𝐍𝐂𝐌𝐅 𝐕𝐈𝐒𝐀𝐘𝐀𝐒 𝐎𝐕𝐄𝐑𝐒𝐄𝐄𝐒 𝐕𝐀𝐋𝐈𝐃𝐀𝐓𝐈𝐎𝐍 𝐎𝐅 𝐁𝐑𝐆𝐘. 𝐊𝐈𝐍𝐀𝐒𝐀𝐍𝐆-𝐀𝐍 𝐅𝐈𝐑𝐄 𝐕𝐈𝐂𝐓𝐈𝐌𝐒 𝐁𝐘 𝐍𝐇𝐀-𝐕𝐈𝐈

Driven by its steadfast commitment to the welfare of Muslim Filipino communities, the National Commission on Muslim Filipinos (NCMF) Visayas Regional Office actively supported and coordinated a housing validation initiative on May 21, 2026.

Under the guidance and leadership of Acting Regional Director Hanefah M. Sultan, the NCMF Visayas team collaborated closely with the National Housing Authority (NHA) Region VII during their validation of structure owners. This joint effort is a step toward the distribution of cash assistance for the families affected by the fire incident in Barangay Kinasang-an last June 01, 2025.

To ensure the continuity and success of this welfare initiative, NCMF personnel Rashidah M. Mocsir and Haneah T. Magomnang diligently monitored and followed up on the developments of the assistance program to ensure eligible residents were properly accounted for.

Upon coordination of Acting Regional Director Hanefah M. Sultan with NHA-VII and upon directive, the field validation was smoothly executed by the NCMF Visayas team, spearheaded by Officer-in-Charge Atty. Al-Emir Yusoph J. Balt, alongside dedicated personnel: Amin Dianalan, Ruel Bato, Haneah Magomnang, Nawira Unda and Ramlah Balt.

Through this strong inter-agency collaboration, the validation process achieved an organized and orderly flow, moving affected residents one step closer to receiving their much needed relief and recovery funds.

The NCMF Visayas Region remains dedicated to bridging government services closer to our constituents, ensuring that no family is left behind in times of crisis.

On May 20, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, under the leadership of Acting Regional Director Hanefah M. Sultan, participated in an online lecture hosted by the Philippine Statistics Authority (PSA) Regional Statistical Services Office – Negros Island Region (RSSO-NIR).

The session is part of the Lecture Series of the Regional Inter-Agency Committee on Civil Registration and Vital Statistics (RIACCRVS) – Negros Island Region. This initiative aims to strengthen inter-agency collaboration and facilitate the exchange of vital knowledge regarding Civil Registration and Vital Statistics (CRVS).

On May 19, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, led by Acting Regional Director Hanefah M. Sultan, participated in the Second Quarter Meeting of the Regional Inter-Agency Committee on Civil Registration and Vital Statistics (RIACCRVS).

The meeting was hosted by the PSA Regional Statistical Services Office – Negros Island Region (RSSO-NIR) through online meeting and was attended by Haneah T. Magomnang from the Settlement Division.

The meeting was about the pilot implementation of Electronic Civil Registration and Vital Statistics (eCRVS) System in the Negros Island Region. Also tackled are the strategies to popularized the Administrative Petition for Correction Automated System (APCAS), Premium Annotation and availment of service for PSA E-Cert. Also mention was the planned program called “PSA NIR on Wheels”.

By staying active in these inter-agency committees, NCMF Visayas ensures that our constituents have better access to essential legal documents. These digital upgrades will help reduce delays in correcting birth certificates and other vital records, which are crucial for identity, travel, and accessing government benefits.

𝐃𝐈𝐒𝐓𝐑𝐈𝐁𝐔𝐓𝐈𝐎𝐍 𝐎𝐅 𝐌𝐄𝐃𝐈𝐂𝐈𝐍𝐄𝐒 𝐈𝐍 𝐍𝐎𝐑𝐓𝐇𝐄𝐑𝐍 𝐂𝐄𝐁𝐔

The National Commission on Muslim Filipinos (NCMF) Visayas Region spearheaded by Acting Regional Director Hanefah M. Sultan through the Medical Team, headed by Dr. Najeem Jamil Balt, MD, conducted a two-day Medication Distribution Activity upon the invitation and coordination of Settlement Division Acting Chief Fayda D. Kho.

The activity was held at Cebu Madinah Mosque Activity Center in San Remigio, Cebu on May 12, 2026, and at Sto. Rosario Covered Court in Brgy. Sto. Rosario, Bogo City, Cebu on May 13, 2026.

Accomplishments:
1. Conducted medication distribution and provided free medicines to approximately 100 beneficiaries.
2. Performed vital signs checking and basic physical examination among patients.
3. Provided health education and preventive healthcare awareness to community constituents.

The two-day medication distribution activity successfully addressed the immediate healthcare needs of Muslim communities in San Remigio and Bogo City through the provision of free medicines, vital signs assessment, basic physical examination, and preventive health education. The activity strengthened community engagement and promoted health awareness among beneficiaries while reinforcing the commitment of NCMF–Visayas in delivering accessible healthcare services to underserved communities.

