The man in the painting once carried a simple but powerful dream — to see Cebu City rise.
Today, that dream is no longer just a vision on canvas. It stands in concrete in steel and in the everyday lives of Cebuanos.
During his time as Mayor Tomas Osmeña did not just talk about progress — he worked for it. His leadership in Cebu City was marked by bold decisions, strong political will, and a deep belief that the city deserved better.
• Efforts to modernize and expand the Cebu City Medical Center to improve public healthcare
• Stronger support for barangays and grassroots governance
• Urban development projects that reshaped key parts of the city
• Peace and order initiatives in close coordination with law enforcement

He was never the type to choose the easy path. Many of his decisions were firm, sometimes controversial, but always rooted in what he believed was best for the long-term future of the city.
