Pursuant to Republic Act No. 12254, or the E-Governance Act, the Department of Information and Communications Technology is reorganizing and restructuring the ICT Literacy and Competency Development Bureau (ILCDB) into the ICT Academy.

As the government’s central institution for ICT education, workforce upskilling, and E-Governance competency development, the ICT Academy will strengthen efforts to deliver quality ICT education and develop globally competitive digital skills among Filipinos.

This transition marks an expanded role and strengthened commitment to making ICT learning, skills development, and digital opportunities more accessible across the country.

From Opportunity to Impact: Janna’s Full-Circle Journey

Sometimes, one opportunity is all it takes to change the course of a life.

Meet Janna Sofia Escolar Hupp—admitted to Harvard University for a double degree in Neuroscience & Economics. But long before Harvard, Janna’s story began as a shy kid stepping into the ICDL Asia Digital Challenge hosted by the Department of Information and Communications Technology (DICT).

With the support and belief of the DICT community, Janna found her confidence, won for the Philippines, and transformed her mindset from "How do I achieve this for myself?" to "How do I create opportunities for others?"

Today, Janna has come full circle—partnering back with DICT in Cebu City and Bogo City to lead digital literacy workshops for the youth. Because what separates people isn't ability—it's access and someone willing to give them a chance.

✨ Dream big, work hard, and pay it forward.
