Cebu City takes another step toward strengthened, data-driven, and people-centered governance through the Comprehensive Development Plan (CDP) Orientation held on May 11, 2026 at Cebu City Hall.
The activity gathered key offices, planners, and stakeholders to align on the updated Comprehensive Development Plan (CDP+) process, assessment tools, planning frameworks, timelines, and local data collection systems essential for the city’s long-term development direction.
Led by the Cebu City Planning and Development Office (CPDO) in coordination with the Department of the Interior and Local Government (DILG) Cebu City, the orientation emphasized synchronized local planning and budgeting, mainstreaming of development concerns, and the critical role of the City Planning Team in shaping sustainable and responsive programs for Cebu City.
Together, we continue building a smarter, resilient, and future-ready Cebu City.

Cities Consultation Series: ASEAN Sustainable Urbanization Programme – Phase II
Cebu City Co-Design Workshop Mission
United Nations Human Settlements Programme is supporting Cebu City in developing a technical proposal to improve urban mobility and strengthen data-driven decision-making systems.
The co-design workshop brings together key stakeholders, including city offices, national government agencies, non-government organizations, and local transport cooperatives, to align strategies, validate data, and define implementable actions for a more efficient and responsive urban transport system.

Nestor Archival has called on all barangay captains in Cebu City to establish compost bins in their respective communities as part of the city’s intensified effort to manage solid waste and reduce landfill congestion.
During the 3rd Cebu City Development Council (CCDC) Full Council Meeting held on March 26, 2026, Mayor Archival emphasized the urgent need to minimize biodegradable waste, which significantly contributes to the volume of garbage disposed of in landfills. He highlighted that improper waste management continues to strain facilities such as the Binaliw Landfill, leading to environmental and operational challenges.
To support this initiative, the mayor invited Giovanni Romarate, Executive Director of the Cebu City Eco Park, to conduct a live demonstration for barangay officials. Romarate showcased practical methods of composting using accessible and sustainable materials, including recycled containers and PVC pipes.
He also walked participants through the step-by-step process of creating an effective compost system, emphasizing proper layering, maintenance, and usage. To further encourage adoption, materials necessary for building compost bins were distributed to barangay representatives after the session.
The initiative forms part of Cebu City’s broader environmental strategy to promote sustainable waste management practices at the grassroots level, empowering communities to take an active role in reducing landfill dependence and protecting the environment.

Earlier, we welcomed Executive Director Ryoichi Kozuka of Yokohama City’s Sewerage and Rivers Bureau, together with Management Division Manager Akihito Kubota, representatives from JICA, and our CPDO team for a discussion on water and environmental management.
Our discussion focused on improving sewerage systems, strengthening drainage planning, and exploring sustainable solutions as Cebu continues to grow. We also value the insights shared by Yokohama, especially in long-term planning and public-private partnerships.

Metro Cebu leaders and international partners came together for the 2nd Joint Coordination Committee Meeting on the Master Plan Study for the Comprehensive Sewerage System Development of Metro Cebu on March 24, 2026, held at the Capitol Social Hall.
The meeting gathered key officials from across the region, alongside representatives from the Japan International Cooperation Agency (JICA), to review progress, align priorities, and move forward with long-term solutions for sewerage and sanitation.
Cebu Province Governor Hon. Pamela Baricuatro led the engagement, joined by Mr. UENO Yudai, Consul-General of Japan to Cebu; Mr. AOKI Nobuhiko, Senior Representative of JICA Philippines; and Mr. KOZUKA Ryoichi of Yokohama’s Sewerage and Rivers Bureau.
Metro Cebu local government units were well-represented, including Mandaue City Mayor Hon. Thadeo Jovito Ouano, officials from the Metropolitan Cebu Water District (MCWD), the Local Water Utilities Administration (LWUA), and the Cebu City Development Council.
During the session, JICA’s expert team presented updates on the ongoing master plan, outlining key developments and proposed strategies to improve wastewater management, protect the environment, and support public health across the metro.
The meeting also featured a panel discussion that encouraged collaboration and open dialogue among stakeholders, reinforcing a shared commitment to sustainable urban development.
This initiative highlights the continued partnership between local governments and international stakeholders in building a cleaner, safer, and more sustainable Metro Cebu for future generations.

Second Technical Working Group (TWG) Meeting for the Master Plan Study on Comprehensive Sewerage System Development was held on March 17, 2026 at the Cebu City Capitol Building.
The activity was spearheaded by Metropolitan Cebu Water District and Japan International Cooperation Agency, in collaboration with industry partners, the cities of Metro Cebu, and the Provincial Government.
