Farmer Spotlight | Empowering Women to Become Resilient Farmer
The City Agriculture Department proudly features Ms. Josefa Saga, a resilient and dedicated woman farmer with over 30 years of experience in agriculture.
For Josefa, farming is more than a livelihood—it is a legacy passed down through generations. From an early age, she worked alongside her parents in the fields, gaining hands-on experience that laid a strong foundation for her agricultural journey.
Over the years, she further enhanced her knowledge and skills by obtaining and participating in various agri development trainings and seminars conducted by the City Agriculture Department.
Today, Josefa cultivates rice, sponge gourd, and grasses for landscaping. Guided by years of practical experience, she practices integrated farming to improve both sustainability and productivity. She also adopts environmentally responsible methods, such as incorporating rice straw back unto the soil instead of burning it, helping maintain soil health, reuse vital resources and reduce environmental stress.
Josefa believes that successful farming requires careful planning and informed decision-making. She follows a well-structured planting schedule to efficiently manage farm activities and ensure consistent production. In addition, she remains attentive to pest and disease management, proper crop spacing, and overall plant care throughout each growing season.
Like many farmers, Josefa has also faced numerous challenges, including rising input costs, pest and disease pressures, and market limitations due to interventions of middlemen and traders. Despite these, she continues to adapt with resilience and determination. She approaches farming not only as a source of income but as a business—one that sustains her family and secures their future.
Currently, she markets her produce through middlemen while actively exploring better marketing opportunities to increase her earnings.
As an active member of her farmers’ association, Josefa regularly engages with fellow farmers, exchanging and sharing knowledge and strengthening community support.
Looking ahead, she remains committed to improving her farm practices, increasing her income, and continuing to provide for her family.
The City Agriculture Department remains steadfast in supporting empowered farmers like Josefa through continuous training, technical assistance, and strong community collaboration.

JICA Staff and Representatives Visit Cebu City Agriculture Department and Farmer Associations: Strengthening Local Agriculture and Food System
Cebu City recently welcomed representatives from the Japan International Cooperation Agency (JICA) for an official visit to the City Agriculture Department and selected local farmer association in Barangay Agsungot, Cebu City. The visit, accompanied by a JICA volunteer Ms Mina Funai assigned to Cebu City Agriculture, marked another meaningful step in fostering international collaboration toward sustainable agriculture and rural development.
The activity aimed to provide JICA staff and representatives with firsthand insights into Cebu City’s agricultural programs, particularly those supporting upland and marginalized farming communities. Upon arrival, the delegation was warmly received by officials and personnel of the City Agriculture Department, who presented an overview of ongoing initiatives focused on food security, climate resilience, organic farming and livelihood enhancement.
A key highlight of the visit was the interaction with local farmer associations. Farmers shared their experiences, challenges, and successes in implementing various agricultural practices, including organic farming, crop diversification, and soil conservation techniques. The exchange created an open dialogue where both parties discussed innovative solutions and practical strategies to improve productivity and sustainability.
The presence of the JICA volunteer played a vital role in bridging communication and collaboration between the Japanese delegation and the local stakeholders. The volunteer has been actively supporting capacity-building activities, technical training, and knowledge transfer within the community, contributing significantly to the strengthening of local agricultural systems.
During the field visit, JICA staff observed demonstration farms conducted by the volunteer in the Nursery and community-based projects supported by the City Agriculture Department. These included vegetable production areas, organic technology formulation, composting sites—all aimed at enhancing food production while promoting environmentally sound practices.
The delegation expressed appreciation for the dedication of Cebu City in advancing agriculture despite challenges such as urbanization and climate change and recent international issues facing by farmers and food supply. They also acknowledged the strong participation of farmer associations as a critical factor in the success of local programs.
This visit not only reinforced the partnership between JICA and Cebu City but also opened opportunities for future collaboration, particularly in areas such as agri-technology, natural farming, post-harvest facilities, and sustainable farming innovations.
As Cebu City continues to pursue inclusive agricultural development, partnerships with organizations like JICA remain essential. Through shared knowledge, technical expertise, and mutual commitment, such collaborations help empower local farmers and contribute to a more resilient and food-secure community.
The visit concluded with optimism and a renewed commitment to strengthening ties, ensuring that Cebu City’s agricultural sector continues to thrive with support from both local and international partners.
