Philippine National Police (PNP) Chief, GENERAL ROMMEL FRANCISCO D MARBIL, has directed a comprehensive investigation not only into the murder of retired General Wesley Barayuga but also into the internal processes that led to his inclusion in a drug watch list posthumously.

"We are committed to thoroughly investigating the brutal murder of Gen. Barayuga, but equally important is the need to audit our internal mechanisms that may have contributed to this erroneous association," Chief PNP MARBIL said.

Following Barayuga's ambush and his subsequent inclusion in a drug watch list, GENERAL MARBIL emphasized the urgency of reviewing and refining PNP’s procedures in identifying individuals for crime-related lists, extending beyond drug cases.

"We must dig deeper into why General Barayuga's name appeared on a drug list after his death. This highlights a critical need to scrutinize and overhaul our processes," GEN. MARBIL declared.

He stressed that the inclusion of individuals on any crime-related list should be based on solid evidence and undergo a stringent validation process. GEN. MARBIL also said that any flaws in these mechanisms could undermine not only the organization but also the public trust it seeks to uphold.

"Our internal systems must be airtight. We need to ensure that every name on a crime-related list is supported by credible intelligence and goes through a rigorous validation process. This is essential for maintaining the integrity of the PNP and protecting the lives and reputations of those involved," the Chief PNP stressed.

GEN. MARBIL also confirmed that the PNP has initiated a full review of its processes to prevent similar errors in the future. He emphasized that transparency, accountability, and accuracy are non-negotiable in police operations.

"We are committed to upholding the highest standards of justice and fairness. General Barayuga’s case is a stark reminder of the importance of constantly refining our procedures," Gen. Marbil further stated.

He called on the public to come forward with any information that could help solve Barayuga’s murder, reaffirming the PNP’s determination to deliver justice while safeguarding due process and ensuring that no individual is unjustly included in any crime list.

Camp BGen Rafael T Crame, Quezon City- The Philippine National Police Anti-Kidnapping Group received multiple reports about a fraudulent scheme rescuing employees in POGO companies located in the National Capital Region, Region 3, and Region 4-A by individuals posing as PNP AKG operatives.

Based on the information, the modus operandi of the fake PNP AKG operatives is to pose as rescuers of POGO employees, but in reality, their goal is to earn money by selling these individuals back to the company where they were taken from. This turns what should have been a rescue into an incredibly terrifying experience for both POGO employees and employers alike. Rather than taking them to a police station as would normally be done, employers are forced to purchase the freed hostages in order for them to continue working with the company and avoid any legal repercussions.

“The PNP AKG has been effective in doing its mandate in fighting kidnapping for ransom syndicates and now we are challenged again by this police impersonators doing anti-kidnapping operations just to continue their illegal activities. With this, I urge the public to become cautious and to exercise their rights if they are being arrested. Asking for legal documents during the operations for them not to be victimized of this modus operandi.” PBGEN CASTIL, said.

The Group is continuing their effort to educate the public on how to prevent kidnapping by distributing flyers in different locations and sharing them through their official social media accounts. PNP AKG has also promised that they will remain transparent throughout the campaign, and any complaints against kidnappers will be brought before a court of law.

Lastly, PNP AKG is now coordinating with Integrity Monitoring and Enforcement Group (IMEG) and other law enforcement agencies for possible police operations against this kind of modus operandi.

𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗼𝗳 𝗪𝗮𝗿𝗿𝗮𝗻𝘁 𝗼𝗳 𝗔𝗿𝗿𝗲𝘀𝘁 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗠𝗼𝘀𝘁 𝗪𝗮𝗻𝘁𝗲𝗱 𝗣𝗲𝗿𝘀𝗼𝗻

Iloilo City, Philippines - On April 21, 2023, joint personnel of AKG Visayas Field Unit, Iloilo Team led by PLTCOL LOWELBER CERALVO, Asst. Chief, VFU/Chief IBSO, together with Ajuy Municipal Police Station and 2nd IPMFC, successfully served a warrant of arrest against Richard Galupo y Punsalan, a 41-year-old male and a resident of Brgy. Malayu-an, Ajuy, Iloilo. The arrest warrant was issued for the Crime of Attempted Homicide docketed under Criminal Case No. 9638-A issued by Hon. Gonzalo S Espa, Presiding Judge, RTC, Sixth Judicial Region, 3rd Municipal Circuit Trial Court, Sara-Ajuy-Iloilo dated February 21, 2023, with Bail Recommended of P36,000.00.

The service of the warrant of arrest took place at NHA Housing, Brgy. Barrido, Ajuy, Iloilo, at around 8:00 AM. Mr. Galupo was found in the location and was immediately brought to Ajuy Police Station for documentation and temporary detention pending the return of the Warrant of Arrest to the issuing court.

As per the background information, the incident occurred in 2022, wherein the accused and a certain Dagul had a heated confrontation during a drinking spree. The accused drew a knife and stabbed the victim on the left side of his body, issuing a warrant of arrest.

The successful service of the warrant of arrest against Richard Galupo y Punsalan showcases the continuous efforts of law enforcement agencies to ensure the safety and protection of the community. It is a reminder that no one is above the law, and justice will be served to those who have committed unlawful acts.

