The Department of Agrarian Reform (DAR) is the Philippine government agency responsible for implementing the country’s agrarian reform program, primarily through land distribution, legal support, and development assistance for farmers. Under the Comprehensive Agrarian Reform Program (CARP), DAR ensures land tenure improvement by distributing agricultural lands to qualified beneficiaries. It also provides agrarian justice by resolving land disputes and offering legal assistance to farmers. Additionally, DAR delivers essential support services such as training, credit assistance, and infrastructure to help agrarian reform beneficiaries (ARBs) enhance productivity. Through partnerships with other government agencies, private sectors, and international organizations, DAR promotes rural development and aims to improve the livelihoods of farmers while fostering sustainable agriculture in the Philippines.

October 8, 2026 | Cebu — The Department of Agrarian Reform Provincial Office of Cebu (DARPO Cebu) conducted the Presentation of CY 2026 Third Quarter Accomplishments of Sectors and DAR Municipal Offices (DARMOs), highlighting the integration of Gender and Development (GAD) principles in the implementation of agrarian reform programs and services.

The activity provided an opportunity to review the department's accomplishments, assess challenges, and identify strategic measures to further improve operational efficiency and service delivery. It also emphasized the importance of gender equality, inclusivity, and gender-responsive governance in advancing the welfare of Agrarian Reform Beneficiaries (ARBs) across Cebu Province.

Through continuous performance assessment, strengthened collaboration, and the integration of GAD principles, DAR Cebu remains committed to achieving its targets and delivering meaningful, inclusive, and sustainable agrarian reform services to farming communities.

The activity was held under the leadership of PARPO II Christian Louis G. Luna, with the participation of OIC PARPO I Judly O. Li, together with the Division Chiefs, DAR Personnel, Municipal Agrarian Reform Program Officers (MARPOs), and DARMO staff from various municipalities across Cebu Province.

In preparation for the upcoming title distribution, officials of the Department of Agrarian Reform Provincial Office of Cebu paid a coordination visit to the Office of the Provincial Registrar of Deeds for Cebu Province to discuss updates and ensure the smooth processing and release of land titles intended for Agrarian Reform Beneficiaries.

The visit further strengthened the coordination between DAR Cebu and the Registry of Deeds, highlighting the importance of close inter-agency collaboration in expediting land titling activities and delivering secure land ownership to qualified farmer-beneficiaries.

The DAR Cebu delegation was led by PARPO II Christian Louis G. Luna, together with OIC PARPO I Judly O. Li, OIC PCAO Atty. Alvin B. Heramiz, OIC CARPO-LTID Theresa Lynn L. Enemecio, and Executive Assistant Atty. Kevin Klint J. Kho, who met with Provincial Registrar of Deeds for Cebu Province Atty. Ariel B. Condat to discuss updates and preparations for the forthcoming title distribution.

𝗟𝗘𝗚𝗔𝗟, 𝗟𝗧𝗜 𝗧𝗘𝗔𝗠𝗦 𝗖𝗢𝗡𝗩𝗘𝗥𝗚𝗘 𝗧𝗢 𝗥𝗘𝗦𝗢𝗟𝗩𝗘 𝗟𝗔𝗡𝗗𝗛𝗢𝗟𝗗𝗜𝗡𝗚 𝗜𝗦𝗦𝗨𝗘𝗦 𝗨𝗡𝗗𝗘𝗥 𝗣𝗥𝗢𝗝𝗘𝗖𝗧 𝗦𝗣𝗟𝗜𝗧

The leadership and concerned staff of the Legal Division and Land Tenure Improvement (LTI) Division of the Department of Agrarian Reform Regional Office VII convened to discuss and resolve issues involving problematic landholdings under the Support to Parcelization of Lands for Individual Titling (SPLIT) Project.

Led by Assistant Regional Project Manager Atty. Saripah D. Manonggiring, the meeting brought together key personnel, including Legal Coordinator Atty. Chelzee S. Alinsug and Parcelization Component Coordinator Josefina B. Mahilum, among others.

The convergence underscored the importance of close coordination between the Legal and LTI teams in addressing landholding concerns and facilitating the resolution of cases that may affect the smooth implementation of the SPLIT Project.

The Department of Agrarian Reform (DAR) Cebu and the Land Registration Authority (LRA) continue to strengthen their partnership and coordination in preparation for the upcoming title distribution.
The meeting highlighted both agencies’ shared commitment to ensuring the smooth and efficient processing and distribution of land titles to qualified beneficiaries.
The visit was led by DAR Cebu PARPO II Christian Louis G. Luna, who met with LRA Administrator Gerardo Panga Sirios to discuss closer coordination and continued collaboration between DAR and LRA.

The Department of Agrarian Reform Region VII (DAR VII) provided vital agricultural support to Agrarian Reform Beneficiaries (ARBs) of the Malbago Farmers Association Inc. (MAFA Inc.) through the turnover of farm machinery and agricultural inputs at Malbago, Daanbantayan, Cebu, on August 27, 2026.

The assistance, provided under the Climate Resilient Farm Productivity Support Program (CRFPS) - Major Crop-based Block Farm Productivity Enhancement (MCBFPE), includes a tractor with rotary tiller and disc plow, corn sheller-dehusker, forage chopper or shredder, and fertilizers.

The interventions are not only expected to compliment the association’s existing agricultural activities, it is also intended to improve the efficiency of farm operations, optimize land use, lessen the labor and time required for farm activities, and increase crop productivity.

Led by Leonida C. Epe, the Malbago Farmers Association Inc. is composed of 122 ARBs. Corn is the association's main crop, but its members also cultivate banana, vegetables, and root crops, while engaging in livestock and poultry raising.

Among the officials present during the turnover were DAR Region VII Regional Director Melvin Castor V. Silvestre, Daanbantayan Mayor Atty. Gilbert M. Arrabis Jr., and Malbago Barangay Captain Reynaldo Misa, together with Provincial Agrarian Reform Program Officer (PARPO) II Christian Louis G. Luna, OIC-PARPO I Judly O. Li, and other local government executives and employees from the regional and provincial offices of DAR Region VII.

The Department of Agrarian Reform Region VII (DAR VII) strengthened its support for Agrarian Reform Beneficiaries (ARBs) in Ronda, Cebu, through the turnover of a delivery truck to the Malalay Farmers Beneficiaries Organization Inc. (MFBO Inc.), providing the organization with improved logistical capacity to bring its agricultural products to a wider market, on August 26, 2026.

The newly turned-over truck is expected to support MFBO Inc. in transporting its increasing volume of agricultural products and ensuring timely deliveries to buyers. As production expanded, MFBO Inc. actively sought private and institutional buyers to establish stable markets for its products and prevent the wastage of agricultural produce.

Among its identified institutional buyers are the Ronda Countryside Development Cooperative (RCDC), represented by Alfredo Reyes, and A2Z Agrivet, represented by Annie and Elias Yonting during the turnover activity.

Among the DAR VII officials present during the turnover were Regional Director Melvin Castor V. Silvestre, Provincial Agrarian Reform Program Officer II (PARPO II) Christian Louis G. Luna, OIC-PARPO I Judly O. Li, Chief Agrarian Reform Program Officer Gay Visitacion, and Municipal Agrarian Reform Program Officer Gersyval O. Vestal, alongside other DAR executives and stakeholders.
