Congratulations to Hon. Dina Z. Rama, Municipal Vice Mayor of Poro, for being recognized among the Top Performing Municipal Vice Mayors in the Province of Cebu, placing in the Top 4 with a 90.65% rating under the Governance and Participation Index (GPI) – “Pulso ng Bayan” for the 2nd Quarter of 2026. 🎉👏
The recognition highlights Vice Mayors who demonstrate strong legislative leadership, transparency and accountability, citizen participation, oversight and checks and balances, and social impact initiatives—reflecting the important role of the Sangguniang Bayan in advancing responsive and people-centered governance.
According to the evaluation framework provided by Visayas Social Pulse and Transparency Good Governance & Accountability Advocates, Vice Mayors were assessed across five key indicators:

�🔹 Transparency & Accountability – openness of sessions, public hearings, and disclosure compliance
�🔹 Citizen Participation – consultations, public forums, and feedback mechanisms
�🔹 Oversight & Checks and Balances – review of executive programs and budgets
�🔹 Social Impact Initiatives – programs benefiting communities in areas such as health, education, livelihood, and disaster preparedness
The organizers state that the recognition was based on an independent evaluation conducted by their survey and research analysts team across Cebu Province.