On May 12 and 13, 2026, the National Commission on Muslim Filipinos (NCMF) Visayas Region, under the leadership and instruction of Acting Regional Director Hanefah M. Sultan, recently distributed copies of the translated Holy Qur'an in the Municipality of San Remigio and Bogo City, the Northern part of Cebu.

This generous donation comes from the Government of Malaysia through their One Million al-Quran Program, a noble initiative inspired by the Honorable Prime Minister of Malaysia, Datuk Seri Anwar Ibrahim.

The shipment of these precious copies was managed by the Islamic Chamber of Commerce Malaysia (DPIM) Selangor in close cooperation with Cebu City Hall's Office of Muslim Affairs and Indigenous Cultural Communities (OMAICC).

This is a beautiful example of international cooperation and community support.

The National Commission on Muslim Filipinos (NCMF) Visayas Regional Office, under the leadership of Acting Regional Director Hanefah M. Sultan, successfully conducted a courtesy visit to Bogo City Administrator Sir Sergio M. Tan Jr., Cebu, on May 13, 2026.

The meeting focused on establishing strong collaborative ties with the local government unit (LGU) of Bogo to uplift, support, and empower the Muslim communities residing in Northern Cebu.

The primary focus of the discussion was the following programs to be conducted:
- PSA Advocacy and Mobile Services: Providing information, assistance, and mobile services related to the Philippine Statistics Authority (PSA) documents, which are essential for civil registration and access to government services.
- Distribution of Medicines: Offering free medical consultations with free medicines to promote health and well-being within the community.

City Architect Imelda Charito Ruiz Diano and Assistant Architect Antonieto M. Suico were also in attendance, presenting the proposed Public Cemetery Project, which includes a dedicated section for the Muslim community.

Present during the meeting were Shariah Counselor at Law Abubacar Gunang, Rashidah M. Mocsir, Haneah T. Magomnang, Mohammad Ali Decampong, and Wildan L. Mai.

The National Commission on Muslim Filipinos (NCMF) Visayas Region, under the leadership of Acting Regional Director Hanefah Sultan through the Settlement Division headed by Acting Chief Fayda D. Kho successfully conducted the fourth leg of its Advocacy Campaign on the Importance of Civil Registration and Mobile Services 2026. Held on May 13, 2026, at Sto. Rosario Covered Court, Bogo City, Cebu, directly brings essential government services and vital information to the doorstep of the Muslim and non-Muslim communities.

The initiative aims to deliver essential services directly to the community. The program was divided into two main parts:

𝐏𝐚𝐫𝐭 𝟏: 𝐀𝐝𝐯𝐨𝐜𝐚𝐜𝐲 𝐂𝐚𝐦𝐩𝐚𝐢𝐠𝐧
The first half of the event focused on educating attendees about the crucial importance of Civil Registration, the Census of Population, and other vital services of the Philippine Statistics Authority (PSA). The speakers provided valuable insights:
- Acting Chief Fayda D. Kho of Settlement Division gave the Welcome Remarks and Rationale of the Program.
- Brgy. Captain Adrian Guevarra of Sto. Rosario gave his message of support.
- Shariah Counselor at Law Abubacar Gunang of Peace Building and Conflict Resolution Division discussed PD 11596, or otherwise known as "An Act Prohibiting the Practice of Child Marriage and Imposing Penalties for Violations Thereof," a critical topic for the well-being of the Muslim Community.
- Ms. Hera Juarez and Ms. Hazel Tamayo of the Philippine Statistics Authority – Region VII discussed the Importance of Civil Registration.
- An Open Forum allowed the attendees to ask questions that was answered by the distinguished speakers.
- Acting Chief Aurangzeb M. Ali of Administrative and Finance Division gave a short message.

𝐏𝐚𝐫𝐭 𝟐: 𝐌𝐨𝐛𝐢𝐥𝐞 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬
The second part of the day was dedicated to providing direct Mobile Services, making it easier for residents to access essential documents and registrations. These services included:
- Registration for the National ID, a vital step towards a more unified and accessible identification system.

The event concluded with the distribution of Certificates of Recognition and Souvenirs, personally presented by Acting Chief Fayda D. Kho of Settlement Division, Acting Chief Aurangzeb M. Ali of Administrative and Finance Division, Shariah Couselor at Law Abubacar Gunang, Sihami Yasin and Mohammad Ali Decampong.

A significant shout-out was given to the dedicated NCMF-Visayas employees and staff who tirelessly served the community, including Rashidah M. Mocsir, Haneah T. Magomnang, Zobaida Gamor, Sihami Yasin, Mohammad Ali Decampong, Ramlah Mandangan-Balt and Wildan L. Mai.

This event truly exemplifies NCMF-Visayas's commitment to bringing essential government services and vital information closer to the communities we are serving, upholding the core mandate of the Commission.
