To the taxpayers of Cebu City—whose hard-earned contributions make public health programs possible—and to the people of Cebu City at large, we extend our sincerest gratitude for your continued trust and confidence in the City Hospitalization Assistance and Medicines Program (CHAMP). Since the time we took office in July 2025, CHAMP has worked deliberately to rebuild systems, restore partnerships, and refocus its services on what truly matters—timely, fair, and humane healthcare assistance.

Among the key milestones we are grateful to have achieved are:
• The reestablishment of strong working relationships with our provider network across Cebu City, founded on transparency and mutual accountability;
• The streamlining of service delivery through proper case management, enabling more responsible management of public resources while ensuring appropriate patient support;
• The opening of collaborations with NGOs, providing more opportunities for beneficiaries to access life-changing surgical procedures;
• The successful resolution of a two-year backlog in reimbursements, restoring confidence among beneficiaries; and
• The timely settlement of billables to our provider network, ensuring continuity of care and strengthened partnerships.

These accomplishments would not have been possible without the unwavering support and backing of our city leadership. We sincerely thank Mayor Nestor Archival, Vice Mayor Tommy Osmeña, and the Honorable Members of the City Council for their steadfast guidance, trust, and commitment to strengthening public health services for every Cebuano.

As we move forward to 2026, CHAMP remains committed to further professionalizing its services by:
• Establishing a new Implementing Rules and Regulations (IRR) as a stronger foundation for governance and service delivery;
• Reducing paper consumption by at least 60%; and
• Introducing digitalization of processes to improve efficiency, accountability, and accessibility.

The City Government, Office of the Mayor, through the City Hospitalization Assistance and Medicines Program (CHAMP), has commenced the release of reimbursement checks today for individuals who availed themselves of the City’s medical assistance. This initial batch covers approved claims dating back to January 2024, reaffirming the administration’s commitment to delivering long-overdue financial relief to its constituents.

Additional releases will follow over the next few weeks as cheque-writing and processing for all remaining eligible claims are ongoing. The City Government assures the public that every qualified beneficiary will receive their reimbursement at the soonest possible time.
