The approval on Third and Final Reading of the GAD Code of Cebu Province marks another step towards strengthening our commitment to gender equality, protection, and empowerment for all.

The Provincial GAD Office extends its appreciation to Board Member Lakambini Neneth Generans Reluya for championing this important measure, and to Governor Pam Baricuatro for the continued support and leadership in advancing GAD initiatives in the Province.

Cebu Governor Pamela Baricuatro has issued Executive Order No. 55, Series of 2025, as amended by Executive Order No. 55‑A, Series of 2026, strengthening the Province’s Gender and Development (GAD) Focal Point System.

EO No. 55, signed in September 2025, established the framework for integrating gender-responsive policies, programs, and services across all provincial offices, including GAD planning, budgeting, and coordination with key stakeholders.

This was further reinforced through EO No. 55‑A, signed on January 15, 2026, which reorganized and refined the structure of the GAD Focal Point System to improve coordination, implementation, and monitoring of GAD initiatives.

The updated system strengthens the roles of the Executive Committee, Technical Working Group, Secretariat, and Monitoring and Evaluation Team to ensure more efficient delivery of gender-responsive programs and services.
Anchored on the Magna Carta of Women, these measures highlight Cebu Province’s continued commitment to inclusive, gender-responsive, and people-centered governance.
