Through the collaborative guidance of Acting Regional Director Hanefah M. Sultan, the NCMF-Visayas Regional Office represented by Aurangzeb M. Ali, Abubacar S. Gunang, and Haneah T. Magomnang attended an outreach initiative launched by the Office of the Wฤlฤซ of Bangsamoro (OWB) headed by Shiekh Muslimin A. Guiamadin. It was held at Seda, Ayala, Cebu City last September 21, 2026 and aimed to engage with displaced and permanent Muslim residents living beyond BARMM borders.

Beyond a formal engagement, the visit reaffirmed that Bangsamoro individuals living outside the BARMM remain an integral part of the wider Bangsamoro community. During the open forum, Muslim and Bangsamoro residents across Central Visayas raised key concerns, including support for Islamic education, additional Muslim cemetery, and assistance for the families of fallen Mujahideen. The Office of the Wฤlฤซ of Bangsamoro acknowledged these issues and recorded them to endorse to the appropriate authorities for proper action.

This event fulfills the mandate by bringing national government services and attention directly to Muslim communities living outside BARMM borders.

National Commission on Muslim Filipinos (NCMF)-Visayas Acting Regional Director Hanefah M. Sultan, together with Socio-Economic Division Chief Sittie Saiba D. Basher-Manonggiring, attended the Philippine Halal Industry Summit 2026: Halal Horizons Philippines last September 19-20, 2026 at the New World Hotel in Makati City. The event was an industry summit and food festival organized by the Bureau of Muslim Economic Affairs headed by Director Saleha P. Sacar, in partnership with Philippine Heritage Kitchen and Center for Culinary Arts.

Guided by the theme โ€œAdvancing the Philippine Halal Ecosystem: Integration, Innovation, and Global Competitivenessโ€, the two-day event convened government agencies, industry stakeholders, financial institutions, Halal certification bodies, academic institutions, entrepreneurs, and international experts to discuss strategies and initiatives aimed at strengthening the Philippine Halal ecosystem and enhancing the country's competitiveness in the global Halal market.

Under the supervision of NCMF Secretary Sabuddin N. Abdurahim, through Bureau of Muslim Economic Affairs (BMEA) Director Saleha P. Sacar, the event successfully provided a venue for dialogue, partnership-building, and knowledge exchange among government agencies, industry players, financial institutions, academia, and international partners. Representing the agency's steadfast commitment to regional safety, National Commission on Muslim Filipinos- Visayas Region Acting Regional Director Hanefah M. Sultan participated in the 3rd Quarter Regional Peace and Order Council 7 (RPOC 7) Meeting held on September 16, 2026, at the Waterfront Hotel, Cebu City, uniting with key stakeholders to strengthen policies that protect public safety and regional peace.

The council discussed fighting rebels, keeping communities safe, stopping illegal drugs, reviewing police updates, and blocking illegal fishing. This meeting helps the commission share the safety needs of Muslim communities directly with regional leaders and builds strong partnerships with law enforcement to stop crime and maintain peace across Central Visayas.

Driven by the leadership of Acting Regional Director Hanefah M. Sultan, the Visayas Regional Office made an assessment, coordination and monitoring for assistance to the Muslim vendors affected by fire last August 14, 2026. The Settlement Division through Ruel T. Bato Sr. and Haneah Magomnang, together with Amir Amatonding, monitored and helped facilitate the pay-out for fire-affected Muslim vendors in Minglanilla Public Market. The said financial assistance pay-out was held at Minglanilla Sports Complex last September 15, 2026.

This phase comes after the agency conducted a comprehensive on-site field assessment and coordination with the Minglanilla Public Market Supervisor. Mr. Bato and Ms. Magomnang along with Amir Amatonding were deployed to the venue to oversee the actual payout conducted by the Municipal Social Welfare and Development Office (MSWDO) and facilitated through the Office of the Vice Governor.

Aligned with the steadfast commitment of the National Commission on Muslim Filipinos to foster strengthen linkage with the Local Executives, Commissioner Baicon Cayongcat-Nuska, alongside Visayas Acting Regional Director Hanefah Sultan, conducted a visit and dialogue with the Office of Cebu City Mayor, Hon. Nestor Archival, on September 8, 2026, at the latter's Office in Cebu City Hall. The meeting focused on creating economic opportunities for Muslim traders and vendors in city markets and ensuring the growing Muslim community feels included and supported in Cebu City. The session also expanded these efforts into vital services, such as coordinating with the local government with the implementation of Halal initiatives to make the city a Muslim-Friendly City. Sultan, the Visayas Regional Office requested an appointment with the Professional Regulation Commission-VII for a courtesy visit with NCMF Commissioner Baicon Cayongcat-Nuska. The visitation took place on September 8, 2026 with NCMF delegation headed by Commissioner Cayongcat-Nuska, along with Visayas Acting Regional Director Sultan.

The visitation also aimed to address issues on the renewal of license involving Muslim hijabis. A brief dialogue was initiated by Commissioner Cayongcat-Nuska regarding the anticipated administrative guidelines on safeguarding religious freedoms for Muslim Women professionals across all regions.

The NCMF group also included Acting Chief Atty. Al-Emir Y. Balt and Shari'ah Counselor at Law Abubacar S. Gunang of Peace Building and Conflict Resolutions Division, Acting Chief Aurangzeb Ali of the Administrative and Finance Division, and Haneah T. Magomnang of the Settlement Division.

The group met PRC-VII Director Narcival Z. Taquiqui. Also present were Atty. Jed Libby B. Tadlas from PRC-VII and Atty. Glory Jane Alegado from DepEd-VII.

This engagement with PRC- Regional VII targeted the institutionalization of gender-responsive and religious-sensitive protocols across regional jurisdictions.

The National Commission on Muslim Filipinos (NCMF) Visayas Region, through its Socio-Economic and Development Division (SEDD) headed by Chief Sittie Saiba D. Basher-Manonggiring, welcomed the Cebu Muslim Youth for a productive discussion on a proposed partnership aimed at strengthening Halal awareness in Cebu.

The Cebu Muslim Youth expressed their interest in collaborating with NCMF Visayas, particularly with the SEDD, to help promote greater awareness and understanding of Halal among the Muslim community and the wider public.

The proposed partnership will focus on meaningful initiatives that support Halal awareness, community engagement, and socio-economic development. The initial program is targeted for implementation this coming October.

NCMF Visayas - SEDD looks forward to working alongside the Cebu Muslim Youth in developing programs that empower the community, promote Halal awareness, and create meaningful opportunities for collaboration.
