Disposal and Canine Unit conducted a post-blast investigation to establish the device’s type and origin. The recovered cache was placed under temporary custody at the 1st IPMFC for documentation.

“Hidden explosives are a danger even when they appear far removed from active operations. We will pursue information that helps uncover these threats and prevent deadly materials from reaching unsuspecting civilians,” PGEN Nartatez said.

“Hindi laruan ang mga bala at pampasabog. Kapag may makita kayong kahina-hinalang bagay, huwag itong galawin at agad ipagbigay-alam sa pulisya,” he warned.

The PNP Focused Agenda provides a framework for institutional transformation, with Enhanced Managing Police Operations supporting intelligence-driven action against threats to public safety. Through timely information and decisive police response, the PNP seeks to prevent dangerous weapons and explosives from claiming more lives.

Under the directive of President Ferdinand R. Marcos Jr., the PNP remains committed to locating hazardous weapons and explosives, preventing harm to civilians, and protecting communities in line with “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman.”
