On 19 May 2026, the Department of Migrant Workers โ Regional Office VII (DMW RO VII), represented by Regional Director Jhoaden G. Lucero, MM, EnP, CESO IV, signed a Memorandum of Agreement (MOA) with the University of Bohol (UB), represented by its University President, Dr. Victoriano Tirol III.
As part of its commitment to the Open Government Partnership, this milestone marks the first MOA engagement between DMW RO VII and an academic institution in the Province of Bohol. The partnership focuses on empowering students and future Overseas Filipino Workers (OFWs) through seminars and educational programs on overseas employment, including full-cycle reintegration, anti-illegal recruitment and trafficking-in-persons campaigns, as well as pre-employment, employment, and post-employment programs and services of the Department.
Also present during the landmark event were DMW RO VII Assistant Regional Director Rex A. Tadena, Processing Division Chief Mary Chris Relon, and UBโs Dr. Lemuel O. Belarmino and graduating students.
This partnership signifies a shared commitment between DMW RO VII and UB in promoting safe, informed, and responsible overseas employment among the youth and future migrant workers.

As entry to the Open Government Week (OGW), the Department of Migrant Workersโ Regional Office VII (DMW RO VII), in partnership with the University of Bohol, successfully conducted a Pre-Employment Orientation Seminar (PEOS) for the 1400 graduating students on 19 May 2026 at the University of Bohol in Tagbilaran City, Bohol.
The seminar featured an overview of the Department of Migrant Workers, including its mandates, functions, programs and services for Overseas Filipino Workers (OFWs). The participants were also provided with comprehensive orientation and practical guidance on the proper and legitimate process of applying for jobs abroad, the realities and challenges of overseas employment, and the governmentโs intensified campaign against illegal recruitment and trafficking in persons.
Regional Director Lucero highlighted the significance of the partnership with University of Bohol as it creates champions against Illegal Recruitment and Trafficking In Persons, thereby preventing additional victims and at the same time protecting their dreams of working overseas to be able to help for their families.
Atty. Joseph Dale L. Batoctoy served as the resource person during the seminar and imparted to the future jobseekers with essential knowledge on safe, legal, and responsible overseas employment.

During the visit, the DMW RO-VII formally informed Gov. Aumentado of the installation of a regular personnel at its Bohol office and conveyed its sincere gratitude to the Provincial Government for providing an office space for the Department at the Old Capitol Building.
More than the provision of office space, the establishment of the satellite office reflects the shared commitment of both offices to bring government services closer to Overseas Filipino Workers (OFWs) and their families in the province. Through this initiative, OFWs and their beneficiaries in Bohol are given easier and more convenient access to the programs and services of the Department.

The Department of Migrant Workers Regional Office VII (DMW RO VII) made courtesy visits to the Local Government Units (LGUs) of Guindulman and Dagohoy, Bohol in preparation for the upcoming signing of Memoranda of Agreement (MOA) for the implementation of the Anti-Illegal Recruitment and Trafficking in Persons (AIRTIP) Program and the establishment of OFW Help Desks in the said municipalities.
During the separate meetings with Hon. Mayor Albino M. Balo of Guindulman, Bohol and Hon. Mayor Sofronio โMoloyโ C. Apat of Dagohoy, Bohol, the parties discussed collaborative efforts to strengthen support services and welfare programs for Overseas Filipino Workers (OFWs) and their families.
The partnerships aim to enhance assistance and provide accessible services for OFWs through the establishment of dedicated OFW Help Desks in the municipalities of Guindulman and Dagohoy, Bohol.

In line with its continued commitment of being the home of OFWs and their families, yesterday, 18 May 2026, the Department of Migrant Workers Regional Office VII (DMW RO-VII) visited the next of kin (NOK) of a deceased OFW in Dagohoy, Bohol and granted burial assistance in the amount of Php100,000.00 under the Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan (AKSYON) Fund.
OFW Esay (not her real name) worked in the United Arab Emirates as a housemaid. Due to a medical condition, she returned to her hometown, Dagohoy, Bohol, in March 2023; but, tragically passed away a few weeks later, at the age of 51. She left behind a 10-year old child.
Her brother Arno (not his real name), the NOK, then applied for assistance at the DMW RO-VII. The amount granted to the NOK under the AKSYON Fund will provide immense support during this difficult time, especially, Esay's child.
Regional Director Jhoaden G. Lucero, together with Assistant Regional Director Atty. Rex A. Tadena and personnel from the Migrant Workers Processing Division (MWPD) of DMW RO-VII, led the team who handed the cheque to the NOK.
More than financial support, the visit reflected the Departmentโs continuing commitment to delivering compassionate service to OFWs and their families.

Despite the physical effects of her illness, she welcomed everyone with a smile and a hopeful spirit โ showing remarkable strength and resilience in the face of adversity. Her positivity serves as an inspiration, and we continue to pray for her fast healing and recovery through continuous treatment and support.

On 8 May 2026, the Department of Migrant Workers Regional Office VII (DMW RO-VII) successfully conducted the "๐น๐๐๐ ๐ก๐ ๐๐๐๐ ๐ ๐ ๐๐๐ ๐๐น๐๐ ๐ข๐ ๐๐๐๐๐ ๐๐๐๐๐๐ฆ๐" in partnership with the Overseas Workers Welfare Administration Regional Welfare Office VII, LGU - Naga City, and Banco de Oro.
As part of the activity, DMW RO-VII extended nearly PHP 2 million worth of financial and livelihood assistance to Overseas Filipino Workers (OFWs) and their families through the Agarang Kalinga at Saklolo para sa mga OFWs na Nangangailangan (AKSYON) Fund and the Enhanced Livelihood Program for OFW Reintegration (ELPOR).
Under the AKSYON Fund, 29 beneficiaries, including distressed and medically ill OFWs, as well as next of kin (NOKs) of deceased OFWs, received a total of PHP 1,490,000.00 in assistance.
Meanwhile, 28 OFW beneficiaries received PHP 15,000.00 each, totaling PHP 420,000.00, under ELPOR. The program aims to help returning and displaced OFWs establish or strengthen sustainable livelihood opportunities as part of their reintegration journey.
Adding inspiration to the event, OFW returnees Ms. Miracol Roma and Ms. Ayrene Abaquita shared their stories of resilience and hope after being repatriated due to war conflict experienced abroad. Their testimonies encouraged fellow OFWs to remain hopeful and resilient despite lifeโs challenges.
The distribution of assistance was held at the Enan Chiong Activity Center, bringing government services closer to beneficiaries hailing from the southern part of Cebu.