Bacolod-Silay International Airport, Negros Occidental - On April 20, 2023, a significant event happened when the AKG-VFU Bacolod personnel, together with the Silay City Police Station, AVSE Group, and the PIU Negros Occidental PPO, served a warrant of arrest against the top kidnapping suspect in the national, provincial, and municipal levels. The suspect was charged with Kidnapping and Serious Illegal Detention under RPC ART267, as amended by RA 18 and RA1084.

The operation was led by PMSg Joshua T Barile and resulted in the arrest of Jojo Aspero, 38 years old and a resident of Brgy. Salamanca, Toboso, Negros Occidental. Aspero, a c**kfighting caretaker, was apprehended at the Bacolod-Silay International Airport at around 12:22 PM.

Aspero was brought to Silay CPS, Negros Occidental PPO, for documentation and further processing. Pending the return of the WOA to the issuing court, Aspero will be transferred to Toboso MPS, Negros Occidental PPO.

Aspero was one of the suspects involved in the kidnapping and enforced disappearance of the victim in November 2011 at Brgy. Salamanca, Toboso, Negros Occidental. Aspero, together with Jimhel Sevilla, Cabigat Flores, Boktot Flores, and Eddie Destora (all arrested from previous operations of local police except Jimhel Sevilla), conspired, confederated, and helped one another to kidnap and detain the victim. The AKG-VFU will continue to exert all available means to locate Aspero's remaining cohort.

Upon learning that his cohorts were arrested, Aspero went into hiding and transferred from one place to another in Laguna and Pampanga. However, the authorities discovered that Aspero returned home to scout for a quality fighting c**k within Negros Occidental and would be brought to the Blue Blade Game Farm at San Pablo City, Laguna. With this information, the authorities got the flight details of the accused, leading to his arrest.

The Warrant of Arrest with CC No. RTC-19-7538 was issued by Hon. Arville Guyod Delgado, Presiding Judge, RTC Branch 57, San Carlos City, Negros Occidental, dated July 25, 2022, with No Bail Recommended.

𝗣𝗟𝗧𝗖𝗢𝗟 𝗟𝗘𝗘 𝗔𝗟𝗟𝗘𝗡 𝗕 𝗕𝗔𝗨𝗗𝗜𝗡𝗚, Acting Chief, AKG-VFU applauded the successful arrest of the top kidnapping suspect in Negros Occidental. The commendable achievement of the AKG-VFU Bacolod personnel, Silay City Police Station, and other law enforcement agencies involved in the operation demonstrates their unwavering commitment to serve and protect the people, as well as their competence in carrying out their duties. Their relentless pursuit of justice for the victim and tireless efforts to track the accused despite the latter's attempt to evade arrest is admirable. Their determination and dedication in bringing the perpetrators to justice inspire all law enforcers and the community to work together towards a safer and more secure society.

AKG-VFU IBSO personnel led by PLTCOL LOWELBER CERALVO together with personnel of RMFB 6 603rd Coy and Pototan MPS, in partnership with Jaro Archdiocesan Social Action Center (JASAC), successfully conducted a "Medical, Optical and Dental Mission" on April 16, 2022, from 8:00 AM to 1:00 PM at Barangay Pulot-an, Pototan, Iloilo.

The mission aimed to provide healthcare to the people and maintain a harmonious relationship with the community. A total of 1000 beneficiaries from Barangay Pulot-an and neighboring barangays in the municipality of Pototan, Iloilo, availed themselves of the services provided, which included doctor consultations, dental services, optical services, and free medicines.

The event was held at the Brgy. Pulot-an Gymnasium Pototan, Iloilo, was headed by Msgr Meliton Oso, Chairman of JASAC, and Rev. Fr Nelson Selvila, Parish Priest of Our Lady of Guadalupe.

The successful event concluded around 1:00 PM, and the participants were grateful for the services provided by the organizers. This outreach program demonstrated the commitment of AKG IBSO personnel, RMFB 6 603rd Coy, Pototan MPS, and JASAC to serving the community and providing healthcare services to those in need.

Ormoc City, Leyte - On April 15, 2023, at about 5:30 AM, the Anti Kidnapping Group Visayas Field Unit Ormoc Satellite Office (AKG-VFU OSO), led by PSSg Leavy Cimafranca, in partnership with the Philippine Red Cross, Philippine Coast Guard, BFP, Brgy. Officials, and Residents of Barangay Danhug, conducted a Coastal Clean-up Drive at Brgy., Danhug Ormoc City, Leyte.

The Akg-vfu Ormoc SO is committed to preserving and protecting the environment. This activity aims to strengthen PNP's confidence in providing solutions for preserving and protecting the environment, exemplifying its organization's core values as 𝗠𝗔𝗞𝗔𝗞𝗔𝗟𝗜𝗞𝗔𝗦𝗔𝗡.

Coastal clean-ups are essential in protecting the marine environment and contributing more to conserving marine biodiversity, keeping the ecosystem clean, healthy, and protected. The AKG-VFU OSO believes protecting the environment is crucial to future generations. They are committed to preserving the seas for everyone to enjoy the beauty of God's creation.

The Coastal Clean-up Drive was a success, and more or less ten sacks of garbage were collected and brought to the Brgy. Hall of Brgy. Danju Ormoc City, Leyte, for proper disposal. The activity's success would not have been possible without the AKG-VFU OSO's commitment to protecting the environment, along with the collaborative efforts of the Philippine Red Cross, Philippine Coast Guard, BFP, Brgy Officials, and Residents of Barangay Danhug.
